MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY
COMMISSION HELD AT THE CITY HALL ON MONDAY, AUGUST 24TH, 1964
AT 8 P.M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Olsen.
The Invocation was given by Commissioner Weldon.
Mayor Olsen recognized Mrs. Virginia Williams of Florida Times
Union Research Department as she has to attend another meeting
this evening. She talked to the Commission relative to an ad
in the "Crowning a Century in Florida" edition as the deadline
date has been set for November 1st, 1964, and it is necessary
that she get her spaces lined up as soon as possible. The
Commission expressed their interest, but would still like to
have a full Commission present for making final decision. It
was agreed that they would try and get a Special Meeting by the
end of this week.
As there were no corrections in the minutes of August 10th, 1964
Mayor Olsen declared them approved as written.
Mr. Olsen recognized visitors present and called for any busi-
ness from the floor not on the agenda. Mr. John Blow presented
the easment for the 25 ' utility access from E. Sailfish Dr.
westerly along the northerly border of the shopping center.
Mr. Thompson advised that the easment is correct as to form and
Mr. Printon stated that the description is correct. The easment
has already been accepted subject to these two points, and was
therefore turned over to the City Attorney for recording.
Mr. Blow advised that they are now ready for the building permit
on the Pic and Save store building.
Mrs. Kinman inquired as to the status of her problem with the
Jim Walter Co. Mr. Printon advised that he has written them and
we should hear from them in a few days.

An Ordinance was presented in writing in full covering the re-
zoning of the Northeast corner of Royal Palms Dr. and Atlantic
Blvd. from Business "AA" to Business "B". Mr. Moore moved that
the rules be waived and that said Ordinance be passed on first
reading by Title only, seconded by Mr. Weldon and carried. The
Mayor set September 14th, 1964 at 8 P.M. as date for Public Hear-
ing on said Ordinance and directed the City Clerk to advertise
same.
Resolution #64-21 was presented covering Lot Cleaning and was
read following which Mr. Weldon moved the adoption of said Reso-
lution, seconded by Mr. Moore and carried. Copy of Resolution
#64-21 is attached to these minutes and made a part thereof.
The City Clerk was directed to notify the owners by certified
mail and to publish a notice in a newspaper of general circula-
tion. It was suggested that the Lot Cleaning assessment could
be put on the tax statement.
Resolution #64-20 was presented and read covering transfer of
funds to cover payment for copy of County Roll for 1964. Mr.
Moore moved adoption of said Resolution #64-20, seconded by Mr.
Weldon and carried. Copy of Resolution #64-20 is attached to
these minutes and made a part thereof.
Mr. Printon presented an application for permit to build a church
for Atlantic Beach Congregation of Jehovah' s Witnesses, and re-
commended that the permit be granted. Mr. Moore moved that the
permit be granted subject to the City Manager' s approval, second-
ed by Mr. Weldon and carried.
The report of the Department of Public Safety for the month of
July, 1964 was received for filing and information.
A letter was presented and read from the Insurance Committee
recommending the continuation of the City's Insurance Schedule
with the present carrier, The United States Fidelity and Guaranty
Co. There was a discussion following which Mr. Weldon moved
that we accept the recommendation of the Insurance Committee and
express to them our appreciation of their services rendered, and
to request the Committee to furnish the Commission with the rates
applicable to our policies, seconded by Mr. Moore and carried.
Mr. Printon advised that he does not have all the costs ready
for estimates on the street paving, but hopes to have this infor=
mation ready for the next meeting. He will get 2 or 3 bids.
Certificates of Convenience and Necessity were presented for :

Beaches Cab Service
Poor Boy' s Cab Co.

to be effective for one year beginning September 1st, 1964.
Mr. Moore moved that the certificates be approved subject to the
filing of current certificates of insurance coverage by the cab
companies, seconded by Mr. Weldon and carried.
Upon motion of Mr. Moore, seconded by Mr. Weldon and carried
approval was given to taking ad in Fletcher 1964 Football program
in amount of $50.00 and in the Fletcher Annual in the amount of
$35 .00 to be paid from Account #209.
Mr. Weldon inquired as to minimum lot sizes and there was an open
discussion in which it was brought out that there are still some
platted 50 X 100 foot lots in the City, but the present minimum
size for new platted or re-platted lots is 75 ' wide and no less
than 7500 sq. ft. in area.
Mr. Clint Walker requested information as to the status of his
license. There was a discussion as to just what his license
will cover and as to the category it will come under. We are
waiting for a report from the electrical inspector as to the
repairs being made. Any action will be deferred until all
Commissioners are present.
Mr. Olsen suggested that study be given to using the County Reg-
istration for voters as does Jacksonville and Jacksonville
Beach. It was brought out that our registration is set up by
charter and it would necessitate a Legislative Act to amend the
charter.
There being no further business Mayor Olsen declared the meet-
ing adjourned.

RESOLUTION 4 - L'
WHEREAS, the office of the City Clerk was heretofore
given a copy of the County Tax roll without charge,
and,
WHEREAS, said office has been informed that such a
roll may be obtained for a 3100.00 service charge,
and,
WHEREAS, no such provisions was made for such an
expenditure,
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF ATLANTIC BEACH THAT the sum of $100.00
be transferred from Fund #1050 Emergency Fund to Fund
#203 Office Supplies.

No. 55-59-4 of the City of Atlantic Beach, Florida, the
owners of the above listed lots are ordered to remove such
weeds, thickets, brush, and/or accumulated trash and that
the procedure and provisions of Ordinance NO. 55-59-4 be
carried out.
