Call to Order:
Commissioner Stinson called the meeting to order at 5:32p.m. and welcomed Kenneth Reeves to
the Committee. He explained that Ms. Leroux will be arriving soon and Ms. Lada is unable to attend
tonight.
1. Approval of minutes:
A. Approval of the minutes of the Board Member Review Committee meeting ofNovember
7, 2017.
Commissioner Stinson asked if there were any changes to the minutes. There being none, he
asked for a motion to accept the minutes as presented.
Motion: Accept the minutes as presented.
Moved by Clemens, Seconded by Reeves
Motion carried unanimously (Ms. Leroux was not present for this vote.)
2. Interview the candidates (listed below) for consideration to the Environmental Stewardship
Committee.
A. Sarah Boren
B. Steve Kallao
C. Michelle Vieira
There was a discussion about notifying the Board Member Review Committee when vacancies
occur on our boards/committees and providing a list of members.
The Committee interviewed Ms. Boren, Mr. Kallao and Ms. Vieira separately. An overview of the
duties and responsibilities of the Environmental Stewardship Committee was explained to each

candidate. Each candidate explained their personal accomplishments, experience, goals and interests
in the community. The Committee offered the opportunity to ask questions and the Committee
responded to those questions.
3. Discuss the candidates (listed above) and make recommendations on filling the vacancies.
The Committee discussed the candidates and made the following recommendations:
Motion: Recommend appointing Sarah Boren as the District 1306 member of the
Environmental Stewardship Committee for the unexpired term ending December 31,2020.
Moved by Clemens, seconded by Reeves
Motion Carried unanimously
Motion: Recommend appointing Steve Kallao as an at-large member of the Environmental
Stewardship Committee for the unexpired term ending December 31, 2020 and consider
appointing Michelle Vieira to the next available vacancy for which she qualifies for on or before
January 1, 2019.
Moved by Leroux, seconded by Clemens
Motion Carried unanimously

There being no further discussion, Commissioner Stinson declared the meeting adjourned at 7:33

I served on the AB Police Building Committee and am currently the managing partner of 1st Coast Home Inspection, specializing in residential & commercial
building inspections and am a real estate broker . Having served in the US Navy at Mayport I know this area well. Prior to
moving to Atlantic Beach, I was a broker for TNT properties (CNN) and participated in the acquisition for the Flying D Ranch
in Montana for Ted Turner . In addition, I developed various multi-million dollar communities in Atlanta. I am a graduate of
Georgia State University with a degree in Urban Land Planning & Real Estate Development.
Please provide a brief explanation of your interest or any special qualifications you have in this field and your reasons
for wishing to be appointed to this board/committee.
Because I live on the west side of Mayport Road, I hope to bring a perspective of the environmental needs and concerns
for my side of town . My experience in developing communities will contribute to the Committee as evaluations are
made on what is feasible and may work long term . I am known for coming up with creative solutions, such as what was seen
with the Police Building Committee.

over 20 years in sustainability in government, nonprofit and private sectors . I served on Mayor Delaney's and Mayor Peyton's Enviornmental
Advisory Board and believe in sustainability with a pro-business, solutions oriented approach. I am a small business owner of
a local Montessori School with my husband. I am the current Secretary of the Stanton River Bank Rowing Club and volunteer
for other local nonprofits.

I am interested in serving on the COAB's Environmental Stewardship Committee because I see a community need for education and
proactive stewardship and am a believer of community engagement and dialogue. Per the committee's composition, I have
a Masters in En vironmental Management with a specialty in Resource Economics and Policy from Du ke University and a deep background in environmental policy, law, management,
community engagement, educational programming and green building construction.

Currently I serve as a volunteer at the Guana Tolomato Matanzas National Estuarine Research Reserve. Volunteer opportunities have included
conducting water quality sampling for the system wide monitoring program , as well as , staffing educational events for the public and private sector.
Volunteer experience with Beaches Vineyard in the areas of youth mentoring and tutoring , community event planning and execution
as well as international team leading .
Currently researching renewable tidal and wave energy systems , their economic and social impact on the local economy and environments.
Pursuing a Masters degree in Coastal and Ports Engineering to further understand ocean and estuarine interactions with the natural coasts and coastal structures .

As a long time resident of the local beach community, speficically over ten years in Atlantic Beach, a lover of the natural world, the
coastline, and the ocean, this opportunity to serve my city appears as a perfect fit. I have a passion for sustainability and
resilience and hope to help move our city closer to these paradigms since our geographical location lends itself to
being completely dependant on the surronding ecosystems. I would love to see the city be more proactive with
issues such as recycling incentives for business and residents, reducing use of 'one time use' plastics, responsible
and long term beach nourishment, and sustainable building practices for the city.
