CALL TO ORDER
Mayor Glasser called the meeting to order at 4:33 p.m. and led the Pledge of Allegiance.
Introductions were made.
1. TOPIC: LAND DEVELOPMENT REGULATIONS (LDR) UPDATE
A. Welcome from Shane Corbin, Community Development Director (CDD)
CDD Corbin took the floor to address the Commission reviewing the meeting schedule
for the Land Development Regulations Re -Write, this being the fourth meeting. There
are a total of twelve (12) workshops, which three are internal meetings for staff. Mr.
Corbin introduced Brian Teeple, North Florida Regional Council, and Mark Shelton,
Kimley Horn.

Mark Shelton took the floor to address the Commission and displayed a slide
presentation of the LDR Update covering zoning, subdivision regulations,
redevelopment and development criteria, and parking. Mr. Shelton explained the
zoning map will define permitted uses, density, and other development criteria.

Mr. Shelton stated the first phase entails workshops with the community, Community
Development Board, staff, and the Commission to start the data compilation.
The second phase begins the assessment of all the data collected, conducting more
workshops, and begin the draft ordinance language.
The final phase consists of additional workshops and public hearings in order to
achieve consensus on the ordinance language for adoption by the Commission.
Mr. Shelton explained the goal is to develop character and preserve history, make
zoning and uses efficient for every section of the City, protect the environment, and
provide a mix of uses meeting the community's needs. They want the LDR to be easy
to understand, easy to use and administer, and make it clear and predictable for
development. This will include graphics, tables, and charts.
Citizen involvement is encouraged and Mr. Shelton stated this project is available on
the City's website at coabldr2018.com. He reviewed the remaining workshop and
meeting schedule that will lead to completion and adoption of the new ordinance by the
summer of 2019.
C. Facilitated Discussion of Land Development Regulations Issues/Comments, Brian
Teeple
Brian Teeple tools the floor to address the Commission and inquired if there were any
questions or issues they would like to discuss.
Mayor Glasser inquired about:
• the Comprehensive Plan Update (Comp Plan) in conjunction with the LDR
rewrite and will they work together.
• the zoning map and if it is current.
• the Mayport Business Overlay map.
• parking and traffic.
Mr. Corbin responded the plan is to move forward with the LDR rewrite/update and
assured the LDR and the Comp Plan will match. He stated the zoning map is current.
Mr. Corbin stated there will be more discussion and a presentation forthcoming from
VHB on the Mayport Business Overlay map.
Mr. Teeple spoke about parking standards and stated that it is addressed and in a table
format. Traffic impact issues are usually addressed in the Comp Plan and Mr. Teeple
stated it will be reviewed to see if it can go into the LDR.
Discussion ensued about Beaches Town Center and the insufficient parking, shared
parking, increased traffic and congestion in both commercial and residential areas,
opposition to new development, and creating pedestrian oriented areas. It was
questioned if these issues can be addressed in the LDR and Mr. Teeple responded they
will be.

Commissioner Norris inquired about:
• a cross reference between the LDR and the Comp Plan
• having a matrix of uses per each zoning section
• implementing complete streets
Mr. Shelton stated some jurisdictions provide minimal cross referencing but try to
avoid excess verbiage in the LDR. He stated this can be looked at in the process.
A lengthy discussion ensued about implementing complete streets, required
coordination between Jacksonville and Neptune Beach, Public Works coordination,
and this being a timely process.
There was a lengthy discussion and questions about the inconsistencies between the
LDR and the Comp Plan. Mr. Teeple stated this is being looked at in the rewrite
process.
CA Durden explained when rewriting the LDR it is especially critical to look at the
permitted uses. CA Durden stated establishing permitted uses and listing them in the
LDR is a policy decision.
Mayor Glasser inquired about the insertion of the Community Development Board to
review plans that may have a negative impact on an adjacent neighborhood. Mr. Teeple
responded and reiterated what CA Durden stated about permitted uses listed in the
LDR being a policy decision so it has already been decided that it (use) is compatible.
A lengthy discussion ensued about form based code, compliance to pervious vs.
impervious ratios, impact to stormwater systems, water retention, overbuilding lots,
drainage issues, enforcement of berm and Swale maintenance requirements, and
previous code rewrite comparisons.
E. Public Comment/ Public Speakers:
Chris Griffith spoke about pervious vs. impervious ratios issues.
Brian Major spoke about the LDR rewrite, the leadership of the Commission and
staff.
Discussion ensued about the excessive number of variances applied for and how to
lessen those numbers.
A question was raised about the sign ordinance not being enforced. CA Durden stated
the sign ordinance is being enforced with the exception of temporary signs.
There were no more speakers and Mayor Glasser closed the Public Comment.
