Lightning Prediction System CM Gerry announced that $25,000 has been budgeted for a lightning detection system. He introduced Roger Lindsay from Thor Guard, Inc. Roger Lindsay from Thor Guard, Inc. gave a presentation on the Thor Guard Integrated Lightening and Warning System including how the system works, prediction systems versus detection systems, types of facilities where Thor Guard is used, installation and cost. All questions were answered. B. Parking Structure CM Gerrity explained the parking structure presented on this Agenda was presented by independent entrepreneurs who asked Mayor Glasser to bring it to the Commission for consideration. Mayor Glasser spoke about the vacant lot on 42 East Coast Drive currently being used for public parking (behind Coop 303 restaurant). She explained the idea is to build a restaurant which would inhabit the first and second floors with 110 parking spaces surrounding the facility. The developer would build it at their cost but would like the City to be responsible for the parking. She explained a variance would be needed to build to the zero lot -line and some type of waiver on impervious surface. Mayor Glasser presented drawings and cost tables. The builders have asked for a guaranteed return on Commission Workshop January 14, 2019 Page 1 of 2 the parking. She spoke about the limits in collaborating with surrounding cities and the incoming paid parking program. Mayor Glasser opened the floor for the Commissioners' questions. All questions were answered. She then opened the floor for comments. Commissioner Waters talked about the City of Atlantic Beach being a destination city, the demand for parking, the builder's "big" ask for a zero lot -line build and a variance, and the responsibility of the City to provide parking for businesses. She expressed her willingness to research the idea further. Commissioner Anderson stated she would like to go on record that she does not feel the City should consider this project, and she will not be in favor it unless the citizens express their desire to have it built. Commissioner Kelly stated she would be willing to talk further about this project only if the citizens expressed a real interest in pursuing it. Mayor Glasser thanked everyone for their input. She suggested they do some research and be revisited at the next meeting. 2 PUBLIC COMMENT Jamie Buckland spoke against Item 1 B. Suzanne Barker spoke against Item 113.
