A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
A WARDING BID #1718-01 FOR WATER SERVICE REPLACEMENTS ON
PLAZA DR., CLIPPERSHIP LN., NAUTICAL BLVD. N. AND
BELVEDERE STREET.
WHEREAS, on December 13, 2017 five bids were received and opened for City Bid
#1718-01 Water Service Replacements on Plaza Dr., Clippership Ln., Nautical Blvd. N. and
Belvedere Street; and
WHEREAS, the total bid prices (including 10% contingency) received ranged from
$208,952.70 to $524,381.00; and
WHEREAS, Baldwin's Quality Plumbing submitted all required documents in their bid
submittal; and
WHEREAS, the project consists of replacing 66 aging and failing water service lines with
new, more reliable PVC service lines to reduce reactive maintenance costs attributed to leaking
service connections in this area; and
WHEREAS, the Contractor will be given sixty (60) days to complete the project;
WHEREAS, the project will be fully funded in the FY17-18 budget under Project No.
PU1803; Account 400-5504-533-63-00.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach
as follows:
SECTION 1. The City Commission hereby awards Bid #1718-01 to Baldwin's Quality
Plumbing in the revised amount of $200,000.00 ($8,952.70 reduction in contingency) to replace
the 66 water services on Plaza Dr., Clippership Ln., Nautical Blvd. N. and Belvedere St. in
accordance with the plans and bid specifications;
SECTION 2. The City Commission hereby authorizes the City Manager to execute the
Contract with Baldwin Quality Plumbing;
SECTION 3. This Resolution shall take effect immediately upon its passage and adoption.

BACKGROUND:
The purpose of this work is to replace aging and failing water service lines with new, more reliable PVC
service lines to reduce reactive maintenance costs attributed to leaking service connections in this area.
The project includes replacement of 66 water services in portions of the Seas pray Subdivision.
Five bids were received on December 13, 2017 as shown in the table below. The low bid received was
submitted by Baldwin's Quality Plumbing in the amount of $208,952.70, including 10% contingency.

The FY 2017-18 budget includes $200,000 for these water service replacements under

$200,000.00 by reducing the Contingency amount by $8,952.70 for a revised
Contingency of $10,043.00 and revised Total Bid price of $200,000.00.

While verifying bids, a mathematical error was found with Northpointe Services on Bid Item #2. The extended cost written was $58,450 but is actually $57,750, for a total
difference of $770 less than the written amount submitted.
