ik The meeting, which was called for the purpose of reviewing the draft of the proposed new zoning
ordinance, was called to order at 5:15 p.m. by Mayor Meserve.
Discussion began with Division 2. Administration, (Page 27). Commissioner Beaver requested
that a summary of the changes be provided after the meeting.

Page 36(8) Lengthy discussion ensued regarding the procedure to suspend or revoke a Use-
by-exception. It was pointed out that applicants sometimes spend a significant
amount of money in connection with their Use-by-Exception and had a right to
assume that it would remain as long as the activity for which it was granted
remained in operation. Following further discussion it was agreed to leave this
section as is.

Page 42(g) Discussion regarding externally similar buildings. No changes.
Page 43 Lengthy discussion regarding substandard lots on Beach Avenue. Don Wolfson
pointed out these lots were originally intended for parking and were not intended
to be built upon but times have changed and exceptions had been granted and
many of these lots were now developed. Comm. Waters felt some lots should be
identified a unbuildable. It was decided the group may wish to revisit this subject.

Page 47 Discussion regarding whether radio station/transmitters should be allowed in the
CON district, and whether churches and cemeteries should be allowed by
exception. George Worley said there was consistency throughout the ordinance
and churches and cemeteries were permitted by exception in all districts. It was
consensus that churches should be removed from uses by exception list in CON
districts.
0 Page 48 Discussion relative to accessory uses in RS-1 districts- whether servants quarters,
mother-in-law suites, etc. could legally be built, and if not occupied by family
members, whether they could legally be rented out.
Page 49 Regarding minimum pervious surface coverage, it was felt that a minimum
percentage of allowable coverage needed to be established or the requirement
should be taken out of the ordinance. It was felt that this figure would be
determined later in the Aikenhead and Odom project. City Manager pointed out
that Aikenhead&Odom would provide figures regarding the existing imperious
surface coverages, and also the amount of impervious surface in the core city area.
The City Commission could then establish an allowable amount of impervious
surface to be allowed.
Commissioner Waters felt that the Core city area should be zoned single family and
require 75 ft. frontage and 7500 sq. ft. Other Commissioners agreed that the
matter of density in the core city area should be addressed. Maybe should be
zoned RG-1A.

Page 62 Discussion ensued regarding permitted uses in Commercial General
Commissioner Mitchelson suggested limiting uses-by-exception within a certain
number of feet of another similar type business. Use similar language as Pages 35/36
for uses by exception
The Mayor thanked the members of the Community Development Board for their spirit
of cooperation and Don Wolfson said they welcomed the opportunity to work with the City
Commission in this matter.
Commissioner Waters pointed out an area on Mayport Road which is largely residential but which
is zoned CPO. He felt this area should be zoned RS-2 and suggested Commissioners look into this
further.
Regarding Page 14 under the definition of Live Entertainment, Commissioner Mitchelson
suggested deleting the words"of the opposite sex."
The next joint workshop was scheduled for 5:00 p.m. July 24, 2000 before the regularly scheduled
Commission Meeting. The meeting was adjourned at 7:40 p.m.
