Statute 166.241 Fiscal years, Budgets…..
1)…each municipality shall establish a fiscal year October 1 and
ending September 30.
2)….Governing body shall adopt a budget each fiscal year…
…it must be balanced….

Charter for the City of Atlantic Beach
1)City Manager presents the budget to the City Commission

Changes to the Budget
The city manager may at any time transfer any unencumbered appropriation
balance, or portion thereof, between general classifications of expenditures within
an office, department or agency. At the request of the city manager, the city
commission by ordinance may at any time transfer any unencumbered
appropriation balance, or portion thereof, from one office, department or agency
to another office, department or agency. Article 7 Sec. 2-313

Tree Protection Fund
The Tree Protection Fund is a special revenue fund that was created to
ensure compliance with Chapter 23 of the Code of Ordinances
governing protected trees and landscaping requirements.
Revenue includes contributions, donations and mitigation proceeds for
tree removal and site clearings.
Funds are used for planting trees within the City of Atlantic Beach.
The projected fund balance at the end of FY 18 is $43,912.
Convention Development Tax Fund
•Often referred to as “Bed Tax Fund” because the revenue is a 2% fee on
rental of living quarters.
•The Convention Development Fund is a special revenue fund authorized to
fund the acquisitions and development of municipal parks, lifeguard
stations and/or athletic fields. Contributions to promote tourism in the
beaches communities is also an approved use of these funds.
•In FY18, the City budgeted $70,000 for beach walk overs and $90,000 for
Lifeguard Station improvements.
•The fund has a remaining fund balance of $260,629.
Local Option Gas Tax Fund
•The Local Option Gas Tax Fund is a special revenue fund that collects
revenue from the City’s portion of the County Gas Tax Revenues.
•Allowed usages: Capital outlay and maintenance for local roads and
drainage systems.
•In FY 18 this fund has $200,000 budgeted for paving, $150,000 for Street
and Sidewalk Improvements. Additionally there is a transfer to the general
fund of $232,000.
•The fund has a remaining fund balance of $15,515.
Half Cent Discretionary Sales Tax Fund
•This fund is restricted to capital projects that are similar in nature to the
Better Jacksonville Plan
•Transportation
•Environment / Quality of life
•Targeted Economic Development
•Public Facilities
•In FY18, we have budgeted renovations to Russell Park ($168K), Jordan Park
($100K) and Veterans Park ($65,000).
•The fund has a remaining fund balance of $508,209
Capital Improvement Fund
The Capital Improvement Fund is utilized to keep track of projects that
will take longer than one year.
FY 18: The Capital Improvement Fund budgeted $100,000 for City Hall
Improvements and $203,000 for a new enterprise resource planning
software system (ERP).
The Capital Improvement Fund doesn’t usually carry an unappropriated
fund balance.
Public Utilities Fund (Water/Sewer)
The Public Utilities Fund is an enterprise fund used to operate
the water and sewer services of the City.
Revenue consists of a base charge ($8.97/$20.46) and volume
charge on a monthly basis.
The projected fund balance at the end of FY18 is $3,031,252.
Sanitation Fund
The Sanitation Fund is an enterprise fund used to operate the
sanitation services of the City.
Revenue is fee based. Residential garbage rate is $17.78 per
month. (1x week garbage, recycling and yard waste collection)
The projected fund balance at the end of FY18 is $266,637.
Building Fund
The Building Fund is an enterprise fund used to operate the building
services of the City.
Revenue is based on services provided. These include inspections,
permitting etc.
The projected fund balance at the end of FY18 is $400,070.
Stormwater Fund
The Stormwater Fund is an enterprise fund used to operate the
stormwater services of the City.
Revenue is fee based. Base charge is $8.39 per month.
The projected fund balance at the end of FY18 is $706,807.
Pension Funds
The City of Atlantic Beach has two pension Funds (Police and
General Employee)
