MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY EVENING, AUGUST 12, 1963, AT 8:00 P.M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Isaacs, who welcomed visitors present.
Mr. Moore moved that the minutes of the regular meeting of July
22, 1963, be approved as written, seconded by Mr. Lawrence and
carried.
Mr. Moore moved that the minutes of the special meeting of July 29,
1963 , be approved as written, seconded by Mr. Lawrence and carried.
The Mayor next called for any business from the floor, not on the
agenda.
Mr. Jack Eslick of the Southern Bell Telephone and Telegraph
Company appeared regarding the telephone franchise. Mr. Printon
presented an Ordinance in full in writing and Mr. Lawrence moved
that the rules be waived and the telephone franchise Ordinance
be considered on first reading by title only, seconded by Mr.
Claiborne and carried. Mr. Claiborne then moved that said Ordi-
nance be adopted on first reading by title only, seconded by
Mr. Moore and carried. Public Hearing on said Ordinance was set
for 8:00 P. M. on August 26, 1963 .
The Mayor then called for any further business from the floor,
but there was none.
A letter from the Florida League of Municipalities relative to
their 37th annual convention in Tampa was read. They requested that
the City purchase an ad in the October convention issue; however,
it was the consensus of opinion that we not purchase the ad, and
it was agreed that it would be better for Mr. Printon to attend
this convention if he felt it was advantageous to do so.
A letter from Mr. Robert Fowler regarding the drainage ditch at
95 Levy Road was next read. He requested that some physical

action be taken to overcome the serious problem which exists. Mr.
Printon advised he had talked to Mr. Fowler and advised him that
the building is below grade. There are plans to shoot grades and
come up with a solution for the entire area. This will have to
be plotted out and we will have to see where we can run the water.
To partially alleviate the problem, a drainage ditch can be cut
through the property to the Mosquito Control ditch; however, it
is private property and the City would have to obtain easements,
etc. He could go in and cut the ditch himself, but we cannot go
in without an easement. We will give every emergency help until
a solution is found for this problem. Mr. Isaacs asked Mr. Printon
to advise Mr. Fowler of the foregoing. Mr. Printon advised he has
already advised Mr. Fowler, but he will confirm it.
A request for sign permit was presented for Mr. William Gufford to
erect a State Farm Insurance sign in front of the Pleasant Gay
building on Atlantic Boulevard. It will be located off the State
Road Department right-of-way and will be adjacent to an existing
sign. It will be a very small type sign. Mr. Printon does not
see any problem with it. Mr. Claiborne moved that the permit be
granted, seconded by Mr. Lawrence and carried.
Southgate Industries presented a request for another addition to
their present building. They have just put an addition on and this
will be a warehouse on the side of the building. It meets the
building code. Mr. Lawrence moved that the permit be granted,
seconded by Mr. Moore and carried.
A request for building permit was presented from the Top Dog
D•-�velopment Corp. Mr. Printon advised it meets the codes but
recommended that they do need to erect a fence to keep paper from
blowing from the trays onto adjacent property. Mr. Moore moved
that the permit be granted, subject to their erecting such a
fence, seconded by Mr. Lawrence and carried.
Resolution #63-15 requesting the Director of Public Safety of
the State of Florida to provide safe access highway through the
City to the Mayport Naval Base was presented for consideration.
Mr. Moore moved its adoption, seconded by Mr. Claiborne and
carried. Copy of Resolution #63-15 is attached to these minutes
and made a part thereof.
Mr. Claiborne called attention to the way the parks and City
streets have looked when they are regularly mowed. Mr. Printon
advised the water and sewer plants have been completely repainted
and invited the inspection of the Commission.

Resolution 63-16 on the death of Mayor Earl Lighty of Neptune
Beach was presented. Mr. Lawrence moved that said Resolution
63-16 be adopted, seconded by Mr. Moore and carried. Copy
of said Resolution 63-16 is attached to these minutes and
made a part thereof.
Mr. Printon presented a report from the Fire and Police Depart-
ment for the months of June and July, 1963 . The report was
read and filed.
Mr. Claiborne commented regarding the sign at Seminole Road
welcoming people to Atlantic Beach and thinks it is quite
effective.
There being no further business, the Mayor declared the
meeting adjourned.

RESOLUTION # 63-15
WHEREAS, the Department of Public Safety of the City of Atlantic
Beach has expressed concern over the increased number of accidents
on Mayport Road (S.R. 10) within the Corporate limits, and
WHEREAS, accident records show that during the first four months
of the current Calendar year four (4) motor vehicle accidents
occurred on Mayport Road (S.R. 10) between Atlantic Boulevard
and the north City limits, and
WHEREAS, accident records show that twenty-three (23) motor
vehicle accidents involving forty-three (43) vehicles and one
pedestrian, eight (8) injuries, two deaths, and an estimated
$10, 200.00 property damage have occurred in the past ninety (90)
days, and
WHEREAS, the surface of this roadway as well as the shoulders
have seriously deteriorated from frost damage of last winter
as well as heavy truck hauling during the recent beach restora-
tion program
NOW THEREFORE BE IT RESOLVED THAT THE CITY COMMISSION OF THE
CITY OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, does respectfully
request that the Director of Public Safety of the State of
Florida and the Board Chairman of the State Road Department take
the necessary steps to provide a safe access highway through the
City of Atlantic Beach to the Mayport Naval Base.
