MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON SATURDAY, SEPTEMBER 12TH,
1964 AT 10 A.M.

This Special Emergency Meeting was called in line with Rules
governing calling of Special Meetings.
The meeting was called to order by the Mayor-Commissioner, Mr.
Olsen.
The Invocation was given by Commissioner Weldon.
A telegram received from Senator Spessard Holland relative to
our emergency and this area being declared a "disaster area" was
read. Copy of telegram is attached to these minutes and made a
part thereof.
There was a lengthy discussion as to the damages caused by
Hurricane "Dora" and the expenditures and work that have been
done, anc future needs as a result thereof. It was advised that
we will make the necessary and allowable purchases and send the
bills to the Government for re-imbursement. The same will apply
to extra help (emergency) overtime of regular help, rental of
bulldozers, tractors, etc. Mr. Parks presented Resolution #64-22
authorizing the City Manager to contract for the use of two trucks
with driver and two helpers , and for bulldozer, front loader, and
crane, if needed, with operator in each instance, all to be con-
tracted on an hourly basis, and moved adoption, seconded by Mr.Wel-
d.-n and unanimously carried. Copy of Resolution #64-22 is attached
to these minutes and made a part thereof. 'The call vote on the
motion was:
Aye: Goodling, Moore, Parks,Weldon, Olsen
Nay: None
Mr. Moore next presented Resolution #64-23 authorizing the City
Manager to purchase the necessary hand tools, power saws, drill
press, rain gear, walkie-talkies, generator, portable light unit,
cement and steel, sandbags and other necessary incidentals for
an approximate expenditure of $14, 000;00, and moved adoption, sec-
onded by Mr. Weldon and the call vote was :
Aye: Moore, Parks, Weldon, Goodling, Olsen

Whereupon the Mayor declared the motion carried and said Resolu-
tion adopted. Copy of Resolution #64-23 is attached to these
minutes and made a part thereof.
Mr. Weldon presented Resolution #64-24 authorizing the transfer
of $11,000.00 from Account #3203- Water Reservoir to Account #
1050 Emergency Fund in the 1964 Budget to be used on expenditures
covered in Resolutions #64-22 and 64-23, and moved its adoption,
seconded by Mr. Moore and the call vote was:
Aye: Parks, Weldon, Goodling, Moore, Olsen.
Nay: None
Whereupon the Mayor declared the motion carried and the Resolu-
tion adopted. Copy of Resolution #64-24 is attached to these
minutes and made a part thereof.
There was a general discussion of the condition of the ocean
front and emergency and future work to be done following which
Mr. Goodling moved adjournment, seconded by Mr. Parks and carried.
Whereupon Mr. Olsen declared the mee • adjourned.

RESOLUTION NO. 64-22
WHEREAS, streets and other public places of the City
of Atlantic Beach have been greatly damaged by the
Hurricane Dora, and the City littered with debris,
fallen trees and limbs thereof, and in order to make
the emergency repairs and to remove the debris, it
is necessary that the City obtain the use of two
trucks with driver and two helpers, a bulldozer, front
loader and crane, with operator for each item of equip-
ment;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF ATLANTIC BEACH, that the City Manager
be and he is hereby authorized and directed to con-
tract for the use of two trucks, together with a
driver for each and two helpers, on an hourly basis,
and also for the use of a bulldozer, front-loader
and crane (if such crane be deemed by him necessary) ,
with operator to be supplied for each item of equip-
ment, such use to be on an hourly basis; provided however,
that the total contract pursuant to this resolution
shall not obligate the City to pay in excess of $6000.00,
which sum is hereby estimated by the City Commission as
necessary for the purposes aforesaid.

RESOLUTION NO. 64-23
WHEREAS, the seawall, streets and other public places
of the City of Atlantic Beach have been greatly damaged
by the Hurricane "Dora%% and the City littered with
debris and fallen trees and the limbs thereof, and in
order for the City to make emergency repairs, to remove
debris and to prevent further damage to City property,
the machinery, tools implements and materials herein-
after described will be required, the cost of which the
City Commission estimates will be $14, 000.00;
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF ATLANTIC BEACH that, the City Mariager be
and he is hereby authorized and directed to purchase
for the City of Atlantic Beach the following:
Two power saws; necessary hand tools, brooms
and shovels; one heavy duty skill saw; one drill
press; rain gear; four walkie-talkies; necessary
cement and reinforcement steel; emergency lights
(portable) and power unit; 15, 000 sand bags, and
sand-bagging machines;
PROVIDED HOWEVER, that the total purchase price for said
articles shall not exceed the sum of $14, 000.00.

RESOLUTION NO. 64-24
WHEREAS, emergency expenditures are necessary due
to the hurricane which struck the Beach area on
September 10th, 1964,
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA,
THAT,
Eleven thousand (11, 000. 00) dollars from Water Reservoir
Acct. No. 3203 be and the same is hereby transferred to
Emergency Fund Acct. No. 1050 in the 1964 budget, for
materials, labor, and rental of equipment.
