MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, MAY 22, 1967 AT 8: 00 P. M. Present: William S. Howell, Mayor-Commissioner John W. Weldon Donald L. Goodling Louis C. Holloway, Jr. , Commissioners and Frank Thompson, City Attorney Murray H. Bennett, City Manager Adele S. Grage, City Clerk Absent: W. J. Parks, Jr. , Commissioner (Out of City) The meeting was called to order by the Mayor-Commissioner, Mr. Howell. The Invocation was given by Commissioner Weldon. Minutes of the meeting of May 8, 1967 were approved as written upon motion of Mr. Holloway, seconded by Mr. Goodling and carried. Mr. Howell recognized visitors present and called for any business from the floor not on the Agenda. Mr. Henry Isaacs inquired as to the City 's readiness to enforce the Pet Ordinance and questioned the condition of the pen where pets will be detained until picked up by Jacksonville Humane Society. He also questioned fact that no report had been brought in by the Committee on this subject, and doesn't feel anything should be done on this Ordinance until report of Committee is received. The matter was discussed. Chief Vogel advised Humane Society usually comes down day they are called, also would come down at night if called. It was stated assume report will be brought in and Ordinance will take effect on June 1st, 1967. The matter of retention pen will be checked into. A letter was presented from Mr. George Ward expressing appreciation for assistance rendered by Officer H. P. Craig in a recent unpleasant experience. Mr. Goodling moved the letter be received and placed in Officer Craig 's personnel file and a copy of letter given to Officer Craig, seconded by Mr. Holloway and carried. A letter was presented from Mr. and Mrs. J. D. Walker, tenants at 1707 Beach Avenue, requesting permission to connect to City 's water line which runs by this property. Mrs. Walker and • Minutes 5/22/67 Page #2 Mr. R. D. McKinley, who owns the property located outside the City limits in North Atlantic Beach, were present to make a personal appeal for water service by the City. The matter was discussed at length and it was brought out that we are serving as many on the present 2 " line as it will take, also the question of installing a 6 " main instead of a 2 " and who would stand cost. Mr. Weldon moved that without indicating in any way what City is going to do that the City Manager and "Dick" Hilliard make a study and report with recommendations at next meeting, seconded by Mr. Holloway. Mr. Howell suggested Mr. McKinley poll the people in that area and see how many who are not now on line would want to come on and do something about cost of new line. It was suggested that if new line with hydrants was put in all would benefit by lower insurance rate. After further discussion in which Mr. Goodling inquired as to whether in event the existing line or any future line outside the City limite becomes overloaded, regardless of cost, is the City obligated to provide. Mr. Thompson advised that the City is not obligated to undertake to furnish water to anyone outside the City limits, but that once it has undertaken to do so the City would have a moral obligation to furnish adequate service and that he thought we would find it difficult to escape doing what it had undertaken to do. Mr. Goodling further inquired if would have to be at City 's expense and Mr. Thompson stated that was right. It was brought out that present lino was put in as an accommodation by the former owners of the cr-.ter system years ago. After further discussion Mr. Howell put the question and the vote was: Aye: Holloway, Weldon, Howell Nay: Goodling Absent: Parks Mayor Howell declared the motion carried. A letter was presented from Congressman Charles Bennett on Beach erosion. Mr. Goodling moved that copy of letter be mailed to Maxwell Dickinson, Chairman of .Committee of 100, seconded by Mr. Holloway and carried. Mr. Bennett read his report, copy of which is attached hereto and made a part hereof. Mr. Bennett advised Mr. Hilliard is looking after the problem of pop flies and the concession stand at the ball park. Mr. Howell inquired as to what will be done about the foot to foot and a half that was left unpaved on Ocean Boulevard and East Coast Drive at some points making a double drop off. Mr. J Minutes 5/22/67 Page #3 Bennett advised specifications were for 20 feet and that's what they did. Mr. Howell advised in past contractor has covered existing pavement - trusts something will be done about it as have bad situation. Report on sewer chlorinator passed to later meeting. Report on George Bull 's septic tank application passed to later meeting. Chief Vogel reported that Committee not ready with recommenda- tions as to additional police officer and vehicle as have not found available funds in budget. There was a discussion of schedules and weekend traffic patrolling. The Chief suggested as alternative his men working extra hours on weekends and be paid extra. There was further discussion in which Mr. Weldon suggested use on weekends of red truck which is equipped with red light and raaio. The matter will be studied further and report at next meeting. Mr. Goodling presented a report on lighting on Atlantic Boulevard Expressway project, copy of which is attached hereto and made a part hereof. Mr. Goodling suggested hold in abeyance for present. Mr. Weldon suggested put report on record to be brought up again as soon as work is completed and follow through, as thinks is good idea. He suggested City Manager keep in mind and when ready to follow through. Mr. Howell directed that minutes so indicate. Mr. Bennett's report on meeting with Neptune Beach officials relative to interconnection of water systems across Atlantic