Present: Wm. S. Howell Preben Johansen J.B. Claiborne Chas . R. Moore W. Laney Whitehurst, Commissioners and Frank Thompson; City Attorney Adele S. Grage, City Clerk Absent: J.F. Waggoner, Jr. , City Manager (vacation) The meeting was called to order by the Mayor-Commissioner, Mr. Howell. Minutes of the meeting ofTJune 12th; 1961 were approved as written upon motion of Mr. Johansen, seconded by Mr. Claiborne and parried. The Mayor first presented a plaque which was made and given to the City of Atlantic Beach by the U.S.S. Yellowstone, now based at the Mayport Naval Base . The Mayor recognized visitors present and called for any busi- ness from the floor. There was none. A letter was presented from the City Manager recommending that since the bids on the Ahern Street project had been tabulated and found to be 30% higher than the engineer' s estimate that they all be rejected and that an attempt be made to cut the cost and .new bids be taken. The matter was discussed following which Mr. Moore moved that all bids on this Ahern St. Paving Project'be rejected in line with the City Manager' s recommen- dations , seconded by Mr. Johansen and carried. - A letter was presented from the City Manager listing three proposed methods of filling the swampy area in the proposed park area, and advising that he felt the most practical one was using the sanitary land fill . High cost and time to accom- plish weie the factors against the other two methods . The mat- ter was discussed at length during which Dr. Whitehurst with- drew his objections to sanitary landfill method is it is prop- erly done and without seepage. Dr. Whitehurst then moved that the City Manager be directed to contact the County Health Offi- cer for the necessary- and proper procedures for landfill and to proceed from there, seconded by Mr. Johansen and carried. Plans were presented from the Southern States Oil Co . for build- ing a service station on the land on Atlantic Blvd. just west of ".Mayport Road and Silver' s Bar. The matter was discussed and Mr. Arthur Craig, our City Inspector, advised that they had been studied by both he and Mr. Waggoner and were in order. Mr. Moore Minutes 6-26-61, Page #2 moved that the building permit be issued to the Southern States Oil Co. in line with plans submitted, seconded by Dr. Whitehurst and carried.. A letter was also filed with the City Manager that they will connect to the City's sewer system as soon as it is available, having received a temporary septic tank permit on that condition. The matter of a committee member for the Advisory Committee to the Jacksonville-Duval Area Planning Board as set up in last Legislature will be studied and action taken at the next Commission meeting. Mr. Howell presented Resolution #61-20 accepting sewer, water lined, paving, etc . on certain streets in Royal Palms sub-divi- sion. Mr. Claiborne moved the admption of said Resolution,sec- onded by Dr. Whitehurst and carried. Copy of Resolution #61-20 is attached to these minutes and made a part thereof. Grage, City Cle RESOLUTION NO. nZ- WHEREAS, the Interstate Contracting Company, developers of Royal Palms Subdivision, have completed all of the sewer lines, water lines, storm drainage lines, curbs and gutters, and paving in Royal Palms Subdivision Unit 2A on the following: Sailfish Drive East from the Northern extremity of Triton Road to the South- ern extremity of Cavalla Road. Royal Palms Drive from the Northern extremity of Triton Road to the South- ern extremity of Cavalla Road. Triton Road from Royal Palms Drive to Sailfish Drive East, and WHEREAS, the facilities have been installed according to the approved plans and specifications and have been inspected by the City Forces and, WHEREAS, the Interstate Contracting Company has posted a one year maintenance bond in the amount of $4, 000.00 to insure their proper construction, NOW THEREFORE BE IT RESOLVED BY THE CITY OF ATLANTIC BEACH, FLORIDA, that, The City of Atlantic Beach accept these sewer lines, water lines, storm drainage lines, curbs and gutters, and paving in the herein above described streets for maintenance and operation. * * * * * * * Passed by the City Commission on yf., , o�to� , 1961.
