10-17-68 v t " MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH CITY COMMISSION HELD AT THE CITY HALL ON THURSDAY, OCTOBER 17, 1968 AT 8:00 P. M. Present: William S. Howell, Mayor-Commissioner Louis C. Holloway, Jr. R. R. Rosborough Arthur J. Longo, Commissioners and R. C. Vogel, City Manager Oliver Ball, Acting City Attorney Adele S. Grage, City Clerk Absent: John W. Weldon, Commissioner - ,ST. The meeting was called pursuant to notice dated October 16, 1968 for consideration of addition to the Public Safety Building. The Invocation was given by Commissioner Holloway. Mr. Longo moved that we proceed with building of Courtroom facilities at new location at the Public Safety Building and that the City Manager be given full cooperation by the Public Works Department and all connected with doing the building, seconded by Mr. Holloway. Mr. Holloway stated that he thinks more thought should have been given as we are talking about additions to City Hall, too, and there should have been an overall study with Master plan covering all City improvements. He feels we should have plans on this work just as are required of other builders, and conforming to Southern Standard Building Code. He is not opposed to the Courtroom being at Public Safety Building, thinks thought is good, but execution is poor. Mr. Longo advised the matter was brought to attention of the three Commissioners who were present at the informative Committee meeting and they agreed that the City Manager proceed. A week later at regular meeting of City Commission, Mr. Weldon publicly embarrassed City Manager. He stated Mr. Weldon then requested another open meeting to decide on continuance of new Courtroom facility at Public Safety Building. This meeting was held and it was decided by the four Commissioners present, Weldon, Longo, Rosborough and Howell, that the Courtroom work be continued, but no action taken until can be done at public meeting, hence this special meeting tonight to take formal action. Mr. Howell stated there is nothing in Charter that says Court must be held in City Hall, it was held here because there was no other place. For stated reasons he advised he felt Public Safety Building was better location for the Courtoom, and he does not feel City Manager overstepped his authority. Mr. Rosborough stated he feels Commission should have been con- sulted but have drug this out and we are here tonight to either approve or disapprove, and he is ready to vote one way or other, F r Minutes Special Meeting 10/17/68 Page #2 Mr. Ball suggested a substitute motion to include ratification of all work done. Mr. Longo then presented a substitute motion that included the above recommendation as follows: It is moved that we proceed with the Courtroom building at new location with full cooperation of the Department of Public Works and other departments and that all work and activities to-date be approved and ratified in this matter, seconded by Mr. Howell. Mr. Holloway advised would like to have seen it done properly and first class . Mr. Vogel stated there were no structural changes made. Two sides of room were already there and simply enclosed other two sides and will finish inside of room. The question was called and the vote was: Aye: Longo; Rosborough, Howell Nay: Holloway Absent: Weldon Whereupon the Mayor declared the motion carried.
