10-01-63 v MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON TUESDAY, OCTOBER 1ST 19E3 AT 8 P.M.

Chas. R. Moore, Commissioners
Adele S. Grage, City Clerk
Absent: Preben Johansen
The meeting was called to order by the Mayor Commissioner,
Mr. Isaacs, and immediately went into session as a Canvassing
Board to receive the reports from the Election Officials cover-
ing the Freeholder 's Referendum Election on the Seuthern Bell
Tel. & Tel. Co. franchise and the 1963 Primary Election of
City Officials.
Copies of the Certificate of Result of the Freeholder 's Refer-
endum Election on the Southern Bell Tel. & Tel. Co. Ordinance
#40-63-3 were presented to the Board by the Mayor and City
Clerk. Resolution #63-19 was read by Mayor Isaacs following
which Mr. Lawrence moved the adoption of said Resolution,
seconded by Mr. Moore and carried. Whereupon the Mayor declar-
ed the Resolution adopted and the Ordinance #40-63-3 not ap-
proved as a majority of qualified freeholders did not partici-
pate. Copy of said Resolution #63-19 is attached to these
minutes and made a part thereof.
Copies of the Certificate of Results of the Primary Election
of October 1st, 19E3 were presented to the Board by the Mayor
and City Clerk. Mayor Isaacs read Resolution #E3-20 whereupon
Mr. Claiborne moved the adoption of said Resolution accepting
the report of the Election Officials, seconded by Mr. Moore
and carried. Whereupon the Mayor declared said Resolution
carried and the following officials duly elected as indicated:
Seat #1 - George R. Olsen, Mayor-Commissioner (2-years)
Seat #2 - Don L. Goodling, Commissioner (4 years)
Seat #3 - Walter J. Parks, Jr. ,Commissioner (4 years)
Copy of Resolution # 63-20 is attached to these minutes and
made a part thereof.
There being no further business he o declared the, meeting
adjourned.

WHERRASS,t an Ordinance entitled
'SAN ORDINANCE authorizing the Southern Bell
-Telephone and Telegraph Company to use the
public streets of the City of Atlantic
Beach, Florida, for the purpose of erecting
constructing, maintaining and operating
lines of telephone and telegraph thereon and
thereunder. "
was adopted by the City Commission on August 26, 1963, and
the same to be submitted to the electors of said City for
their approval or disapproval, at an election to be held on
the let day of October, 1963, and
WHEREAS, the said election has been duly held in accordance
with law on said date, and the votes cast thereat have, by
the inspectors and clerks appointed to conduct said election,
been read, delivered and canvassed, and the returns of said
election have been delivered to said Commission for the pur-
pose of canvassing said election returns and determining and
certifying the result thereof/
NOW THEREFORE, be it resolved, determined, found, declared
and hereby certified by the City Commission of the City of
Atlantic Beach, Florida, at a meeting of such Commission
duly and regularly held, at which said official returns of
said election have been duly and regularly canvassed according
to law as follows, that:
1. The total number of qualified electors (freeholders) Mos 1,_„
2. The number of ballots cast for approval was __b
3. The number of ballots cast against approval was
4. The number of unmarked ballots was
5. The total number of ballots cast was 5-30
6. The number of ballots voided was (absentee)
7. That a majority of the ballots cast in said election
were in favor of the approval of said Ordinance , but
a majority of the qualified Freeholders did not cast
ballots in said election; therefore, the Ordinance
is not approved and is not in force or effect.

NOW THEREFORE BE IT RESOLVED, That it is hereby unanimously
voted that said returns be accepted as reported.
AND BE IT FURTHER RESOLVED and it is hereby found and deter-
mined by the City Commission of Atlantic Beach, Florida, acting
in the capacity of a Canvassing Board, that a majority of the
qualified voters who participated in said Primary Election
cast their votes in favor of the above candidates as follows:
SEAT #1, MAYOR-COMMISSIONER: George Olsen
SEAT *2, COMMISSIONER: Donald L. Noodling . . . . . . . . . 5;5
SEAT #3, COMMISSIONER: Walter J. Parks, Jr 499
and it is further found and determined that the above named
candidates are duly elected to serve for the next two years
for Seat #1 and the next four years for Seats *2 and *3.
