MINUTES OF THE MEETING OF THE ATLANTIC BEACH CITY COMMISSION
HELD AT THE CITY HALL ON FEBRUARY 25, 1963, AT 8;00 P. M.
Present:

The meeting was called to order by the Mayor-Commissioner,
Pro-Tem, Preben Johansen.
The minutes of the special meeting of February 9, 1963, were
approved as written upon motion of Mr. Claiborne, seconded
by Mr. Moore and carried.
The minutes of the regular meeting of February 11, 1963,
were approved as written upon motion of Mr. Claiborne,
seconded by Mr. Moore and carried.
Mr. Johansen welcomed visitors present and called for any
business from the floor not on the agenda. There was none.
A request for approval of building permit No. 7525 by
Texaco, Inc. , for a service station was presented by Mr.
Printon. He advised that this service station is to be
built in the area on Atlantic Boulevard opposite Penman
Road which was recently rezoned. Mr. Lawrence asked if
plans and specifications met the City code and was advised
by the City Manager that they did, whereupon Mr. Lawrence
moved that the permit be granted, seconded by Mr. Claiborne
and, having been duly considered, the motion was carried.
A request for a permit for a sign to be placed on the
building at 323 Atlantic Boulevard for Ora's Beauty Shop
was presented. Mr. Printon advised that it met the height
restrictions and does not project over the curb line, and
that the sign meets all of our code requirements. The
matter of the sign being placed there was discussed, during
which Mr. Harcourt Bull, who owns the building, advised

that he knew nothing about the request for the sign. Since
the sign meets the City requirements, it was the opinion
of the Commission that the permit, from the City's stand-
point, should be granted; therefore, Mr. Claiborne moved
that permit for the sign be granted, seconded by Mr.
Lawrence, and the vote was:
Aye - Claiborne, Lawrence, Johansen
Pass- Moore
Absent - Isaacs
Whereupon, Mr. Johansen declared the motion carried.
A request for a building permit for their business was made
by Hendryx-Culligan Soft Water Company. The location for
said building is on the property line adjacent and north of
the American Oil Company on the undedicated extension of
Sailfish Drive, East. There was a question as to whether
this business came under the classification permitted in
Business AA zoning. The matter was discussed at length
with Mr. Hendryx and son, who were present. Mr. Johansen
feels it is a matter of interpreting the zoning ordinance.
Mr. Lawrence feels the same, but was concerned over the
Shopping Center being sold a piece of land at a time. He
was willing to zone this small strip on the east side of
undedicated Sailfish Drive, East for single businesses, but
not the larger area west of undedicated Sailfish Drive, East.
The matter was discussed further and it was suggested by Mr.
Claiborne that Mr. Printon get together with the City
Attorney and get a decision or ruling on the usage. Mr.
Johansen, therefore, referred the matter to Mr. Printon, who
will get with the City Attorney and have a recommendation
ready by the next meeting.
Communications from Congressman Chas. Bennett, Senators
Holland and Smathers, and Governor Bryant relative to
Resolution 63-5 and beach erosion were read and filed.
A letter was read from the State Road Department regarding
the placing of a signal light at Aquatic Drive and Atlantic
Boulevard. This letter was filed for reference.

Mr. Johansen called on the Commissioners for any comments
and Mr. Claiborne advised that he would like to comment for
the record on the misleading report that was in Sunday's
paper by Mr. Greene, which report indicated that the City
Commissioners of Atlantic Beach had requested the State
Legislative representatives to make provisions for a pay
raise. They failed to report that the majority of the
Commissioners present at that meeting were not in favor of
asking for a pay raise and advised that if any change be
made in the pay, that it be eliminated altogether. Mr. Moore
agreed with Mr. Claiborne. Mr. Claiborne asked the Times-
Union representative, who was present, to take note of his
statement and also that it be put in the records of the
Commission meeting.
Mr. Lawrence advised that as regards the sign situation that
he is planning to make recommendations at the next meeting
for an ordinance covering signs, billboards, etc. , and also
feels that our zoning ordinance needs to be revamped and
made more realistic and modern. He did not know whether
this rezoning should be handled by the Planning Board or
just what committee, but definitely feels that something
should be done.
Mr. Printon requested authorization to have Mr. Walter J.
Parks, our consulting engineer, finalize our plans for
pump and necessary housing at the waterworks and pumps and
housing at one of the lift stations, and if authorized,
there would be time for the contractors to make bids by
March 25th. Mr. Lawrence moved that the City Manager be
authorized to go along with plans for additional pump
needed at the water plant, seconded by Mr. Claiborne. Mr.
Alan Potter, who was present, referred the Commission to
a letter he had written a year ago, in which he recommended
overhead storage tanks. Mr. Printon advised that overhead
storage tanks were ideal, but it would go into more money
than anticipated at this time. There was quite a discussion
of this problem and Mr. Harcourt Bull also spoke on the
subject, being in favor of the overhead storage facility in
preverence to additional pump. Mr. Lawrence advised that
what we were thinking about is not ideal, but that we are

not in a position at the present time to put in either the
necessary underground or overhead storage, but we can get
the additional pump and that he believes that is the best
thing to do at this time. Mr. Claiborne advised that we
were back where we started a year ago and it was suggested
that we appoint a committee to go over the matter with Mr .
Parks, whereupon Mt. Claiborne withdrew his second of the
motion and Mr. Johansen then appointed Mr. Claiborne and
Mr. Moore, with Mr. Printon, to meet with Mr. Parks and
bring any further report and recommendation.
As to the request for pumps and housing at the lift station,
Mr. Moore moved that Mr. Printon be authorized to have the
engineer proceed with the plans for necessary pumps and
housing and to advertise for bids on same, seconded by Mr.
Claiborne, and having duly discussed the motion, it was
carried.
There being no further business, Mr. Johansen declared the
meeting adjourned.
