MINUTES OF THE . REGULAR MEETING OF THE ATLANTIC BEACH'CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, JULY 10TH, 1961
AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Howell.
Minutes of the meeting of' June 26th; 1961 were approved as
written upon motion of Mr. Johansen, seconded by Dr. Whitehurst
and carried.
Mr. Howell recognized visitors present and called for any busi-
ness from the floor. There was none.
A letter was presented from the Beaches Babe Ruth League asking
for $500.00 to-wards expenses for"equipment, etc. The matter
was discussed and action deferred.
Mr. Waggoner advised that the check had been received from the
American Oil Co . in amount of $1,025 .00 to cover the estimated
cost of running a sewer line to their service station at corner
of Mayport Road and Plaza.
The City Cleric advised that certified copies of the Legislative
Acts passed in the ".1961 Legislature had been received from the
Secretary of State.
Mr. Howell announced the appointment of the Board of Assessment
Review as follows:
Walter Freemen for 3 years
Richard Hamilton for 2 years
June Wright for 1 year
Mr. Johansen presented Resolution #61-21 confirming the appoint-
ments as liQted and moved its adoption, seconded by Dr. Whitehurst
and carried. Copy of Resolution # 61-21 is attached to these
minutes and made a part thereof.
Appointment of a member to the Advisory Committee to the Jackson-
villeDuval Area Planning Board was discussed and upon motion
of Dr. Whitehurst, seconded by Mr. Moore approval was given to
the appointment of J.F. Waggoner, Jr. as temporary committee
member, leaving the permanent appointment for the new Commission.

Mr. Howell presented an ordinance in full in writing covering
hours for sale of alcoholic beverages, location of vendors,
restriction as to light and noises, etc . and advised this is
combining into one ordinance several ordinances and parts into
one ordinance governing places selling alcoholic beverages .
Mr. Johansen mOved its adoption on first reading by title only,
seconded by Mr. Claiborne and having been duly considered the ,
Mayor put the question thereon and it was unanimously adopted.
The date for Public Hearing was set as July 24th, 1961.
There being zio further business the meeting ' was adjourned by
Mayor Howell.

RESOLUTION NO. 61-21
WHEREAS, Section 111 of the Charter of the City of
Atlantic Beach provides for the appointment of a
Board of Assessment Review, and,
WHEREAS, all memberships of said Board have expired
due to members moving from City or expiration of
terms,
NOW THEREFORE BE IT RESOLVED that the following be
appointed to the Board of Assesstment Review for
periods as listed:
Walter Freeman---3 Years
Richard Hamilton-2 Years
June Wright 1 Year
