04-08-65 v • MINUTZ3 OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY COM- MISSION HELD AT THE CITY HALL ON THURSDAY, APRIL 8TH, 1965 AT 8 P.M. Present: George R. Olsen Chas. R. Moore Donald Goodling Walter J. Parks, Jr. John W. Weldon, Commissioners and Frank Thompson, City Attorney Arthur J. Craig, City Manager Adele S. Grage, City Clerk This meeting was called for Public Hearing on an Ordinance Amend- ing Zoning Ordinance #90-59-3 by changing the Zoning Map to show that part of the Hotel Reservation occupied by the Atlantic Beach Hotel and its accessory buildings and lands as Business A for the (east) east portion and Residence C for the west portion instead of Residence A as it now shows. Copy of Certified proof of publica- tion of notice of this Public Hearing is attached to these minutes and made a part thereof. The meeting was called to order by the Mayor-Commissioner, Mr.Olsen. The invocation was given by Commissioner Goodling. Mr. Olsen stated the purpose of the Public Hearing and read in full the Ordinance Amending Zon:.ng Ordinance #90-59-3. Mr. Olsen u,.vised that there were maps available indicating the legal des- ription of the property being considered for re-zoning. Mr. Olsen then declared the meeting in session for Public Hearing. Mr. George Ward presented an application to the Commission request- ing that his property which is immediately adjacent to the Hotel Reservation plot he rezoned to Residence C from Residence A. His property is part of the original Hotel Reservation land, and would make uniform zoning on the Residence C plot by squaring off the southwest corner. Mr. Olsen advised that the request would be re- ferred to the City Attorney and if in order the Attorney would pre- pare an ordinance for consideration. Mr. Weldon moved that the application be refers ed to City Attorney and if possible an Ordi- nance be presented at the next meeting , seconded by Mr. Moore and following discussion the question was put and the motion carried. Those appearing against the re-zoning either in whole or in part were Mr. & Mrs. Ralph Brown, George Pettway, Roy Nelson, Garland Drake, Hiram Earles, Mrs. Norman Runyan, Thos. Shuff and others. In answer to inquiry Mrs. Grage read the uses specified in the Zoning Ordinance for Residence C and Business A. There was con- Minutes 4-8-65, page ##2 siderable discussion during which Mr. Nelson advised that he personally was all for the overall improvement and he believed the main concern of the property owners in that area was the uncertainty of what might be built in the Business area on that south part of land which is design- ated as Parcel C on the surveyor 's map, and also the traffic problem. Mr. Olsen read a letter from the prospect- ive buyers advising they intend to build a semi-luxury apartment project similar to the Carriage House Apartments on University Blvd. in Jacksonville on the west portion of the land facing on Ocean Blvd. to be completed by April, 1966, on the tract marked Parcel "C" they plan to construct a motor hotel with convention facilities, if possible to be completed by April 1967. Upon completion of these two projects they will take a look at the existing hotel, but in the meantime they do not intend to disturb the operation of the hotel and restaurant. Copy of said letter is attached to these Minutes and made a part thereof. Some of the property owners in Club Manor stated they bought there because it was Residence "A." and they thought all that area would remain Residence "A" including the Hotel site. Some of those speaking in favor of the proposed Ordinance were Henry Isaacs, Fred A. Allen, Mrs. Josephine Blondheim, Mrs. John A. Tischer, Mrs. Elizabeth Byers and others, who feel that rezoning as requested for the proposed project would be to best interest of the City. Mr. Nelson suggested a meeting with the prospective buyers and the people and see if some compromise could be reached, as he would hate to have the sale killed - as he thinks the improvement is needed. Following more discussion Mr. Olsen called for a short recess, then called the meeting back to order. Minutes 4-8-65, Page #3 Mr. Parks moved that the hearing be recessed for one week until April 15th to see if can find an area of compromise, seconded by Mr. Moore. There was further discussion in which it was brought out that failure to pass the Ordinance to-night might kill the sale which has been in process for months. Those handling the sale did not know until they checked with the City Clerk that the Hotel Reservation had been designated Residence "A" when the overall zoning was done in 1959, as it had always been undesignated on previous Zoning Maps. Following more discussion Mr. Olsen put the question on the motion and the vote was Aye: Goodling, Moore, Parks, Weldon Nay: Olsen Whereupon the Mayor declared the motion carried and the meeting continued to Thursday, April 15th, 1965 at 8 P. M. These apartments will be similar to the Carriage House Apartments on University Boulevard in Jacksonville, which we also own. We anticipate this phase of our anticipated improvements being completed in April, 1966. 2 - On"Parcel C" - land south of the existing hotel, we intend to construct a motor hotel,with convention facilities if possible. This is due to be completed April, 1967. Upon completion of the above two projects we will take another look at the plans for the existing hotel. Until such time we do not intend to disturb the operation of the hotel or restaurant.
