MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH
CITY COMMISSION HELD AT THE CITY HALL ON MONDAY, MARCH
13, 1967 AT 8:00 P. M.

The meeting was called to order by the Mayor-Commissioner,
Mr. Howell.
The Invocation was given by Commissioner Weldon.
The minutes of the meeting of February 27, 1967 were
approved as written upon motion of Mr. Holloway, seconded
by Mr. Goodling and carried.
Bids were received on the Tractor Mower as covered by
Specifications #67-3. Copy of Certified Proof of Publica-
tion of "Call for Bids" is attached to these minutes and
made a part thereof. The bids were:

Mr. Holloway moved that bids be referred to a Committee for
report at next meeting, seconded by Mr. Weldon. Mr. Goodling
Suggested bidders be given opportunity to look at bids. Mr.
Howell then put the question and the motion carried. The
Mayor appointed Commissioner Weldon, Mr. Bennett and Mr.
Hilliard as Committee.
Bids were then received for material for 6 " water line to
be laid on W. 6th Street, as covered by Specifications #67-4.

Mr. Weldon moved bids be referred to appropriate Committee
for report and recommendation at next meeting, seconded by
Mr. Goodling and carried. Mr. Howell appointed Commissioner
Parks, Mr. Bennett and Mr. Hilliard as Committee.
City Manager Bennett read his report, copy of which is
attached to these minutes and made a part hereof. Mr.
Goodling expressed pleasure at Mr. Bennett 's return to work
following his illness.
Acting City Manager Hilliard 's report was presented in
writing. Copy of report is attached hereto and made a part
hereof. Mr. Goodling commented that he is glad to see that
we are going to get letter from Little League so that every-
one has a clear understanding and avoid any difficulties
over there. Mr. Weldon inquired as to size of water pipe
on 5th Street west of East Coast Drive and Mr. Hilliard
advised it is 2 " or larger.
Mr. Howell recognized visitors and called for any business
from the floor not on the Agenda. There was none.
The written report of the Committee on traffic situation
at 15th Street and East Coast Drive was presented. Copy is
attached to these minutes and made a part hereof. Mr .
Howell advised this is an experiment and the flasher light
is operated by battery and if works out will be replaced by
electrical one. Mr. Holloway thinks idea great but they are
not powerful enough, should be stronger. Mr. Henry Isaacs
questioned possibility of using the 3 utility poles for a
large sign about speeding. The City of Jacksonville has
advised they will cooperate when we decide just what to do.
It was brought out that the radar checks speed on weekends.
Mr. Arthur Longo suggested more manpower is needed by Chief
Vogel, especially on weekends - had rather have Atlantic
Beach known as "speed trap" than a "speedway". Also
suggested that the press advise that the Chief is definitely
going to enforce speed laws. Chief Vogel stated word is
spreading fast, and that once in a while we 're going to have
a speeder - but he will appreciate any comments we have on
this.
The Jacksonville Humane Society report for February was
received for information and filing. Mr. Goodling made a
suggestion as to Chief having dart gun, a pen to confine
dogs until Humane Society can pick up - just to get some cost
figures. Mr. Holloway doesn 't think should waste taxpayers '
money asking Chief to be dog catcher - thinks should have

leash law and part-time dog catcher. There was lengthy
discussion following which Mr. Goodling moved that the
City Manager, City Attorney, Public Works Superintendent
and Chief of Police serve as Committee to present feasible
proposal to Commission to improve policing of our dog
Ordinance including any revision that may be made to
Ordinance, secpnded by Mr. Weldon and carried.
A request was presented from Mr. George Bull for permit to
install a septic tank for property lying north of Park Terrace
East until such a time as permanent sewer and water main are
extended. Mr. Holloway moved the matter be referred to Mr.
Parks and City Manager for recommendation at next meeting,
seconded by Mr. Goodling. Mr. Howell stated it came out at
last meeting that Commission was going to take attitude and
position not going to approve any septic tanks. Mr. Goodling
stated he is inclined to give little more consideration -
thinks should have reason for turning down. Mr. Howell noted
no sewer contiguous to this property. Following discussion
the Mayor put the question and the vote was:
Aye: Goodling, Holloway, Weldon
Nay: Howell
Whereupon the Mayor declared the motion carried.
An Ordinance regulating surfing in Atlantic Beach was presented
in full in writing for passage by Title only on first reading.
It was advised that City Attorxey wrote Ordinance after
conference with City Manager and Police Chief. Mr. Goodling
thinks needed but asked for point of clarification, if move
to pass on first reading by title only does that bind wording.
He objects to wording where makes unlawful to wade, and would
like to see that changed. Mr. Howell stated could be changed
at Public Hearing if doesn't change basic intent and meaning
of Ordinance. There was a lengthy discussion in which it
was decided to change wording now. It was advised that the
City Attorney suggested that the hours should coincide with
closing of Beach hours, which at present are from 8:00 A. M.
to 7:00 P. M. It was also brought out we have had no trouble
with our local surfers, in fact they have made rescues. Mr.
Weldon suggested changes in wording which were agreed on,
and fine to be $25 .00 and 1 or 10 days. Mr. Weldon moved
approval of proposed Ordinance as eo changed on first reading
by Title only; that the Chief of Police send copies to
recognized organizations and solicit their comments, and the
Public Hearing be set for March 27th, seconded by Mr. Goodling
and carried.

