RESOLUTION NO: 02-04
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
URGING THE NORTHEAST FLORIDA CONGRESSIONAL
DELEGATION AND THE U.S. DEPARTMENT OF DEFENSE TO MAKE
EVERY EFFORT TO ENSURE THAT THE UPCOMING MAJOR
OVERHAUL OF THE AH2CRAFT CARRIER USS JOHN F. KENNEDY
BE PERFORMED AT ITS HOME PORT OF NAVAL STATION
MAYPORT IN JACKSONVILLE, FLORIDA; THAT COPIES OF THIS
ADOPTED RESOLUTION BE FORWARDED TO THE MEMBERS OF
THE NORTHEAST FLORIDA CONGRESSIONAL DELEGATION AND
TO THE U.S. SECRETARY OF DEFENSE AND SECRETARY OF THE
NAVY; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the aircraft carrier USS john F. Kennedy, home-ported at Naval Station Mayport in
Jacksonville, Florida, was christened in May 1967 and commissioned in September 1968; and
WHEREAS, after more than 30 yeazs of hazd service the John F. Kennedy is due for a major,
year-long overhaul beginning in 2003 to substantially refurbish and upgrade the ship's systems
and infrastructure; and
WHEREAS, the decision of where to have this overhaul performed is of tremendous importance
not only to the Navy, but also to the 5,000 crew members (including air wings) and their
families, and to the ship's home port wmmunity; and
WHEREAS, the Northeast Florida region, with its long naval and shipbuilding history, has a
number of qualified firms and a large, trained marine workforce that could perform the required
work at the Kennedy's home port, Naval Station Mayport in Jacksonville, Florida; and
WHEREAS, performing the overhaul at the home port of Mayport would eliminate the need for
a very substantial disruption of lives and families that would occur if the USS Kennedy is
relocated to another port while the work is performed; and
WHEREAS, the citizens of Atlantic Beach and all ofNortheast Florida aze anxious that the
work on "our" carrier be performed in our wmmunity; and
WHEREAS, a thorough examination of the costs and benefits of performing the overhaul at
Mayport versus another out-of--town port will undoubtedly show that a local overhaul will be the
efficient, cost effective option;
NOW THEREFORE BE IT RESOLVED that the City of Atlantic Beach City Commission
hereby urges the Northeast Florida Congressional delegation and the U. S. Navy to make every
effort to ensure that the upcoming major overhaul of the aircraft carrier USS John F. Kennedy is
performed at the ship's home port, Naval Station Mayport in Jacksonville, Florida.

BE IT FURTHER RESOLVED that the City Commission hereby directs that copies ofthis
adopted resolution be forwarded to the members of the Northeast Florida Congressional
delegation, to the U.S. Secretary of Defense, and to the U.S. Secretary of the Navy.
This resolution shall take effect upon its final passage and adoption.
