MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON May 14TH, 1962 AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Isaacs .
Minutes of the meeting of April 23rd, 1962 were approved as
written upon motion of Mr. Johansen, seconded by Mr. Moore and
carried.
Mr. Isaacs introduced Mr. John R. Printon, the new City Manager
to the visitors present, and Mr. Printon expressed his thanks
for the hospitality shown he and his family since their arrival.
Bids were next received for the new 12" well, the transmission
line from well to the water plant and extension of sewer line
at W. 8th St. and Mayport Rd. A copy of Proof of Publication
as certified covering the call for bids is attached to these
minutes and made a part thereof. Bids were received from the
following:
Art Reinertson Construction Co.
Stevens Southern Co.
Merrel Gray Co.
Southern Well Drillers, Inc.
Duval Drilling Co.
Mr. Moore moved that the bids be received for tabulation and re-
ferred to the Engineer and City Manager for study following this
meeting and to award bids without delay, seconded by Mr. Johansen
and unanimously carried. * (and Finance Committee)
Mr. Isaacs recognized visitors present and called for any business
from the floor not on the agenda. There was none.
A letter was read from the Florida State Board of Health relative
to the short course on water and sewerage on June 4-9, 1962 and
letter will be filed in case anyone can attend.
A letter was read from the First National Beach Bank thanking the
City for their flowers sent to their opening, and also for the

bUisiness relations they have enjoyed with the City, and their
hope that it will be continued.
Mr. Claiborne presented Resolution #62-10 commending Arthur J.
Craig for the fine job he has done for the community, and moved
adoption of said Resolution, seconded by Mr. Lawrence and carried.
Copy of Resolution #62-10 is attached to these minutes and made
a part thereof.
Mr. Johansen presented Resolution #62-11 restricting the sprink-
ling of lawns between the hours of 3C)0 P.M. and 8 P.M. daily,
and moved its adoption, seconded by Mr. Lawrence and carried.

Mr. Printon requested approval to advertise for bids on a new
police car. The matter was discussed following which Mr. Lawrence
moved that the City Manager get bids for a police car, seconded
by Mr. Johansen and carried.
Mr. Printon presented a request from Mr. Lee Jernigan of 860
Amberjack Lane for a two month refund credit on his 1st quarter
utilities bill. which should not have been sent to them, as they
advise that the water was ordered cut-off in December, 1961 when
the Navy ordered his ship out. Due to all the circumstances in
this particular instance, the City Manager recommended that they
be given credit for 2 months utilities, which they were not due to
pay and the refund applied to the 2nd quarter bill. Mr. Claiborne
moved that in this particular case we refund the 2 month ' s and
apply it to their 2nd quarter bill , seconded by Mr. Moore and
carried.
Mr. Printon presented plans from Louis Stuart for permit to build
a drive-in on Lot 16 and Pt. of 17, Section "H". This is to be a
restaurant. Following a discussion, Mr. Claiborne moved that the
City Manager be given approval to issue this permit, seconded by
Mr. Lawrence and carried.
Mr. Roland Blalock has presented plans and requested permission
to move in a large quanset hut and convert it into a barbecue
drive-in and restaurant to be called the "Red Barn" . Mr. Printon
has inspected the hut and it is the standard large size hut and
in good condition. The plans call for adding an outside barbecue
pit , painting and other improvements inside and out with en-
trances on Mayport Rd. & Atlantic Blvd. Fire Chief Howell ques-
tioned whether this type steel building met Fire Code require-
ments or not in this zone. The matter was further discussed fol-
lowing which Mr . Johansen moved that the permit be granted sub-
ject to building andfire codes andalso their giving us a 20 '
utilities easment, seconded by Mr. Moore and carried.

The City Manager requested permission to advertise for bids to
sand-blast and paint water tank and install safety device on
ladder. The matter was discussed and Mr. Claiborne suggested
that Mr. Moore, Mr. Parks and Mr. Printon get to-gether and
make recommendations as to what needs to be done to the tank.
It was the consensus of opinion that this be done.
A request was presented for Atlantic Beach to "pay $200.00
to-wards Civil Defense expenses at the Beaches. Mr. Lawrence
moved that we pay the $200 .00 to Civil Defense at the Beaches
subject to the attorney's ruling on the legality, seconded by
Mr. Claiborne and carried.Payment is to be made from Emergency Fund,
Mr. Isaacs presented an Ordinance in writing designating the City
Manager as Director of Public Safety and moved its adoption by
title only on first reading, seconded by Mr. Lawrence and unani-
mously carried. May 28th, 1962 at 8 P.M. was set for Pmblic
Hearing on said Ordinance.
Mr. Lawrence presented an Ordinance Amending Ordinance #205 cov-
ering establishing safety zone on the Beaches area for consider-
ation by title only on first reading. Mr. Isaacs moved that the
rules be waived and that the Ordinance be considered by title
only on first reading, seconded by Mr. Johansen and. carried.
Mr. Lawrence moved that Ordinance Amending Ordinance #205 by
establishing the Safety Zone on the Beaches Area from the South
line of the 15th St. ramp to the North line of Lot 5, Block
36 prolongated to low water mark, be passed on first reading by
title only, seconded by Mr. Claiborne and the call vote was

Whereupon the Mayor declared the motion carried and the Ordinance
passed on first reading. May 28th, 1962 at 8 P.M. was set as
date for Public Hearing on said Ordinance.
Mr. Johansen asked as to what has been accomplished on the sani-
tary condition on the property at NE corner of Francis Ave. and
Donner Rd. Mr. Printon advised that this property has connected
to the City's sewer system.
There being no further business the Mayor declared the meeting
adjourned.

RESOLUTION NO. 62-i1
WHEREAS the continued lack of rainfall has taxed the
water supply of the City of Atlantic Beach during cer-
tain hours.
AND WHEREAS it is in the best interest of Public Safety
that an adequate water supply be maintained.
AND WHEREAS it is anticipated the construction of a new
well in the next forty-five (45) days will eliminate the
problem.
NOW THEREFORE BE IT RESOLVED UNTIL FURTHER NOTICE BY THE
CITY COMMISSION OF ATLANTIC BEACH THAT LAWN SPRINKLING BE
RESTRICTED DAILY BETWEEN THE HOURS OF 3 :00 P.M and 8:00 P.M.
