MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY COM-
MISSION HELD AT THE CITY HALL ON MONDAY, MARCH 30TH, 1964 AT
8 P.M.

The meeting was held pursuant to the motion as recorded in the
minutes of March 23rd, 1964 providing for this Special Meeting.
The meeting was called to order by the Mayor-Commissioner,
Mr. Olsen.
The Invocation was given by the City Clerk, Adele S. Grage.
The report of the Awards Committee was received and read in full.
Copy of said report is attached to these minutes and made a part
thereof. It was their recommendation that the bid of the Square
Deal Machinery, Inc. for a Demonstrator Model Garbage Truck with
one year guaranty on garbage body and chaLsis in amount of.
$12, 777.00 be accepted and the award be made to the Square Deal
Machinery, Inc. There was a discussion participated in by the
representative of the Atlantic Engineering Co. (Leach) , the
Square Deal representative and the Commission. Mr. Printon advised
he was in agreement with the Awards Committees recommendation.
Mr. Lawrence moved that the recommendation of the Committee be
accepted and the award for the garbage truck be given to the Square
Deal Machinery, Inc. , seconded by Mr. Moore and following the
discussion as noted above the call vote was

Whereupon Mayor-Olsen declared the motion carried.
Resolution #64-9 was presented and read in full authorizing the
proper officers of the City to place in the custody of the City
Attorney a check in the sum of $3, 500.00 les:: the amount of the
pro-rated County taxes made payable to the Colonial Oil Co. to
be delivered to them upon their delivering to him proper deed to
the property known as Lot A, Saltair. Mr. Parks moved that the
resolution be passed, seconded by Mr. Lawrence and the vote was

Whereupon the Mayor declared the motion carried and Resolution
#E4-9 duly adopted. Copy of Laid Resolution #f4-9 is attached
to these minutes and made a part thereon:.
Mr. Lawrence advised that they would be ready in the near future
with a report of the programs for the playground for both boys
and girls.
Mr. Goodling moved that the meeting be adjourned, seconded by
Mr. Lawrence and carried. Whereupon Mayor Olsen declared the
meeting adjourned.

RESOLUTION 64-9
WHEREAS, the City has heretofore accepted the
offer of the Colonial Oil Company to sell the
City Lot A, Saltair Sub-Division for the price
of $3, 500.00, County Taxes thereon to be pro-
rated as of date of closing,
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF ATLANTIC BEACH, DUVAL COUNTY,
FLORIDA, THAT
The proper officers of the City be and are hereby
authorized to place in custody of the City
Attorney the City 's check in the sum of $3, 500.00
less the amount of the pro-rated County Taxes
as provided in motion of acceptance, for delivery
to the Colonial Oil Company upon delivery to
him of proper deed with necessary documentary
stamps affixed and title insurance binder obli-
gating the issuing Company to insure the City
upon recordation of said deed fee simple title to
said property, subject only to standard exceptions
usually contained in such binder.

REPORT OF AWARDS COMMITTEE
l (Refer attached bid tabulation)
After careful review of all bids received, our recomendations
are as follows:
1. We recommend the purchase of garbage unit with auxiliary
engine.
(a) Use of auxiliary engine can justify time and
labor saving of approximately 1500.00/yr. min.
(b) Savings in wear and cost as compared to oper-
ation with PTO will more than off-set antici-
pated maintenance cost of auxiliary engine.
2. We recommend purchase be FOB/Atlantic Beach. This assures
delivery of equipment to Atlantic Beach in satisfactory
condition without liability or responsibility to the City
of Atlantic Beach.
3. Our evaluation included following factors:
(a) Ability to load, and pack the type of garbage
encountered on our City system.
(b) Speed of packing cycle.
(c) Type of load compaction within truck body.
(d) Method of dumping.
(e) Availability of local service and parts.
Xf) Type of packing and dumping control.
(g) Container operation.
It is felt only three (3) of six (6) equipment types bid
would provide most satisfactory operation for type of
garbage service on our City system.
Of these three (3) , it is felt only two (2) provide
method of dumping most satisfactory to our City system.-
American Tank Co. and Heil.
4. From observation it is felt the Heil unit speed of
packing was more rapid, and a greater degree of load
compaction was evidenced. From local investigations,
it appears that no bidder equipment will require more
or less maintenance than another, to any extent that
can be evaluated.
The City Attorney s11 approve contract to purchase
before execution by City of .ztlantic Beach. A compari-
son of new equipment versus used demonstrator as bid by
Square Deal Machinery Co. , indicates savings of approximately
20-25% with new equipment warranty.
It is further recommended that the sum of $8500.00 be paid the
successful bidder upon satisfactory delivery of all components
of the bid. The option of purchase and payment of balance of
$4277 .00, including interest for one year from date of delivery,
to be exercised by the City Commission at their discretion. It
is recommended that $4277 .00 be allocated in the 1965 budget in
fund #1005 to provide for the purchase of this equipment.
It is therefore, our considered opinion, an award be made
to Square Deal Machinery Co. , based on bid for ..remonstrator
Model Garbage Truck with full one (1) year warranty on
garbage body and chasis in the amount as bid, $12,777 .00.
