Discussion - Water and Sewer Utilities MINUTES CITY OF ATLANTIC BEACH SPECIAL CALLED MEETING January 31 , 1985 7:30 PM The meeting was called to order at 7:15 PM by Mayor-Commissioner William S. Howell . Commissioners present included Robert B. Cook, Sr. , William I. Gulliford, Jr. , and John W. Morris, Jr. Catherine Van Ness was excused due to illness. Also present was Richard C. Fellows, City Manager, and Claude L. Mullis, City Attorney. The Mayor announced there were two items of business to consider, the first of which was the award of a contract for repair and repainting of the elevated steel water storage tank. City Manager Fellows reported the bids had been tabulated and reviewed by consulting engineers Robert Bates E Associates who had determined that all bids conformed to the specifications. A background check was done on the low bidder, Ridge Sandblasting & Painting Company of Lake Alfred, and it was determined they had just concluded similar type work in Daytona Beach and were under a regular maintenance contract with the City of Vero Beach, and in both instances the company received excellent reports. There being no further discussion, motion was made by Commissioner Cook, seconded by Commissioner Gulliford, that a contract be awarded to the low bidder, Ridge Sandblasting & Painting Company, Inc. , Lake Alfred, Florida, and the funds to pay for same be taken out of the proposed funds which would ordinarily be transferred from the Water Division to the General Fund. There being no further discussion, the motion carried unanimously. The Mayor then announced the second item on the agenda was discussion of water and sewer utilities and presented Mr. Jerry Strayve, President of Buccaneer Service Company, Inc. , a private company operating a public water and wastewater utility at 902 Assisi Lane adjacent to Atlantic Beach. Mr. Strayve appeared before the Commission and gave a brief historical and chronological overview of the establishment of Buccaneer Service Company and then proceeded to offer to the City of Atlantic Beach the opportunity of purchasing the utility. Mr. Strayve then summarized the benefits to the City of immediate income, municipal ownership, reduced rates to new customers, overall enhanced total system reliability, economy of scale of operations, the additional advantages of tax and regulatory costs deleted. Discussion ensued with a number of questions being asked by members of the Commission as to exactly why the principals of Buccaneer Service Company wanted to sell the utility and Mr. Strayve explained that the group formed to operate the utility originally started out in order to develop utility service to a tract of land owned by the principals for which no utility service was available. Citizen Strayve then pointed out to the Commission they had sold the last acre of their developable land and since they were not utility operators they had decided to dispose of the utility and proceed on to other projects which might involve land development. Further discussion ensued with a number of questions being proferred by Commissioners Gulliford and Morris. Mr. Strayve also pointed out to the Commission and went on record to say that Buccaneer Service Company was so confident of the figures which they had submitted for review of the Commission that the principals of the company were willing to pay all of the costs involved in a performance audit by a certified public accountant of the City's choosing and/or a complete engineering review by an engineering company of the City's choosing. He reiterated the fact that all costs would be paid by Buccaneer Service Company. The price of the utility would be $3.9 million for which it was proposed to offer City bonds payable solely from the revenues of the Buccaneer utility. No utilities or taxes or property of the City would be pledged for payment of the bonds. There being no further discussion, Commissioner Gulliford moved the Mayor appoint a committee to examine the proposal and report back to the Commission. The motion was seconded by Commissioner Morris. There being no further discussion, the motion was adopted unanimously. Mayor Howell then appointed a committee to be composed of the Mayor, City Manager, City Attorney, and Commissioner Gulliford. Fellows, City Manager SUBJECT: Bid Tabulations and Recommendations - Repair and Repainting of Elevated Steel Water Storage Tank Attached please find a certified copy of the bid tabulation for the repair and repainting of the City's elevated water storage tank. The bids have been reviewed by Robert Bates $ Associates, Inc. , and it has been determined that all bids conform with the specifications. A thorough check has been done on the low bidder, Ridge Sandblasting $ Painting Company, Inc. , Lake Alfred, FL. I have determined, in conversations with Richard Dimbinski, Water and Wastewater Engineer for the City of Daytona Beach, the firm recently completed the same type of work on a 500,000 gallon elevated tank and did an excellent job. John Tenike, Assistant Director of Water and Sewer for the City of Vero Beach, also reports the firm is reputable and does excellent work and they have them under a continuing contract. Accordingly, based on this information and the recommendation of our engineers, we suggest the City Commission award the bid to Ridge Sandblasting $ Painting Company, Inc. , of Lake Alfred, FL.
