(7-a-) (8) Commissioner-6/. Y (9) Adjourn. MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, SEPTEMBER 9, 1963 AT 8:00 P. M. Present: Henry G. Isaacs Preben Johansen J. B. Claiborne C. B. Lawrence, Jr. Chas. R. Moore, Commissioners and Frank Thompson, City Attorney John R. Printon, City Manager Adele S. Grage, City Clerk The meeting was called to order by the Mayor-Commissioner, Mr. Isaacs. Mr. Johansen moved that the minutes of the regular meeting of August 26, 1963, be approved as written, seconded by Mr. Claiborne and carried. The Mayor welcomed all visitors present and called for any business from the floor not on the agenda. There was none. A request for an addition to Stuart's Bar was presented. Mr. Printon recommended that more extensive repairs should be included in the permit before it is granted. There was considerable discussion regarding the conditions existing there such as lighting, fire hazards and so forth and the feasibility of checking present conditions before issuing the permit. Mr. Isaacs advised that there had been some repairs and improvements in the electrical work and he would suggest that the premises be inspected by the City Manager and the Chief of Police and if the improvements that have been made are satisfactory, then to issue the permit. Chief Fultz suggested that the Director of Public Works help with the inspection. After further discussion, Mr. Lawrence moved that the City Manager, with the other City officials suggested, look over the situation and if the improvements are satisfactory, that the permit be granted, seconded by Mr. Johansen and carried. A letter was read from the Florida State Road Department advising that they do not feel a traffic signal is needed at the present time at Aquatic Drive and Atlantic Boulevard. A letter was read from the State Road Department relative to our Resolution 63-15 regarding the condition of Mayport Road and they advised that routine maintenance would be maintained in line with their road program and every effort would be made to keep the road in safe condition within limitations. Minutes - 9/9/63 Page 2 A letter was received from the Duval County Sheriff's office regarding speed limits on Seminole Road to Wonderwood Road. They advised this was open highway with daytime speed limit of 65 miles per hour and nighttime limit of 55 miles per hour. Mr. Lawrence felt steps ought to be taken to stop that speed - that there is a great deal of residential property off this road and people coming on and off it. There was a discussion during which Mr. Claiborne advised he thinks the traffic committee should look into this and make recommenda- tions, and the Commission concurred with this suggestion. A request was received from the Fletcher High Athletic Director requesting that an ad be taken in the 1963 Football Program. The matter was discussed and it was the consensus of opinion that a $50.00 ad be taken and paid from the Commissioner 's Fund. A report from the Insurance Committee was read and discussed. Mr. Lawrence moved that we accept the recommendations of the Committee to again place our insurance with United States Fidelity and Guaranty, seconded by Mr. Moore and carried. The Ordinance covering Civil Service was read in full on second and final reading, following which the Mayor declared the Public Hearing in session. No one appeared either for or against said Ordinance and the Public Hearing was closed. Mr. Johansen moved that we table this Ordinance and have the Public Hearing at a later date after having given it further consideration, seconded by Mr. Claiborne and the vote was: Aye: Claiborne, Johansen, Moore, Isaacs Nay: Lawrence The Mayor declared the motion was carried and said Ordinance was tabled until a later date. Ordinance amending Ordinance 25-59-1 adopting the Southern Building Code, 1960-61 Revision was read in full on second and final reading. The Mayor then declared the meeting in session for Public Hearing. Mr. Harcourt Bull asked if the sections in the revised code check out with the present code. Mr. Printon advised he was not positive that they did check out. As no one else appeared, the Public Hearing was then declared closed. Mr. Moore moved that the Public Hearing be reset and action be postponed until the next commission meeting, seconded by Mr. Claiborne and carried. Minutes - 9/9/63 Page 3 The Ordinance amending Ordinance 55-58-1 Plumbing Code was presented for second and final reading. Mr. Claiborne moved that the final reading and public hearing on this Ordinance be postponed to the next meeting so that this Ordinance can be checked further, seconded by Mr. Johansen and carried. A request for refund on utility bill was presented for Charles Miller, 111 Saratoga Circle. This refund would amount to $4. 50 paid by Mr. Miller, who then did not move into the house. Mr. Claiborne moved that Mr. Miller be refunded the money, seconded by Mr. Moore and carried. Certificates of Convenience and Necessity were presented for: Beaches Yellow Cab Company, Inc. The Beaches Cab Service Poor Boys Cab, Inc. to be effective for one year effective September 1, 1963 . Mr. Lawrence moved we approve the Certificates of Convenience and Necessity to the above, subject to their filing Certificates of Insurance covering the current Certificates, seconded by Mr. Johansen and carried. Mr. Moore raised the question of the City honoring homestead exemptions when they are fraudulent. Mr. Thompson advised that we do not have to honor it, but that we should check with the County, giving them the facts, but so far as the City is concerned, we could disallow such a claim if found to be fraudulent. The City Clerk announced that the net taxable roll for 1963 is $11, 563, 740.00 and that the millage will be 6. 1335. Mrs. Grage requested instructions as to the appointment of election officials for the October 1st and October 15th elections and was advised that she should make the arrangements, using the same ones as before where possible.
