MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON JANUARY 22, 1963, AT
7 : 30 P. M.

The special meeting was called to order by the Mayor-Com-
missioner, Mr . Isaacs.
Mr. Isaacs presented a request for a donation of $250.00
to be made to Civil Defense for an instruction class in the
use of radiological equipment. All three of the Beaches
are being asked for a like sum. It was discussed and decid-
ed to defer action until the regular meeting, provided the
delay in taking action will not hold back the progress of
the Civil Defense Program. Mr . Isaacs advised it would not.
Mr . Isaacs read Resolution 63-2 covering requesting legis-
lation by the United States Government for a long-range
planning program to combat erosion and prevent further damage
to the lands and property on the ocean beaches. In discussing
the resolution, it was brought out that such legislation
has already been passed for study of the Duval County Beaches,
with special attention to the conditions at Neptune Beach
and we would like for this to be enlarged to include Atlan-
tic Beach specifically. The matter was discussed and it was
decided to enlarge the Resolution to include this suggestion
whereupon Mr. Lawrence moved that Resolution 63-2 be adopted
with suggested changes, seconded by Mr. Claiborne and carried.
Copy of Resolution 63-2 is attached to these minutes and
made a part thereof.
A copy of a letter was presented from the Jacksonville Beach
Chamger of Commerce to the Expressway Authority relative to
the plans for the Expressway and endorsing the project. After
discussion, it was decided to postpone any action until the
regular meeting on Monday night, January 28th.

Mr. Isaacs then asked if there was anyone present who had
a legislative bill they wished to present to the Legislative
Committee when they are here on February 4th.
Mr . William S. Howell brought up the matter of truck ser-
vice to the Beach and putting Atlantic Beach and the necessary
roads under the control of the Railway and Utility Commission.
Mr. R. W. Fowler also spoke on this subject, as getting ade-
quate trucking is becoming a major project with his manufact-
uring firm on Levy Road. He advised that he had appeared
before the Railroad Commission and written letters, but to
date had received no relief. The possibility of such legis-
lation will be studied.
Jimmie Landon of North Atlantic Beach wanted to know if
anything was coming up on annexation and was advised nothing
that we know of at this time.
Mr. Harcourt Bull brought up the possibility of having some
kind of fund for seawall and beach erosion problems - perhaps
a beach erosion control district. He feels that a bill
should be drawn up to create some kind of district and it is
understood that Neptune Beach has already taken action in
setting up a study. The seawall committee is working on
the presentation of such a bill and would like to be put on
the agenda for the meeting with the legislative dlegation
on February 4.
There being no further business, Mr. Isaacs declared the
meeting adjourned.

RESOLUTION #63-2
WHEREAS, the City of Atlantic Beach, a municipal corpora-
tion of the State of Florida, is located on and along
the Eastern Coast of the United States and adjacent to
the Atlantic Ocean, and
WHEREAS, the Seawall along the Eastern boundary of the
City suffered a severe buffeting and scouring of sand in
the recent storm, and
WHEREAS, experts in the field of beach erosion have
determined that such damage was the result of the rising
level of the sea and the shore erosion problem which con-
tinues to exist, and
WHEREAS, the President of the United States has declared
the adjoining Cities of Neptune and Jacksonville Beach,
Florida, a disaster area, and
WHEREAS, said experts believe that long-range planning is
necessary to prevent further erosion damage, and
WHEREAS, the City Commission of the City of Atlantic Beach,
Florida, deems it to be in the best interest of the United
States, the State of Florida, and adjacent municipalities
to follow the advice of beach erosion experts with respect
to such long-range planning and the implementation thereof:
WHEREAS, the Committee on Public Works of the United States
Senate did adopt on January 7 , 1963 , a resolution request-
ing the Chief of Engineers to make a survey of the shores
in Duval and St. Johns Counties, Florida, with particular
reference to Neptune Beach, Florida, and such adjacent
shores as may be necessary, in the interest of beach
erosion control, hurricane protection, and related purposes;
copy of said resolution being attached to and made a part
hereof.
NOW THEREFORE BE IT RESOLVED, that the Senate and House of
Representatives of the United States Congress be, and they
are hereby, requested to adopt resolutions, and such addi-
tional legislation as may be necessary to conduct proper
studies and authorize long-range planning to combat erosion,
and to prevent further damage to the lands and property
adjacent to the ocean beaches along the Atlantic Ocean, and
Resolution #63-2
BE IT FURTHER RESOLVED, that the Committee on Public Works
of the United States Senate be requested to enlarge its
resolution adopted January 7 , 1963, so as to also include
particular reference to Atlantic Beach, Florida.
BE IT FURTHER RESOLVED, that a copy of this Resolution be
forwarded to each Senator and Member of the House of
Representatives from the Second Congressional District,
State of Florida.

RESOLVED by the Committee on Public Works of the
United States Senate, That in accordance with
Section 110 of the River and Harbor Act, approved
October 23, 1962, the Secretary of the Army, be and
is hereby, requested to cause to be made, under the
direction of the Chief of Engineers, a survey
of the shores in Duval and St. Johns Counties, Florida,
with particular reference to Neptune Beach, Florida, and
such adjacent shores as may be necessary, in the
interest of beach erosion control, hurricane
protection, and related purposes.
