Subject: Request for Agenda Item, Parking and Pedestrian Safety Committee: Parking and public safety on 200
block of 1st street
This is to request that the Committee add to its agenda the issue of public safety and parking on 200 block of 1St Street.
Specifically:
• Making this block a no -parking area, and adding signs that indicate "no parking this block"
• Adding a cross walk where First Street crosses East Coast Drive, to improve what is currently a very dangerous
public safety issue.
On May 3, 2018, three of the four property owners on First Street were present and addressed the committtee, and
brought visual aids to illustrate our concerns. This included photographs of three vehicles parked entirely on the
sidewalk on the southside of 1st Street, blocking any pedestrian's ability to safely walk down our block to the beach. One
resident also brought a visual aid to demonstrate the number of parking places, the narrowness of the street (17 feet),
and the presence of only a single area that seems to be a legitimate parking space (according to ordinance
requirements for distance from driveways and stop signs and intersections). No action was taken at that meeting and I
hope that by officially requesting this agenda item the committee will publicly deliberate our concerns and make a
recommendation to the Commission.
I request timely recommendation to the Commission, as I understand that Commissioner Stinson is pushing to
implement paid parking in the Town Center, even in advance of action by Neptune Beach (per article in Beaches Leader).
This action will only drive increased traffic to our block, as cars search for free parking in the neighborhoods.
Other property owners and I have spoken at commission and parking committee meetings on these issues repeatedly.
We place calls to the police department for dangerous parking violations — often multiple calls per day on a weekend.
This block is simply too narrow for parking, that's why people park on the sidewalk, thinking they are making way for
cars, not thinking that they are forcing pedestrians and bikers into the road. In addition to residents pushing strollers,
riding bikes, carrying surfboards, we also have a lot of visitor traffic, from the nearby motel on Sherry Drive, who are
walking to the beach.
I ask you to add this item to the agenda of the next meeting and carefully consider my concerns.
