01-20-09 Mayport Road Tour MinutesMINUTES OF THE MAYPORT ROAD TOUR OF ATLANTIC BEACH CITY COMMISSION HELD ON JANUARY 20, 2009 AT 3:00 PM. City Commission Members present: John S. Meserve, Mayor Mike Borno, Mayor Pro Tem John L. Fletcher, Commissioner Paul B. Parsons, Commissioner Carolyn Woods, Commissioner Staff present: Jim Hanson, City Manager David Thompson, Assistant City Manager Dale Hatfield, Community Redevelopment Director Rick Carper, Public Works Director Sonya Doerr, Community Development Director Mike Classey, Police Chief Donna L. Bartle, City Clerk The meeting, which was held for the purpose of touring the Mayport Corridor, was called to order at 3:10 p.m. by Mayor Meserve. The bus left City Hall and traveled to Mayport Road from Seminole Road and Atlantic Boulevard. Staff made presentations during the tour and at the following locations. The City Commission asked questions along the way. Stop 1. Chois Chinese restaurant South parking area: Mr. Hatfield spoke about the status of the Palms Apartments and referred to photos provided in the packet. He indicated a code enforcement letter had been sent to the owner with an order to remove the standing structures. Stop IA. 501 Mayport Road -Hannah Park Food Mart: Mr. Hatfield spoke about the chain link fence around the commercial property and reported on the progress of the fence being removed. He explained that signs in the businesses and the trash enclosures need to meet code. Stop 2: 1197 MUWrt Road- Safari Food Store & AIA Beauty Supply Mr. Hatfield pointed out the code violations with the signs in the windows and the dumpster. He reported there are fewer number of homeless people in the area since working with the hope team for their services. Mr. Hatfield referred to the before and after photos as he explained the pond across the street had been cleaned up. He also explained the work that was completed on the median. Minutes — Mayport Road Tour of Atlantic Beach January 20, 2009 Page 2 Stop 3: 1221 Mayport Road- MUOrt Hardware Mr. Hatfield spoke about the various code violations and the status of code enforcement efforts. Chief Classey reported on the problems with drugs, prostitution and homeless people on and near the site. Stop 4: 1447 Mayport Road -(Shopping Center) Mr. Hatfield reported that the buildings at this location have improved after replacing rotten wood and paint. Stop 5. Jordan Park Mr. Thompson explained the recreational activities available at the park. Chief Classey addressed the criminal activities and the policing efforts. Mr. Hatfield expressed a desire to get the community and the churches more involved. Ms. Doerr reported on what Habitat has done to make the area look cleaner and better. She explained the drainage and paving project on Jordan Street was paid for with CDBG funds. Stop 6. Comer of Stanley and Mayport Mr. Hatfield gave an overview of the area and referred to the photo of the condemned house before it was removed. He pointed out the improvements to the quadplex (91 & 94 Stanley). Stop 7. Corner of Simmons and Francis Mr. Thompson reported the problems with drugs along Francis Avenue. Stop 8. 1955 Francis Avenue Mr. Hatfield referred to the photo of the condemned house being removed. Stop 9. 2051 MgMrt Road Ms. Doerr reported on the new construction projects that were built in the last five years. Stop 10. Entrance of Fairway Villas Mr. Hatfield explained his plan to coordinate with the residents to get the fence painted. Stop 11. Waffle House parking lot Chief Classey reported on the homeless problem in the wooded lot across the street. Mr. Hatfield pointed out the improvements made to the St. Johns Catholic Church entrance. Stop 12. 2256 Mayport-Capt. Odies Ms. Doerr reported on the new construction projects in this area and explained which parts of Mayport Road are in the city limits. Mr. Hatfield pointed out the code violations in this area which includes signs, trash, and building violations. Stop 13. 2158 Mayport Beach Point Crossing Ms. Doerr reported on the new construction projects in this area. Minutes — Mayport Road Tour of Atlantic Beach January 20, 2009 Page 3 Stop 14. Donner Park Mr. Thompson explained the recreational activities available at the park. Chief Classey reported on the criminal activities such as shootings, drugs, and prostitution. He also explained the policing efforts. Mr. Hatfield reiterated the need to get the community and the churches more involved. Ms. Doerr reported that the sidewalk project on George Street was paid with CDBG funds. She also pointed out the new subdivisions in the area. Stop 15. 75 Edgar Mr. Hatfield reported on the improvements made to the house including the removal of trash, new fence and paint. He referred to the before photos of the house. Stop 15a. 24 Edgar Mr. Hatfield reported the improvements made to the business. He referred to the before photos of the business. On the way to the next stop, Mr. Hatfield referred to the photos of the Citgo & Chevron gas stations and explained the damage to their roofs. Stop 16. 1365 Violet Street Mr. Hatfield reported the numerous drug and prostitution search warrants conducted at this location. He also spoke about the proposed rental inspection ordinance. Stop 17. 1360 Mayport Road -Sawyer Gas Mr. Hatfield pointed out the new fence there. Stop 18. Comer of West 6d' Street and Main Street Mr. Hatfield pointed out the new neighborhood watch signs and explained the program, He discussed building community pride since the residents have noticed a change in the neighborhoods. Stop 19. 120 Mayport Road -Singletons Trailer Park Mr. Hatfield reported on the numerous drug and prostitution search warrants conducted at this location. Stop 20. Veterans Park Mr. Thompson explained the recreational activities available at the park. Mr. Hatfield spoke about building the relationship between the church and community and about planning a festival for the park. The bus returned to City Hall at 4:57 pm. No action was taken and there being no further discussion by the City Commission, the Mayor declared the meeting adjourned at 4:57 p.m. Donna L. Bartle, CMC City Clerk
