MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, OCTOBER 22ND, 1962
AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Isaacs.
Minutes of the meeting of October 8th, 1962, were approved as
written upon motion of Mr. Johansen, seconded by Mr. Moore.
The meeting went into session for Public Hearing for confirma-
tion of Resolution #62-24 ordering the construction of a sewer
line in part of Area "La lying NE of intersection of Mayport Rd.
and Atlantic Blvd. Certified proof of publication of notice on
said Public Hearing is attached to these minutes and made a
part thereof. As no one appeared either for or against said
Resolution the Mayor declared the Public Hearing closed. Where-
upon Mr. Claiborne moved that said Resolution #62-24 be confirm-
ed, which motion was seconded by Mr. Johansen. Said Resolution
#62-24 having been read in full and said motion having been
duly considered the Mayor put the question thereon and the vote
was:
Aye: Claiborne, Johansen, Lawrence, Moore, Isaacs
Nay: None
Whereupon the Mayor declared said motion carried and said Reso-
lution #62-24 duly confirmed. Copy of Resolution #62-24 is
attached to these minutes and made a part thereof.
Mr. Lawrence moved that the Engineer, Mr. Parks be directed
to prepare the final plans and specifications on the above men-
tioned sewer project and prepare and call for bids to be re-
ceived on November 12th, 1962, seconded by Mr. Claiborne and
carried.
Mr. Isaacs recognized visitors present and called for any busi-
ness from the floor. There was none.

A letter relative to Highway Engineering Conference at Univer-
sity of Florida was referred to the City Manager.
A letter was presented from Mr. W.T.S. Montgomery relative to
the undertow at the beaches and explaining the cause and action
of undertows with suggestions as to marking location of them for
benefit and protection of bathers . The letter was referred to
Mr. Printon for study and recommendation.
A letter dated October 12th, 1962 was presented from the City
of Jacksonville , Department of Electric & Water Utilities ad-
vising that our new street lights would be installed in about
30 days.
A letter received from the Beaches Aquatic Club requesting that
the name of the street coming into the new pool from Atlantic
Blvd. be changed. Since this is not a dedicated street, they
were referred to the Interstate (Hercules) Co. to consider
when they plat that area.
A letter from the Advisory Planning Board relative to suggested
locations of future elementary schools was presented and dis-
cussed. It was advised that the County is already in process
of condemning land out Mayport Road close to the base for . a
school site. It was suggested by Mr. Lawrence and the consen-
sus of opinion that the matter be referred to Mr. Printon to
get information on plans from the School Board as to additional
schools in this area.
A request for a reflector sign for Louie ' s Bar was referred
back to the City Manager to get drawings and more information
on the sign.
A request from the Hercules Co. for a permit to build for the
A & P Stores and also a filling station which are to be a part
of the Shopping Center Complex on Atlantic Blvd. was passed
for consideration at a later date, Mr. "Bill" Walton is to
meet with the Commission following this meeting to go over
this request and their plans.
The Navy League has requested permission to erect a shed on
Atlantic Blvd. just west of Mayport Rd. so that busses and cars
can pull off Atlantic Blvd. for taking on and discharging passen-
gers. Following discussion Mr. Johansen moved that permit be
given for the shed subject to Mr. Printon's approval of the
plans when presented, seconded by Mr. Moore and carried.
Mr . Claiborne presented an Ordinance in writing amending Ordi-
nance # 25-59-1 as regards glass veneer requirements. The sub-
ject was discussed following which Mr. Johansen moved that the

Ordinance be passed on first reading by Title only, seconded by
Mr. Claiborne and carried. November 12th, 1962 was set as date
for Public Hearing on this Ordinance.
Mr. Claiborne presented an Ordinance in writing amending Ordinance
#67-58-1 as regards paving of drainage ditches. Following dis-
cussion Mr. Johansen moved that said Ordinance be passed on first
reading by Title only, seconded by Mr. Claiborne and carried.
November 12th, 1962 was set as date for Public Hearing on this
Ordinance,
There were no reports from Committees at this time.
There were no requests or reports from Commissioners at this
time.
There being no further business Mayor Isaacs declared the meet-
ing adjourned.

