Adjourn I r MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY •' � COMMISSION HELD AT THE CITY HALL ON MONDAY, OCTOBER 23, 1967 AT 8:00 P. M. Present: William S . Howell, Mayor-Commissioner John W. Weldon Donald L. Goodling Louis C. Holloway, Jr. , Commissioners and Oliver Ball, Acting City Attorney R. C. Vogel, Acting City Manager Adele S. Grage, City Clerk Absent: Walter J. Parks, Jr. , Commissioner (Out of City) Frank Thompson, City Attorney (Ill) The meeting was called to order by the Mayor+Commissioner, Mr. Howell. The Invocation was given by Commissioner Weldon. The minutes of the meeting of October 9, 1967 were approved as written upon motion of Mr. Holloway, seconded by Mr . Goodling and carried. Mr. Howell recognized visitors present and called for any busi- ness from the floor not on the Agenda. Mr. Rex Thames advised he had presented plans to the City Manager to construct a building at the Corner of Stanley Road and Mayport Road on property zoned as Business "B ". There will be several businesses involved requiring some 12 business licenses. For the record, he would like to name list of licenses as follows: Barber shop, lockers (rental) , rooming house (16 rooms) , laundromat, laundry drop, sale of clothing, supplies (misc. ) , soft drinks, pool table, record player, pin ball machine, and other coin operated devices. His plans have been approved by the Hotel and Restaurant Commission and checked by the City Manager and Dick Hilliard. Mr. Vogel advised there were no discrepancies other than those noted by the Hotel and Restaurant Commission and Mr. Thames is aware of them and will make changes. Mr. Howell advised there seems to be no conflict in zoning and/or building requirements, and is nothing more than advisory situa- tion and no Commission action necessary. Mayor Howell presented Ordinance #25-67-6, covering public nui- sance as regards property maintenance, for second and final reading. He then read the Ordinance in full following which he declared the meeting in Public Hearing on said Ordinance. Notice of Public Hearing was posted in line with Charter requirements. There were corrections of several typographical errors, and in Section 5, amount of fine was designated as $100.00 and/or Minutes 10/23/67 Page 42 imprisonment not to exceed 30 days. As no one appeared either for or against, the Mayor declared the Public Hearing closed. Mr . Weldon complimented the Assistant City Attorney on work done in drawing up this needed Ordinance and moved its passage on second and final reading, seconded by Mr. Goodling and carried. Mr. Howell presented an amendment to the Zoning Ordinance cover- ing the zoning of additional area of Selva Marina to Residence "AA". The Ordinance was in full in writing and had been sent to Commissioners in advance. Mr. Howell then read the title following which Mr. Goodling moved passage on first reading by title only, seconded by Mr. Weldon and carried. November 13th at 8: 00 P. M. was set for date of Public Hearing. A letter was read from Roy Spears and Dewey McCaghren submitting an application for license to rent motor bikes. There was discussion as to location, zoning, outside storage, speed of bikes, etc. , following which Mr. Weldon moved the request be granted subject to approval of location and arrangements by City Manager, seconded by Mr. Howell. Mr. Goodling stated would not favor action from the standpoint of in the past with similar applications there has been objection from the Community, also the unknown factor as to location not wise to take positive action, and not inclined to vote in favor of. Mr. Weldon then made substitute motion to table until next meeting, November 7th, seconded by Mr. Holloway and carried. A letter was read from Commissioner Parks relative to the motor grader advising that in his opinion the buying of the $4800.00 machine, which he believes is newer and better, would be best for the City, if the City Attorney considers such a purchase legitimate within the terms of our Charter. Mr. Vogel advised that the machine from Forestry Equipment Company was entirely inadequate and very difficult to operate. The Florida Equipment Company unit is a good one, formerly owned by the State and well maintained, and the price on it is $4800.00. We have it on a three months ' trail at rental of $200.00 per month which will apply on purchase price if we decide to keep. Mr. Weldon suggested that just prior to expiration of three months ' period the matter be