An Ordinance amending Traffic Ordinance as to traffic zones
was presented in full in writing for passage on first read-
ing by Title only. There was considerable discussion in
which Mr. Bennett advised that he and the Police Chief had
conferred with City Attorney with idea of updating the
Traffic Ordinance. After further discussion it was agreed
to put off consideration until can be looked into further.
An Ordinance concerning Utility tax was presented in full in
writing for adoption on first reading by Title Only. This
Ordinance would change from sliding scale tax of 10-5-1% to
one level percent. Mr. Weldon moved Ordinance be passed
by Title only on first reading with Public Hearing on March
27th, seconded by Mr. Goodling. Suggested pass and fill in
percent at Public Hearing as in meantime would like to study
some figures to determine a percent that would not affect our
income. Mrs. Grage suggested should consider connection
with water bond stipulations. If we fid that insertion of
percent is going to change intent, then we can reset for
another Public Hearing. After discussion the Mayor put the
question and the motion carried. Public Hearing will be
March 27th.
Report from Police Department and Municipal Court Dockets
for March 6th and 13th, 1967 were received for information
and filing.
Chief Vogel advised he had attended a meeting of the Safety
Council and would like to see the Commission adopt the
policy of purchasing from Safety Council necessary driver 's
certificates for everybody who works for City to take the
driver 's survival safety course - the defensive driver 's
course. The Course which is put on by Safety Council is
$5.00 per person. The matter was discussed but no action
taken.
The Chief also presented a proposed sketch of a bypass on
Mayport Road at Plaza. It was discussed and agreed there
is a problem until the final Mayport Road project is finished
and it is a State road. Mr. Weldon moved that the City
Manager be authorized to take up with proper authority,
seconded by Mr. Goodling and carried.
Chief Vogel presented an unsolicited book from Police Chief
of Ormond Beach concerning use of Police ambulances. It
was received for information.
Mr. Bennett presented letter from Atlantic Beach Postmaster,
Mrs. Josephine Blondheim, thanking him for assistance given

in beautification of Post Office site.
Mr. Goodling moved that the Police Chief be instructed to
begin roping Beach on weekends until regular roping begins,
seconded by Mr. Weldon and carried.
Mr. Goodling recommended City Manager begin this month with
establishing just how going to conduct life guards and let's
have clear understanding on who is responsible.
Mr. Goodling would like to correct certain statements in the
press regarding overpass at Mayport Road - this Commissioner
has taken no official position for or against. If this is
time to individually take positions, he is preparedto do it.
Motion passed was to express concern and interest and ask
for hearing. Impression is that Commission is opposing and
don 't believe this is correct. A meeting was held last
Thursday, March 9th, as requested. Also there is a meeting
scheduled for next Thursday, March 16th. Mr. Goodling advised
would be happy to have Mayar represent Atlantic Beach but think
should say for benefit of all have not taken position. There
was lengthy discussion during which Mr. Goodling advised he
does not oppose, doesn't consider qual$fied to speak on design -
satisfied given study by qualified engineers, thinks improve-
ment needed and vital to Community - leave to engineers and
Expressway to pick suitable design and they are responsible.
Mr . Holloway would like to go on record as being in favor of
solution by Expressway Authority and approved by State Road
Board. Mr. Weldon moved that the Mayor appoint a representa-
tive of City as requested by Expressway Authority to meet with
representatives of other Beach Communities on Thursday, March
16th, and that this Commission go on record as attempting to
persuade Expressway Authority to consider the access roads
leading from and to Mayport, the installation of roadway
lights, or conduit for roadway lights along causeway as pro-
posed, including the bridge and give consideration to the
plans for Main Street. Mr. Holloway seconded the motion and
the vote was:
Aye: Holloway, Weldon, Howell
Nay: Goodling
Whereupon the Mayor declared the motion carried.
Mr. Howell asked Mr. Weldon to represent the Commission but he
will be out of City. Mr. Howell will try and get Mr. Parks
to attend. He will see that someone is there.

