07-29-67 v MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON SATURDAY, JULY 29th, 1967 AT 8:00 A. M. Present: William S . Howell, Mayor-Commissioner John W. Weldon Donald L. Goodling W. J. Parks, Jr. , Commissioners and Murray H. Bennett, City Manager Betty Jean Barnes, Assistant City Clerk Absent: Louis C. Holloway, Jr. , Commissioner Frank Thompson, City Attorney Adele S . Grage, City Clerk The meeting was called to order by the Mayor-Commissioner, Mr. Howell. The interconnection of water lines with Neptune Beach was discussed. Mr. Bennett advised we have received State Road Depart- ment permit to join at Seminole Road and at Sherry Drive. Mr. Bennett advised that Neptune Beach has money for connection at Sherry Drive and advise they will find money for Seminole Road joining. Mr. Weldon stated he sees no point in going ahead if Neptune Beach is not going to proceed at same time, and Mr. Bennett advised he is certain they will. Bids were received as follows: At Sherry Drive and Atlantic Boulevard - Art Reinertson Construction Co. $350.00 plus material G. L. Ingram & Sons 450.00 labor only - (Estimated cost of material (Plus Material) $100.00) At Seminole Road and Atlantic Boulevard - Art Reinertson Construction Co. $2, 100_00 labor and material G. L. Ingram & Sons 2, 546. 21 Mr. Parks moved that the interconnection with Neptune Beach water lines at Sherry Drive and Atlantic Boulevard, and Seminole Road and Atlantic Boulevard be approved under direction of Acting City Manager, subject to joint agreement with Neptune Beach and approval of City Attorney, and that low bid be accepted, seconded by Mr. Weldon and carried. Mr. Parks presented report of Committee covering bids on new primary pump controls, copy of report is attached hereto and made Minutes 7/29/67 Page #2 a part hereof. The Committee recommended award go to low bidder, Bill Thompson Electric Company, in the amount of $950.00. Mr. Weldon moved acceptance of Committee 's report and awarding of bid to Bill Thompson Electric Company, seconded by Mr. Goodling and carried. Mr. Goodling moved this be paid from Account #1411 of 1967 Budget, seconded by Mr. Weldon and carried. Mr. Parks presented report of Committee on bids for Chlorinator and accessory items for water plant. Copy of report is attached hereto and made a part hereof. The Committee recommended awarding of bid to the low bidder, Fischer & Porter Company in the amount of $1,705.00. Mr. Weldon moved acceptance of report and award of bid to Fischer & Porter Company in amount of $1, 705.00 to be paid from Account #1501 in 1967 Budget, seconded by Mr. Goodling and carried. Mr. Parks presented a report on conversion of flow meter at water pumping station, copy attached hereto and made a part hereof. It was received for information and filing. The matter of a City Manager was next considered. Mr. Goodling stated that due to uncertainty of next 60 days for Beaches Area and our own October election that this be a temporary appointment, he therefore moved that R. C. Vogel be appointed Acting City Manager pending his acceptance, and also pending appointment of a permanent City Manager, seconded by Mr. Parks and carried. Chief Vogel stated he accepted and will try to do a good job. Mr. Weldon requested the minutes reflect that they have been interviewing applicants for the past week for the City Manager position. Mr . Isaacs raised question of short time to Labor Day and need of immediate action as to additional life guards and as matter was brought up in regular meeting and referred to Mr. Goodling he would urge action be taken today. He also inquired as to signs relative to swimming near life guard stations. It was advised signs are being made from material on hand and will be put up as soon as possible. Mr. Goodling advised that there are five weeks until Labor Day and two additional guards would be at cost of approximately $600.00. Money is available in Account #301, Public Safety Department, and if necessary there can be a transfer from Account #201, Administra- tion extra help, for part of the amount, transfer not needed at Minutes 7/29/67 Page 43 present. Also as to life buoys requested they should be bought at discretion of Acting City Manager if funds are available. Mr. Weldon moved that we accept report of Committee and authorize hiring of two additional life guards at present salary scale for remainder of season, seconded by Mr. Goodling and carried. There was a discussion as to problem with surfers and Mr. Goodling advised understands as before that swimmers are to be given every courtesy from surfers and that surfers are to give right-of-way, and when necessary the police have authority to intercede. The Chief advised they have had complaints and have used the loud speaker system on patrol cars effectively. Mr . Weldon inquired if Tax Roll will be ready by August 1st and it was advised that the City Clerk has hired extra help for this purpose and the roll will be ready with exception of a few pieces Mr. Hamilton is checking on.