considered again. No action taken at this time. Calls for Bids covering insurance for 1968 was presented. It is same as last year except with alternate bid for deductible on windstorm and fire. Bids to be received November 13, 1967 at 8: 00 P. M. Mr. Goodling moved specifications be approved and call for bids be issued returnable November 13, 1967 , seconded by Mr. Holloway and carried. Calls for Bids on Selva Marina Subdivision Unit 46 water 40 • r Minutes 10/23/67 Page #3 distribution and sanitary sewer extension were presented. Mr. George Bull requested bids be received on Tuesday, November 7, 1967, at which time they could be referred to a Committee for report at the meeting of November 13th for awarding. There was discussion following which Mr. Goodling moved approve the calls for bids be for November 7, 1967, seconded by Mr. Holloway and carried. Fire Department reports for August and September, 1967, and the Municipal Court Dockets for October 16th and 23rd were received for information and filing. Mr. Goodling presented Resolution #67-12 establishing the Captain Fred Lorraine Memorial Honor Roll - said roll shall have in- scribed thereon the names of residents of the City of Atlantic Beach who are actively serving or who shall actively serve in the Armed Forces of our Country. He requested the Commission's favorable consideration and action. Mayor Howell read the said Resolution in full, following which Mr. Holloway moved passage of same with copies to be sent to Mrs. Lorraine and to his parents who also live in Jacksonville. The motion was seconded by Mr. Weldon and carried. Copy of Resolution #67-12 is attached to these minutes and made a part thereof. Mr. Weldon stated he has served with two very fine City Commissioners for a number of years now and has felt extremely fortunate to be with them and serve with them on official body of City of Atlantic Beach. This reference was to Mr. Goodling and to Mr. Parks, who unfortunately could not be here. He would like to express his personal appreciation for their loyalty to duties performed for City and for their friendship during service with the City. Mr. Holloway would also like to say a pleasure and agree with Mr. Weldon's statement. Mr. Howell stated certainly agrees but doesn't want Mr. Goodling to think that his time is yet over - he has until November 7th and will sit at still another meeting. Mr. Weldon asked Mr. Hilliard about the street ends as 5th Street has been blocked off for two or three weeks. Mr. Hilliard advised it is scheduled for attention in very near future. It: Atta.ti4k • da i RESOLUTION 67-12 A RESOLUTION ESTABLISHING THE CAPTAIN FRED LORRAINE MEMORIAL HONOR ROLL, TO HONOR HIS SACRIFICE, AND TO RECOGNIZE THOSE RESIDENTS OF THE CITY OF ATLANTIC BEACH WHO CONTINUE TO SERVE IN THE ARMED FORCES OF THESE UNITED STATES . WHEREAS Fred Lorraine was a resident of the Beaches as a youth and until he joined the United States Air Force in 1950, and was the personal friend of many of the residents of the City of Atlantic Beach, and WHEREAS on January 28, 1964 an unarmed training aircraft piloted by Captain Fred Lorraine was attacked and destroyed by enemy fighter aircraft over East Germany, without warning or provoca- tion, causing the death of Captain Fred Lorraine and his two passengers, and WHEREAS it is still encumbent upon able and qualified residents of our City, when called, to serve in the Armed Forces of our country, NOW THEREFORE BE IT RESOLVED the City Commission, City of Atlantic Beach shall honor the memory of Captain Fred Lorraine, his devotion to Duty, and the principles of Freedom and Democ- racy for which he died. FURTHERMORE we do hereby establish the Captain Fred Lorraine Memorial Honor Roll, to be perpetually maintained and permanent- ly displayed in the meeting chambers of the Government of Atlantic Beach. FURTHERMORE the City Commission shall cause the names of those residents of the City of Atlantic Beach, who are actively serv- ing or who shall actively serve in the Armed Forces of our Country, to be suitably inscribed on this Honor Roll when such names are brought to the Commission 's attention. FURTHERMORE we call upon the residents of Atlantic Beach to support, encourage, and respect those who serve in our Armed Forces now and in the future; to foster the principles on which our Country was founded; and to instill in our youth, the Heritage our Servicemen are sworn to defend. * * * Passed by the City Commission on October 23, 1967 .
