Meeting Minutes
Tuesday, September 4, 2018 @ 6:00 pm
City Hall Commission Chambers
Present: Grant Healy, Paula O'Bannon, Bob Burch, Marina Caplan, Beverly Norman, Timmy Johnson
(Liaison), Jennifer Stemack (Recording Secretary), Mayor Ellen Glasser
Excused Absent: Dawn Pope
1. Call to Order
Chairperson Grant Healy called the meeting to order at 6:00 pm
2. Recognition of visitors
Grant recognized Mayor Glasser
3. Ongoing Business
a. Jazz Festival Update
Recreation Director, Timmy Johnson reported that the Guest MC for the event is Nikki
Kimbleton WJXT Morning Show, she is also a sideline reporter for the Jags. Everything else is
set to go ..... food vendors and musicians are all on board.
b. Artisans' Faire
Recreation Director, Timmy Johnson reported that 18 artists have been invited to participate
in the art show scheduled for December 6. Ten artists have confirmed their attendance.
Timmy will send out a list of things to do for the committee's assistance.
c. Arts in the Park 2019
Recreation Director, Timmy Johnson reported that registration started September 1.
d. Contribution Presentations
Recreation Director, Timmy Johnson reported that an email was sent to the organizations
presenting on Friday. The presentations will begin at 4:05 pm and the organizations will have
a total of 10 minutes including questions and answers.
Grant suggested that the committee members review and understand the schools proposals.
He also suggested that each committee member be the champion for the following
organizations:
• Deck the Chairs — Marina
• Beaches Fine Arts — Paula
• Yesha — Dawn
• FACE — Beverly
• Turkey Trot — Grant
• Youth Empowerment —Bob
4. New Business
a. Election of Vice -Chairperson
Bob motion to have Marina serve as Vice -Chairperson, Beverly seconded and the motion
carried 5-0.
5. Other Agenda Items/Announcements
a. Grant requested an update on committee vacancies at the next meeting.
b. The committee will make a report to the City Commission at the October 8 Commission
Meeting on the Henry Flagler Train Day and Bike Festival as well as the contribution requests.
c. Dawn has been working on the Youth Council and could have as many as twelve teens for the
meeting.

1. Call to Order
Chairperson Grant Healy called the meeting to order at 6:03 pm
2. Approval of minutes of the CARAC meeting—July 26, 2018
Beverly motioned to accept the minutes as submitted, Dawn seconded and the motion carried.
3. Recognition of Visitors
None
4. New Business
a) Contribution Guidelines for City Supported Organizations and Schools
Recreation Director, Timmy Johnson explained that six organizations submitted an application
for funding that are not schools. Bringing the total of applications to nine. Last year, there
were a total of 12 applications.
Grant mentioned giving the organizations a total of 10 minutes for the presentations. If
approved, there is a total of $48,300 budgeted. The schools will present first.
Marina mentioned calculating a per person per hour figure. The information will be submitted
to the Recreation Director for distribution.
Marina mentioned having a conflict of interest with the Youth Empowerment Organization and
would not score the application.
b) Henry Flagler Train Day & Bike Festival
Bob reported that the Community Presbyterian approved parking for 100 spaces, an
application has been submitted to Atlantic Beach Elementary for overflow parking, the Church
has approved the event and the $100 charge is primarily for clean-up. The event will take
place at Community Presbyterian Church on March 9, 2019.
This event will take the place of Bocce Ball and the budget for Bocce Ball is $800.
Bob motioned to approve the Henry Flagler Train Day & Bike Festival as a committee event to
replace Bocce Ball. Marina seconded and the motion carried.
5. New Business
a) Committee Term Limit Extension
The Committee members term limit have been extended to March 2019.

Chairperson Grant Healy called the meeting to order at 4:00 pm.
2. Recognition of visitors
Grant recognized all visitors present for the meeting.
3. Contribution Presentation
The following organizations made presentations to the committee requesting funds for programs or
events: Mayport Middle School, Neptune Beach Elementary, Atlantic Beach Elementary, Deck the
Chairs, Beaches Fine Arts, Yesha, FACE, Tony's Turkey Trot, and Youth Empowerment.
After the presentations and scoring the non -school organizations, Grant motioned to give each non -
school organization the maximum amount of the category in which they fell into, according to the
contribution distribution chart. Marina seconded and the motion carried .... 6-0.