RESOLUTION NO. 62-24
A RESOLUTION DESIGNATING A SANITARY
SEWER DISTRICT IN THE CITY OF ATLANTIC
BEACH, FLORIDA, TO BE DESIGNATED ATLANTIC
BLVD. EXTENSION OF THE ATLANTIC GARDENS
MAYPORT ROAD SANITARY SEWER DISTRICT, AND
PROVIDING FOR THE CONSTRUCTION OF A
SANITARY SEWER IN SAID DISTRICT.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, FLORIDA, That
1. This Resolution is adopted pursuant to the provisions of
Chapter 57-1126, Special Acts of the Legislature of Florida
for the year 1957, and Chapter 184, Florida Statutes, and
other applicable provisions of law.
2. It is hereby deemed necessary and advisable that there
shall be created in the City of Atlantic Beach, Florida, a
sanitary sewer district to be designated as Atlantic Blvd.
Extension of the Atlantic Gardens - Mayport Road Sanitary
Sewer District, and to consist of those lots, lands and
properties abutting upon the sanitary sewers constructed or to
be constructed in said district, or because of their locality,
capable of being especially benefited by the sanitary sewers in
the said district, said sanitary sewers to be constructed within
the City of Atlantic Beach, Florida, and having the follow-
ing general boundaries, Atlantic Blvd. on the South, Atlantic
Gardens Apt. property and the South limits of Blk. 13,
Atlantic Beach Villa Addition on the North, the extension
of Sailfish Drive West on the East, and Mayport Road on the
West.

3. It is hereby determined to be necessary, as a public im-
provement, to construct over and upon the above described
lands sanitary sewer improvements, and it is hereby ordered
that the construction of said sanitary sewer improvements

over and upon the lands and routes above described be under-
taken and accomplished; said sanitary sewer construction to
consist of mains shown above, lateral mains, manholes, and
all appurtenances necessary to install a complete system of
sanitary sewers in the district above designated the material,
nature, character and size of sanitary sewers to be as follows:
8 vitrified clay pipe shall be used throughout, the nature
of the improvement to be a complete sanitary sewer installation
in said district to connect with the existing sewer lines, lift
stations and sewage disposal plant of the City of Atlantic
Beach.
4. That, it is hereby determined by the City Commission of the
City of Atlantic Beach that all lots and lands adjoining and
contiguous or bounding and abutting on said sanitary sewer
improvement, or although not adjoining and contiguous or bound-
ing and abutting on said sanitary sewer improvement, are
capable, because of their location, of being served by said
sanitary sewer improvement, are especially benefited by said
sanitary sewer improvement, to the extent and in the proportions
to be determined later and shall be assessed for said benefits
in the manner provided by Sub-Section 7 of Section 184.05
Florida Statutes.
5. That, the cost for the construction of said sanitary sewer
improvements not assessed to property especially benefited by
said sanitary sewers, shall be apportioned to and paid by the
City of Atlantic Beach from its Sewer Fund.
6. That, Walter J. Parks, Engineer, be and is hereby authorized
and directed to prepare in duplicate plans and specifications
for the improvements ordered hereby and an estimate of the cost
thereof and also to prepare in duplicate a tentative apportion-
ment of the estimated cost as between the City and each lot or
parcel of lands subject to special assessment under this Reso-
lution, such apportionment to be made in accordance with t?i'
provisions of Sub-Section 7 of Section 184.05, Florida
Statutes. Said Engineer shall file with the Clerk of this
City, one copy of such plans and specifications and one copy
of such estimate and such tentative apportionment, one copy of
the same to be retained by said Engineer in his files, all
thereof to remain open to public inspection.
7. That, upon the filing with said Clerk of such plans, speci-

City Clerk shall publish once in the Jacksonville Journal,a
newspaper of general circulation, a notice stating that at a
regular meeting of the City Commission and on a certain day
and hour not earlier than ten days from such publication, the
Commission will hear objections of all interested persons to
the confirmation of this resolution. Said notice shall state
in brief and general terms a description of the improvement
ordered hereby to be made with the location thereof and shall
also state that plans, specifications, estimate and tentative
apportionment of costs thereof are on file in the office of
said Clerk.
Adopted at a regular meeting of the City Commission of
the City of Atlantic Beach, Florida, held at the City Hall at
Atlantic Beach, Florida, on the 24th day of September, 1962.
