AGENDA ITEM: Expansion of Community Development Block Grant target area

BACKGROUND: Planning Department staff recommends that the .Community
Development Block Grant (CDBG) Target Area be expanded to include all azeas of the City
west of Mayport Road, extending south of Church Road to Atlantic Boulevazd. The current
CDBG tazget area was adopted by Resolution 98-28, and created a tazget azea as depicted on
the attached map. This target area has been designated by the City of Atlantic Beach, however,
Federal funding regulations do not limit the City from using CDBG funds outside of this area.
Funds may be used anywhere within the two Census Tracts that comprise the City of Atlantic
Beach as long as projects involve CDBG eligible activities that benefit low and moderate
income residents and neighborhoods.
The area needs to be expanded in anticipation of future utility and stormwater projects where
CDBG funds may be used, and also to include areas along West Plaza and Orchid Streets
where project amendments to the current Fiscal Yeaz CDBG contract are proposed. (See

RECOMMENDATION: Motion to adopt Resolution Number 02- expanding the City
of Atlantic Beach Community Development Block Grant target area as proposed.

A RESOLUTION OF THE CITY OF ATLANTIC
BEACH, FLORIDA EXPANDING THE COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) TARGET
AREA, AS PREVIOUSLY DESIGNATED BY
RESOLUTION 98-28, TO INCLUDE ALL THOSE
PORTIONS OF THE MUNICIPALITY EXTENDING
WEST OF MAYPORT ROAD TO THE WESTERNMOST
CITY LIMITS BOUNDED BY CHURCH ROAD AND
DUTTON ROAD ON THE NORTH AND ATLANTIC
BOULEVARD ON THE SOUTH.
WHEREAS, the City Commission for the City of Atlantic Beach recognizes the
necessity for the periodic review and update of its Community Development Block Grant
program, and
WHEREAS, the City Commission for the City of Atlantic Beach desires to use
Community Development Block Grant funds in the most effective manner. in order to
provide the maximum benefit to eligible low and moderate income azeas and residents.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COMMISSION OF
THE CITY OF ATLANTIC BEACH HEREBY AMEDNDS THE BOUNDARY OF
THE COMMUNITY DEVELOPMENT. BLOCK GRANT (CDBG) .TARGET
AREA, AS PREVIOUSLY DESIGNATED BY RESOLUTION 98-28, , TO
INCLUDE ALL THOSE PORTIONS OF THE MUNICIPALITX EXTENDING
WEST OF MAYPORT ROAD TO THE WESTERNMOST CITY LIMITS
BOUNDED BY CHURCH ROAD AND DUTTON ROAD ON THE NORTH AND
ATLANTIC BOULEVARD ON THE SOUTH.