Mr. Weldon advised he had an informal conversation with
an Attorney from Atlantic National Bank relative to our
Savings Accounts. Due to rulings of the Federal Reserve
Board they could not continue to carry these accounts in
Savings Account, but suggested we put them in 30 day
deposit certificate. They will write the City Clerk and
inform of position and request advice as to what City
wishes to do. By Water Bond Ordinance all water fund
accounts have to be deposited in Atlantic National Bank -
but our general fund and sewer account are with local Beach
Banks.
Mr. Howell advised we received request from Captain Swope
who is in charge of rodeo at Jacksonville Beach, request-
ing City to take a $60.00 ad. It is an ad for the City and
not a donation and is within the limits of what we can do.
Mr. Goodling moved we take the ad, seconded by Mr. Holloway
and carried.
There being no further business the Mayor declared the
meeting adjourned.

CITY MANAGER'S REPORT
3/13/67
This is my first report since the last meeting in January,
and I am pleased to report that work progressed very good
under Dick Hilliard's supervision during my recent illness.
We have completed work on all of the street ends along the
Beach. None of this work was completed last year even
though we had a budget to do some of this work.
We have done a considerable amount of street patching.
Culverts have been installed in Sturdivant Street so that
all surface water from Atlantic Boulevard to Sturdivant
Street can be drained off very readily.
We have installed a 2 " water main on 5th Street between
Ocean Boulevard and East Coast Drive, because people were
not getting any pressure. The reason for this was that there
was only a 1 " line feeding water to these three families.
Dick Hilliard has reported on work completed at each of the
meetings that I have missed. I wish to commend him on the
way he has handled himself during my illness.

ACTING CITY MANAGER'S REPORT FROM 2/27/67
TO 3/10/67
1. The County Road Department has re-striped the center line of Seminole
Road from Atlantic Boulevard to 16th Street. This should help night
traffic as it is rather dark on that street.
2. Mr. Ellis of the County Road Department was out here on March 8th and
informed us that they would replace the damaged speed control signs
on Seminole Road north of the City to the back gate of the Naval Base.
These signs will be oversized so as to draw more attention to the
reduced speeds, trying to help us reduce the speeding in the City
limits on Seminole Road, East Coast Drive and Ocean Boulevard.
3. A bulkhead 100 ' long has been built on the South end of the Lagoon
where it goes under Plaza. A great deal of children use this location
to fish, and all the traffic has caused an erosion problem at the banks
which have been washing down and clogging up our drains in this area.
This area was also filled and seeded.
4. Bulkheads have been replaced at one of the back gates of the Atlantic
Beach School where children use this exit to get from the school to
Seminole Road. Bulkheads were also replaced on the kiddie walks
where they cross the large drainage ditch in the Royal Palms area.
These were also decaying away and washing in. This walkway allows
children coming from the school to reach Forrestal and Saratoga
Circles without having to travel down Mayport Road and Plaza.
5. Both new pickup trucks have been received in good condition, and
a utility body has been mounted on one. Both have been equipped with
radios and now in service, one for the water work and one for the
sewer department work.
6. A 2 " PVC water line has been installed on 5th Street from Ocean
Boulevard and East Coast Drive. This line was installed to replace a
1" line which had been serving two large homes and was badly plugged
and the homes were getting very little water through this old line.
7. The work accomplished last month in the Sewer Treatment Plant has
brought the plant back up to its maximum efficiency so that we are
discharging well treated water from the plant.

8. Storm drainage has been improved on Strudivant Street by opening
partially filled ditches on both sides and installing culvert under
Sturdivant at Pine Street. Fill dirt has been hauled in to bring
the road back up to grade where it had been washed away.
9. Mr. Pennycook with the Little Major League came in to see me March 8th
in regard to the use of the Jack Russell Park for Little League this
year. He will have a written proposal ready for the Commission in time
for the next meeting, he hopes. He was very pleased with the work
that had been done to the Park over the winter months and said they
appreciated the help of the City immensely.
10. A group of 70 boys and girls from the Epsilon Y-Teens used the Jack
Russell Park on March 8 for a bonfire and cookout, which was
sponsored and under the supervision of Mr. Warner. No problems
arose during this outing and they left the grounds in good condition.
11. The large depression around the old Lift station on the N. E. corner
of 7th and East Coast Drive was filled with blacktop and brought back
up to elevation. This area had been holding about 6 " of water after
every heavy rain storm.
12. The Mosquito Control has completed cleaning the storm drainage ditch
on the West side of Seminole Road from 16th Street to the Lagoon at the
Country Club.

REPORT OF COMMITTEE ON TRAFFIC SITUATION IN NEIGHBOR-
HOOD OF 15th STREET AND SEMINOLE ROAD
The Committee checked out this area and have installed new
traffic control signs, speed limit signs, with flashing
lights on the poles, which we hope will draw more attention
to these control signs and therefore slow down some of this
traffic. This is an experiment, and if this doesn't do
any good, we will try something else.
We are submitting the attached two pictures of locations and
signs.