Boulevard was presented. Copy of report is attached hereto and made a part hereof. Mr. Holloway moved accept report and proceed on this basis of one interconnection at Seminole Road, seconded by Mr. Goodling who inquired if funds budgeted and was advised they were. Mr. Weldon suggested we make further attempt to have one at Mayport Road. Mr. Holloway has no objection but proceed with one at Seminole Road and make further attempt for Mayport Road. Following discussion, the Mayor put the question and the motion carried. The Jacksonville Humane Society report for April, 1967 was received for information and filing. Resolution #67-5 covering Lot Cleaning for 1967 was presented and read by the Mayor. Mr. Holloway moved adoption of resolution, seconded by Mr. Goodling and carried. Copy of Resolution #67-5 is attached hereto and made a part hereof. Minutes 5/22/67 Page #4 • Mr. Weldon inquired as to condition of steps to beach. It was advised there is some repaizilljto be done. We did not take up steps this past year, and to date have not lost any complete steps - only a riser or handrail in places. May 22, 196 7 CITY MANAGERS REPORT I. Houdaille-Duval-Wright Company completed on May 18 their contract of resurfacing streets as per Items 1 and 2, Specifica- tion 67-5. 2. The Public Works Department has completed the concession stand and playroom at the Jack Russell Park and will be moving the present concession stand to make more available playroom space and put the bleachers in back of home plate. 3. We have completed resurfacing the tennis courts at the Jack Russell and Bull Memorial Parks. 4. We have installed all the stop signs on Beach Avenue. 5. We have obtained approval from the Duval County Engineering Department for the installation of a drain across Seminole Road North of East Coast Drive intersection. 6. I have scheduled a meeting with the Recreation Committee and the Recreation Director and his assistants for Wednesday evening, May 24, to discuss our summer activities. 7. The Public Works Department has been cutting grass along the sides of the streets and at Park Terrace Park. 8. I have been working on plans for the 8" water line interconnec- tion with Neptune Beach and scheduled a meeting for this A. M. I attended this meeting with Mr. Backley and Mr. Charlie Baldwin of the Expressway Aut1ority who happened to be with Mr. Backley. There does not seem to be any complications in installing the 8" water main across Atlantic Boulevard at Seminole Road. We did run into some complications in discussing the 811 water line interconnection at Mayport Road because of the elevations of the drainage tile at this intersection. This is going to require further study. M ‘f/1/24/4 `� � � ��122�� Murrayennett . • _ ` City Manarrer __ _ __ - - , 1t el + eOPO •M N. y •?2 /967 After carefully reviewing the construction design of the Atlantic Boulevard Expressway project, we feel that to determine the appropriate and most economical roadway lighting arrangement (i. e. median lighting versus side road lighting) a complete engineering layout of both methods would be required. However, it appears that regardless of the results of such a study, the following facts indicate there is little advantage to proceeding at this time to install conduit and pole base foundations by either the City of Atlantic Beach or the City of Neptune Beach in conjuction with present construction work. (1) The roadway design from Pablo Creek Bridge to Mayport Road Overpass will provide a total paved width of 55 g feet, consisting of 2 - 25-1/2 ft. roadways and. a 4 foot wide raised concrete median (same as Pablo Creek bridge) . The narrowness of this median negates median lighting in this area. (2) The Mayport Road Overpass will have conduit and pole base foundations for future roadway lighting, installed in the side safety curbs and hand rails. (3) The roadway design from Mayport Road Overpass to Penman Road will provide 2 - 25-1/2 paved roadways with a concrete gutter on each outside edge, and a 30 ft. wide grass median. Median curbing will be installedat crossover and storage areas only. (4) The roadway design from Penman Road to 3rd street will be same as (3) above except with 5 ft. wide sidewalks, 4 ft. away from face of curb on each side. (5) Since the City of Atlantic Beach is eligible to participate in the City of Jacksonville Electric Dept. "Silent Sentinel" 175 watt mercury vapor street lighting program, it appears economically feasible to consider this for the north side of Atlantic Blvd. Although this would not provide proper roadway lighting for this type roadway, it would be better than nothing and would not create additional cost in the event a properly designed lighting system is undertaken in the future. (6) The total project is 11,023 feet long. A 175 watt light fixture every 300 feet would require a total of 39 fixtures. At $42.00 per fixture, this would result in an annual total - 2 - cost to City of Atlantic Beach of $1,638.00, until a proper system is installed in the future. Bead -T&vida May 10, 1967 REPORT ON MEETING WITH NEPTUNE BEACH OFFICIALS REGARDING INTERCONNECTING WATER SYSTEM I was at Neptune Beach City Hall last evening and talked with Mr. Futch and Mr. Gordon. I talked to them regarding install- ing an 8" water main under Atlantic Boulevard at the Mayport Road intersection and this was turned down by them. They feel that one 8" interconnection is plenty and they cited the number of times that they have used Jacksonville Beach 's water and vice versa. They have already approved $1200.00 to be used for interconnecting the water system at Seminole Road and Atlantic Boulevard. They were more interested in talking about installing conduit for the street lights.
