COMMISSION HELD AT THE CITY HALL ON MONDAY, MAY 11TH, 19E'

The meeting was called to order by the Mayor-Commissioner,
Mr. Olsen.
The Invocation was given by Rev. John Hibbard, Pastor of the First
Christian Church.
Minutes of the regular meeting of April 27th, 1964 were approved
as written upon motion of Mr. Goodling, seconded by Mr. Lawrence
and carried.
Minutes of the Special meeting of May 4th, 1964 were approved
as written upon motion of Mr. Goodling, seconded by Mr. Lawrence
and carried.
Mr. Olsen recognized visitors present and called for any business
from the floor not on the agenda. Mr. Virgil Ison requested per-
mission to operate a shuttle bus between his place of business on
Mayport Rd. and the Mayport Naval Base. The matter was discussed
and it was brought out that he will have to have a certiii.cate
of convenience and necessity to operate and that they cannot make
a decision on granting such a certificate until we receive full
information operation, rates and required insurance in writing.
Mr. J.P. Whittlesey, Jr. , Director of the East Duval County Mos-
quito Control District presented in person the proposal for the
sanitary landfill to be operated on Atlantic Blvd. west of Royal
Palms Dr. just across Atlantic Blvd. from the present landfill
project. A letter was presented from Mr. John Blow, owner of
this land giving permission for its use for this operation. Mr.
Whittlesey advised that they plan to start filling at the south
end of the land as far away from the Aquatic Pool as possible
during the swimming season and fill in the Pool area during the
winter months. He advised that they will check the drainage sit-
uation and respect our drainage needs. It will take approximately
a year for this project and although there are some inconveniences

the benefits will far outweigh them. There was considerable dis-
cussion following which Mr. Goodling moved that the proposal be
approved and that copy of same to-gether with the layout be on
file in the City Hall for the entire time of the project, this
approval being subject to the submission of a plan giving consuma-
tion to proper storm drainage, seconded by Mr. Parks. Mr. Lawrence'
advised that he is going to vote "no" as he thinks there should
be some public relations work done with the people of Royal Palms
before the project is approved. Mr. Printon advised that it is a
long range program and that we should look at the end results and
benefits to City. Following further discussion the call vote was:
Aye: Goodling, Parks
Nay: Lawrence, Olsen
Absent: Moore
Whereupon the Mayor declared the motion not carried.
Mr. Goodling then moved that a Special Meeting be held on Monday,
May 18th, 1964 at 8 P.M. for the purpose of considering the landfill
project, seconded by Mr. Parks and carried.
An Ordinance covering multiple dwellings was presented for consid-
eration on first reading by Title only. Following discussion the
Ordinance was referred to City Attorney for study and re-writing.
for further consideration at next meeting.
An Ordinance was presented in writing to amend zoning Ordinances
#90-59-3 and 90-60-8 as to "Uses" permitted in Business A District
for consideration on first reading by Title only. There was dis-
cussion during which Mr. McNeill presented plans and layout for
the trailers he will have for sale. It was agreed that the Ordi-
nance be turned over to City-Attorney for revising and rewriting.
Ordinance #50-64-3 was presented and read in full, said Ordinance
amends Personnel Ordinance #50-61-1 as regards Chief of Public
Safety and other sections of said Ordinance. Notice of Public
Hearing on this Ordinance was posted in line with Charter require-
ments. Mayor Olsen then declared the meeting in session for Pub-
lic Hearing. Mr. Wm. S. Howell and Mr. Harcourt Bull commented
on the new Ordinance, each having a different interpretation of
the position of "Chief of Public Safety", but bothquestioning
its being in line with the City Charter. The matter was further
discussed and Mr. Parks moved that the Public Hearing be continued
and that the Ordinance be referred to the City Attorney for check-
ing with charter and refer back to the Commission at next regular
meeting, seconded by Mr. Lawrence and carried.

Mr. Jack Demetree, of Demetree Enterprises who are present owners
of Atlantic Gardens, Inc. , asked permission to put a six foot
fence along the front property line on Mayport Road side . He
advised that the elevation at this point is 2 feet below street
line. Mr. Lawrence moved that the request for permit for 6 '
fence be granted, seconded by Mr. Goodling. It was brought out
that we want the exact location of the fence and that an inspec-
tion be made of foudation, etc. as it progresses. It will act
as a safety precaution from the traffic on Mayport Rd. and for
the children living in the apartments. Mr. Printon recommended
it be granted as thinks will be asset. Following discussion
the Mayor put the question and the motion was carried.
Mr. Demetree requested the City to consider taking over the streets
in the complex, but it was brought out that they are too narrow
to meet our requirements, and that this was built as an apartment
complex and the City's responsibility ended at the property line
in regards to water, sewer and streets.
The Ray-Fran Builders presented a request for an exception to the
side line requirements as regards their corner lot which is the
South 75 ' of Lots 44,46,48, Block 13. Since they have to allow
15 ' on the street side line they are short 1 ' on the other side
line. There was discussion in which Mr. Harcourt Bull brought
out that the City Commission cannot make an exception to an
Ordinance except by amending the Ordinance, and the City Attorney
agreed that you must amend an ordinance to grant a difference.
It was the consensus of the Commission that we cannot grant the
request.
A request was received from the American Legion for an ad to be
placed in their ball schedule for 1964. Mr. Lawrence moved that
an ad be given to be paid from the Commissioners Fund, the copy
to be such that we can derive benefit from same. There was no
second. It was suggested that they prefer to make up the $20.00
for the ad individually.
A letter was read from the Selva Marina Country Club expressing
thanks and appreciation to Chief Vogel and his staff for the ef-
ficient handling of the recent vandalism at the club. Mr. Good-
ling moved that a copy of the letter be made a part of these min-
utes, seconded by Mr. Parks and carried. Copy is attached hereto
and made a part hereof.
A report for the month of April, 1964 was received and read from
the Department of Public Safety, and will he filed for information.
Mr. Goodling asked if preparation was being made to handle traffic
for the open house to be held at Mayport as part of Armed Service
Day. Chief Vogel advised that he, the County and Mayport Chiefs

have been in conference and have worked out plans for handling
the traffic.
Mr. Goodling advised that he had heard compliments on the handling
of the traffic at the swim meet at the Aquatic Club. Also he
asked about plans for Life Guards for this year. It was advised
that we are receiving applications and that we are changing our
schedule so that we will have our own guards on duty on Sundays.
Mr. Goodling advised he would like to get to-gether with the City
Manager and the Life Saving Corps and co-ordinate Sunday patrol-
ling. It was so agreed.
Mr4 Lawrence advised that he would like for the Commission to
approve a Call for Bids covering the shed at the Park. The City
Manager was directed to issue a "Call for Bids" on the plans and
specifications for a tin shed as presented , same to be received
by 8 P.M. , May 25th, 1964.
Mr. Goodling moved adjournment, seconded by Mr. Parks and carried.
Whereupon Mayor Olsen declared the meeting adjourned.
