MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON FRIDAY, MAY 7TH, 1965

This meeting was called by the City Manager pursuant to rules
governing the calling of special meetings.
The meeting was called to order by the Mayor-Commissioner Pro-tem,
Mr. Moore.
A report from the Awards Committee covering the resurfacing of
certain streets was presented and read in full. Copy of said
report is attached to these minutes and made a part thereof. Mr.
Craig recommended that the report of the Awards Committee be ac-
cepted. The report recommended that the Houdaille-Duval-Wright
Co. be awarded the contract to preform the work as covered by
Items I and II in the Specifications and Bid, in the amount of
$7, 960.00 and that Item III be rejected at this time. There was
discussion following which Mr. Parks moved that the report of
the Awards Committee be accepted and contract awarded to Houdaille-
Duval-Wright Co. covering Items I and II as bid, seconded by Mr.
Weldon and carried. The Contract is to be drawn up and signed
by the proper officials for the City.
Mr. Craig presented Plans for the reconstruction of the Chateau
Restaurant located on northeast corner of 7th St. and Beach Ave.
and requested approval for issuing permit for this work. He ad-
vised that the plans have been approved by the State Hotel and
Restaurant Commission, and that he has looked them over but still
will check out all the details. He recommends approval subject
to his checking as to building code requirements. The matter was
discussed following which Mr. Weldon moved that approval be given
to issue the permit subject to final approval of plans and spec-
ifications by the City Manager and upon finding that the plans and
specifications comply with the provisions of the City of Atlantic
Beach building code- permit to be issued for reconstruction of

the restaurant known as Le Chateau in Atlantic Beach, seconded
by Mr. Parks and carried.
Mr. Weldon advised that he would not be present for the meeting
Monday night, May 10th, as he will be out of the city on army
reserve duty.
There being no further business, Mr. Moore declared the meet-
ing adjourned.

REPORT OF AWARDS COMMITTEE May 7 , 1965
The Committee decided that ample opportunity was accorded all firms
within reasonable distance from Atlantic Beach to submit bids and,
therefore, that of Houdaille-Duval-Wright Company should be deemed
acceptable if prices quoted, and other features thereof, are
satisfactory; this being the only bid received for 1965 Street Re-
surfacing, Phase 1.
Accordingly the Committee reviewed the bid of Houdaille-Duval-Wright
Company and agreed that the prices quoted: $0.60 per sq. yd. for
Item I, $0.68 per sq. yd. for Item II and $0.63 per sq. yd. for
Item III, are right, reasonable and advantageous to the City; the
difference in price being directly related to the amount of
levelling course material required in eachfcase. Further the
Committee agreed that the total price quoted $13, 189. 00, for Items
I, II and III, is considerably greater than the amounts available
under Street Surfacing Account No. 708 in 1965 Budget, plus any
additional amount which could be reasonably transferred from any
other account, and, therefore, decided that one item should be
eliminated. It was then decided that Item III of the bid, in the
amount of $5, 229.00 should be rejected.
Finally, the Committee agreed that the Houdaille-Duval-Wright Company
prices of $5, 580.00 for Item I, and $2, 380.00 for Item II, are right,
reasonable and advantageous to the City for the work involved; and
therefore the Committee recommends that Contract be awarded to this
firm, for Items I and II, in the total amount of $7 , 960. 00.
