MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON DECEMBER 18, 1984 AT 7:30 P. M.

Mayor Howell called the meeting to order at 7:30 p.m. for the purpose of review-
ing the applications for the position of City Manager.
Before the review process began, Mr. Moss advised the Commission of an emergency
with lift station D at Selva Marina Drive and Saturiba. He said the lift station
was operating at approximately 10% efficiency, and they had determined the
problem was not in the pumps. Mr. Tim Townsend, Chief Sewer Plant Operator,
explained the lines were clogged with grease and trash.They plan to install a
by-pass valve and have the lines cleaned after by-passing the station. The total
expenditure would be $3,413.00. The City Attorney advised that in light of the
fact that it was an emergency, the Committee could act as the Commission to
protect the property of the city and its residents, and vote on the emergency.
Commissioner Gulliford moved to authorize the expenditure of $3,413.00 to
address the problem at Lift Station D located at Selva Marina Drive and
Saturiba on the basis that it is a dire emergency. The motion was seconded by
Commissioner Van Ness and carried unanimously.

The reviewing process for the position of City Manager was then held. Each
Commissioner had prepared a list of candidates with qualifying credentials which
are listed below. Nine candidates received more than one vote. Mr. Richard
Fellows appeared on five lists, and Mr. Edward Gross appeared on four.

Following discussion, it was the consensus of the Commission that the top two
should be invited for interviews. The City Manager was instructed to contact Mr.
Fellows and Mr. Gross to be interviewed on Friday afternoon, December 28, 1984.

The City Clerk requested permission to purchase a maintenance agreement, in the
amount of $1,300, for the word processor located in the Clerk's office. Billing
would be on a quarterly basis, and funds would be transferred out of 01-517-40
(Travel) into 01-517-46 (Repair and maintenance) . Following consideration, the
City Manager advised that he would charge the maintenance to a different
account.
There being no other business to come before the Commission, Mayor Howell
declared the meeting adjourned.
