MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON MONDAY, MAY 27 , 1963, AT 8:00 P. M.

The meeting was called to order by the Mayor-Commissioner, Mr.
Isaacs, who welcomed all visitors present and thanked them for
their interest.
Minutes of the regular meeting of May 13, 1963, were approved
as written upon motion of Mr. Moore, seconded by Mr. Johansen
and carried.
Mr. Isaacs recognized visitors present and called for any busi-
ness from the floor not on the agenda.
Mrs. Ralph W. Kinman, 316 Main Street, brought the problem of
dogs to the attention of the Commission, advising that there
was a pack of unlicensed dogs in her neighborhood and they had
killed approximately 45 of her young turkeys last week. The
matter was discussed at length, during which Chief Fultz advised
that the owner of the vicious dog referred to had been served
with summons in the matter. Mrs. H. A. Bradley of Atlantic
Beach Villa also spoke in connection with the dog situation.
It was advised that we are at present preparing a notice per-
taining to dogs to be distributed by Chief Fultz 's department
to all residents of the City and that we also are planning an
extensive campaign of picking up unlicensed dogs beginning
June 1st. This letter will also give information on our new
Fire call telephone number.
Mr. Glover Weiss spoke at length regarding the efforts a r--oup
of citizens had made towards getting interest from Washington
in helping Atlantic Beach in our seawall emergency crisis.
Major Walter H. Murphy, Civil Defense, was present and also
spoke, advising that Atlantic Beach is in a dilemma due to the
fact that the law which allows Federal aid can only be applied
after a disaster has happened - that we, of course, do not
go along with this, as we feel that preventative measures
should be included in this aid. Some of the others who spoke
on this matter included Admiral John. T . Har,ard, Mr. Say Willis,

and Mrs. Lavinia Gaines. The matter was discussed at length
and it was the consensus of opinion that protective measures
should be taken immediately. Action on this matter will be
considered further down on the agenda.
A request for sign permit made by the Humble Oil Company
was presented by Mr. Printon. He advised that the specifi-
cations for the sign meet the requirements of the Code and
recommended that the permit be granted. Mr. Claiborne moved
that the permit for said sign be granted, seconded by Mr.
Moore and carried.
A report from the Planning Board relative to a request for
sign at 160 Mayport Road was presented. The Planning Board
recommended that the request be denied due to so many signs
at this one location and that they felt it would be a traffic
hazard. There was a discussion in which it was questioned
whether we should deny this sign when we have permitted others
at this location. The question was raised as to the sign
being located somewhere else on the Mayport Road. Action was
postponed on this request until Mr. Printon can see if he
can work out some solution with the owner.
Another recommendation from the Planning Board regarding a
certain tract of land located on the south side of Lewis
Street was to rezone this tract to light industrial. This
tract adjoins that tract for which a Public Hearing is being
held for rezoning to industrial on June 10, 1963. No action
was taken.
A report from the Department of Public Safety for the month
of April was received, read and filed.
An invoice covering our pro-rata share on insurance for the
Auxiliary Police in the amount of $33. 33 was presented for
approval and payment. It was advised that we have shared in
this insurance for several years as these Auxiliary Police
assist the three Beaches when needed. Mr. Moore moved that
we pay this share of the insurance premium in the amount of
$33. 33 , seconded by Mr. Johansen and carried.
Correspondence was next presented. A letter from the Governor 'S
office advising of a conference on cold war education was
read.

A letter from Arthur J. Birchall protesting charges on water,
sewer and garbage for his duplex was presented. It was ad-
vised that the charges were made as provided by Ordinance.
It was discussed and suggested that Mr. Birchall be advised
that the rates are charged in line with Ordinances.
A request was received from the American Legion Post 129 for
the City to take an advertisement in their 1963 baseball pro-
gram. This was discussed at length as to whether this ad
should be taken or not, as this is not a local project; but
it was brought out in the discussion that it benefits the
boys from Atlantic Beach as well as the other beaches. Mr.
Claiborne moved that we turn down the request, seconded by
Mr. Moore and the vote was:
Aye: Claiborne, Moore
Nay: Johansen, Lawrence, Isaacs
whereupon the Mayor declared that the motion was not carried.
Mr. Lawrence then moved that we place a $20.00 ad in the
American Legion program and that it be paid from the Commission-
er 's Fund, seconded by Mr. Johansen, Following further dis-
cussion, the Mayor called for a vote, which was as follows:
Aye: Lawrence, Johansen, Isaacs
Nay: Moore, Claiborne
whereupon the Mayor declared the motion carried. It was sug-
gested that the ad merely read "Compliments of the City of
Atlantic Beach".
Mr. Lawrence tendered his resignation as Chairman of the
Seawall Committee. The Mayor asked the Commission if they
wished to accept this resignation and Mr. Johansen advised
that if that was Mr. Lawrence 's wish, he felt we would have
to accept the resignation with regrets and he, therefore,
moved that Mr. Lawrence 's resignation as Chairman of the
Seawall Committee be accepted with regrets, seconded by Mr.
Claiborne and carried. Mr. Johansen then moved that Mayor
Isaacs be appointed as Chairman of the Seawall Committee,
seconded by Mr. Claiborne and carried. As Chairman of this
Committee, Mr. Isaacs added Mr. Glover Weiss, Admiral John
T. Hayward and Mr. W. G. Lockwood to the present committee,
which consists of Messers J. A. Reid, Harcourt Bull, Robert
Price and John R. Printon. Mr. Weiss thanked the Commission
for their action and left the suggested plans and papers with

the Mayor. Mr. Isaacs directed the City Clerk to notify his
committee of a meeting to be held at 7:30 P. M. , Tuesday,
May 28, 1963, in the City Hall. He also asked Major Walter
H. Murphy if he would be present at this meeting. Mr. Claiborne
advised that he felt it was important that we look into just
where we stand on the contract with Smith and Gillespie. All
of the Commissioners were in agreement that the Commission
will stand in readiness to meet with the Committee at any
time to consider recommendations on this seawall emergency
situation.
Mr. Printon requested that a member of the Commission be
appointed to serve with Chief Fultz and himself on a Traffic
Safety Committee. There are school zone areas, blind corners
and other traffic situations which need to be studied. Mr.
Moore consented to serve on this committee with Chief Fultz
and Mr. Printon.
There being no further business, the Mayor declared the
meeting adjourned.
