Discuss contract with North Florida Land Trust (NFLT) for services as the City's negotiating agent regarding potential purchase of Johnston Island. CM Gerrity explained the Commission's adoption of a Resolution to move forward with an Agreement with North Florida Land Trust (NFLT). He introduced Mark Hudson and Rebecca Perry from NFLT, and the floor was opened for questions. Mark Hudson, Land Protection Director with NFLT, addressed the Commission explaining his role of managing all NFLT land acquisitions and financing. He introduced Rebecca Perry, Associate Director with NFLT, explaining she is the lead on contract negotiations and will be the lead on any real estate resulting from those negotiations. Mr. Hudson gave a brief history of the NFLT and its mission, his qualifications and Ms. Perry's qualifications. He invited the Commissioners to ask questions. All questions were answered. A lengthy discussion ensued regarding the history of the island's sea -level rise, the appraisal process, the negotiation process, the NFLT's scope of service, and creating a Memorandum of Understanding (MOU). Brian Burket, Parks & Recreation for the City of Jacksonville, addressed the Commission and spoke about the collaboration of a Master Plan between partners of the property (the City of Atlantic Beach and the City of Jacksonville), the types of financing available (recommended an Option Agreement), cost maintenance with regard to erosion, appraisal specifics, the scope and cost of restoration and maintenance, Florida Page 1 of 2 ►F] Attest: Department of Transportation obligations, specifics of the Florida Inland Navigation District (FIND) Grant award of 25% (reimbursable), and the next steps going forward.
