If Mr. Carr desires to have neighbors speak, the following steps should be taken: Mr. Carr must state on the record that he is requesting that the neighbors be allowed to speak, whether his request is for the City Commission to consider their comments as new evidence, and if so, that he consents to their comments being considered by the City Commission and further if so, that he consents to allow the City staff to respond to any new evidence. - Any speakers must be sworn, and will be subject to examination by the Commission should any Commissioner wish to ask questions.
