11-20-17 Minutes Commission Workshop v CITY OF ATLANTIC BEACH MINUTES OF THE COMMISSION WORKSHOP STORMWATER MASTER PLAN NOVEMBER 20, 2017 5:00 PM CITY HALL,800 SEMINOLE RD. Blythe Waters Recording Secretary Nancy Pyatte (arrived at 5:28 PM) Absent Commissioner John Stinson Call to Order Mayor Glasser called the meeting to order at 5:06 PM and stated this will be a workshop about the Stormwater Master Plan. She asked the Commissioners in attendance to state their name for the record, as follows: Commissioner Kelly Commissioner Norris Mayor Glasser stated she made a home visit to the Atlantic Beach family of the young girl who was bitten by a dog last week. Mayor Glasser told her the whole City was rooting for her and her family during her recovery. City Manager Gerrity stated the Stormwater Master Plan update is approximately 40% completed. Jones Edmunds & Associates will give a presentation and then it will open up for public discussion, broad overview questions and answers. City Manager Gerrity stated the representatives from Jones Edmunds are available after the workshop adjourns to speak with individuals. Please use this time for any questions about a specific street or neighborhood. Jones Edmunds & Associates, Inc. Introduction Brian Eiserman, Vice President with Jones Edmunds & Associates, referred to the Powerpoint presentation (attached and made part of this Official Record as Attachment A) starting with his firm's profile and 40-year history in Florida, working with cities, counties, and state governments. Mr. Eiserman stated they also use Hanson Professional Services, a local design expert having experience with many municipal clients. Stormwater Master Plan Elements/History What is stormwater master planning? This covers a broad spectrum of elements including, but not limited to, water quality, natural systems, water supply, and flood protection. 1 Mr. Eiserman reviewed the stormwater master planning history for the City of Atlantic Beach. The City started with a plan in 1995, did a re-plan in 2002, then in 2012 there was an update. These plans focused on water models, planning, designs, rating systems, and asset management. 2017 Updates This section identified target areas to prioritize. The focus areas include updating surface water models,preliminary stormwater designs,and a 10-year capital improvement plan. Mr. Eiserman addressed stormwater models covering basins, nodes, and links —the backbone of the plans. Next he covered the increased basin detail showing the different ways to route and capture runoff and how they connect. (Commissioner Waters arrived at 5:28 PM.) Mr. Eiserman covered the verification and validation process used for the updated stormwater models. Next he addressed the evaluation system performance for storm events at 5 years, 10 years, 25 years, and 100 years. This data shows if the system meets the desired goals. The next step identifies improvements, gathers citizen input, determines budgets needs and goals. These are tools used to identify conventional, low-impact development, and non-structural categories. Examples given: • increase pipe capacity, install new pipe, add system storage • acquire land, modify land development regulations, install backflow preventers • install automated systems, install pumps, improve swales Mr. Eiserman spoke about areas of concern, as shown on the displayed map, for potential improvements. The recent large events, Hurricanes Matthew and Irma, along with increased rainfall and tide elevation resulting from those storms,had a great effect. Mr. Eiserman stated the goal is to do the most good for the least amount of cost. This ended the presentation. Commission Discussion/Questions Mayor Glasser opened the floor for discussion and questions from the Commission. There was discussion about the map displaying the areas of concern, about the golf course and Sevilla Gardens, about using a pump system with a backflow preventer in the tidal marsh areas during a storm event. A question was raised asking how long it will take to complete the master plan? Mr. Eiserman stated it will be ready for the next budget year. Discussion ensued about the Saltair and Howell Park areas. Kayle Moore, Public Works Utilities Director, stated engineering solutions and improvements are being addressed and evaluated. Jones Edmunds will help the City in this project. There was discussion about considering installation of sea walls, like dikes, in low-lying areas. These could be used to control stormwater/tides during storm events. It was noted elevations are being raised for residential construction along the coast. Environmental solutions for low-lying areas were discussed. Examples for cost effective options would be 2 backflow preventions and flap gates. Scott Williams, Public Works Director, spoke about areas outside of the City limits that are potential problems for controlling our stormwater. The Kings Road Bridge is one and has been identified by the State of Florida for development to construct a wider opening. Another is Florida Blvd. and the City of Jacksonville is addressing that problem. Both of these locations are in Neptune Beach and Mr. Eiserman stated it could be feasible to approach them about working together. There was discussion about the Community Rating System for flood insurance, the ongoing update of the FEMA coastal maps from Savannah to Miami, and the data source for the weather/rainfall events. Citizen Discussion/Questions City Manager Gerrity opened the floor for discussion and questions from the citizens. He asked that this pertain only to the presentation. Bill Lynagh spoke about the north end of Seminole Rd., where there are retention ponds with fountains that keep water flowing and old cisterns that are stagnant and without fountains. He expressed concerns about the Zika virus. He asked if cisterns, holding stagnant water, are still part of the engineering for stormwater management. Mr. Eiserman explained state requirements for a permanent pool of water are that it be at least six feet in depth. This allows for fish and other natural things to grow that will eat the mosquitoes and the larvae. Jim Snyder spoke about experiencing more flooding since the renovation of the Country Club and the elimination of the Sherman Creek collection basin. He questioned if the recent storms and flooding were 50-year events. Scott Doolittle spoke about property acquisitions and asked how many cities have utilized that option for flood mitigation. Mr. Eiserman stated this is an available tool and he has seen this used just a few times over the last 10 years. It is not the most favorite option amongst Commissioners. Steve Rifkin asked about erosion, soil saturation, high water contamination, and moving trapped water. All these have an effect on root systems, causing trees to fall. Mr. Eiserman spoke about compensating for storage and flow based on the design for impervious conditions. He spoke about the effects of high water table conditions which this area experienced during September. There was a brief discussion about prioritization. As City Manager, Mr. Gerrity stated his goal is to keep water out of people's homes,then keep streets from flooding. Rick Carper, former Public Works Director, spoke about the first Stormwater Master Plan completed in 1989. Scott Williams, Public Works Director, spoke about the permitting process for residential construction and the water retention requirements. 3 City Manager Gerrity commended Public Utilities Director Kayle Moore, Public Works Director Scott Williams, and Streets and Stormwater Supervisor Jim Pfohl, for all the hard work they do for the City. This concluded the Citizen Discussion/Question portion of the meeting. Mayor Glasser recognized former Mayor Mitch Reeves in attendance. She thanked Jones Edmunds for their presentation and stated the Powerpoint and LIDAR will be on the City website for public access. John Hooks, Sea Gardens Homeowners Association President, asked when the final report will be available. Mr. Eiserman stated it will be available in Spring of 2018. Mitch Reeves spoke about areas where the outflow from Atlantic Beach goes through Neptune Beach to the Intracoastal Waterway. He asked how we can work with another city— Neptune Beach and Jacksonville. Mr. Eiserman stated the study will identify the other municipalities in their model. This information will be provided to the Commission and Staff to approach them about working with their engineers for a solution.
