A. Presentation on U.S. Census
CM Gerrity introduced Victor Cora from the U.S. Census Bureau.
Mr. Victor Cora, Florida Partnership Specialist, Atlanta Regional Census Center 2020
Census Bureau, addressed the Commission and gave a brief history of the Census Bureau
and the importance of getting as accurate a count as possible for the City of Atlantic
Beach. He explained that for every 100 people that are not counted, Duval County looses
$144,000. Mr. Cora announced new initiatives being put into place this year to make
self -reporting easier. The average response across the country was 74% in the 2010
Census, but response from individual counties varies. The goal this year is to receive an
average of an 80% response. He advised one of the ways to ensure an accurate count is
to form a 'Complete Count Committee' consisting of engaged leaders in the community
that know Atlantic Beach well. Mr. Cora advised he would share information with the
committee on areas of the City that will be difficult to innumerate (based on variables
the bureau has on record) so that the focus of the committee can be on strategies for those
specific areas. Mr. Cora would be available for training of the committee, narratives
and other resources from the Census Bureau. He directed the commissioners attention
to a folder given out before the start of the meeting with information about grants based
on the City's Census count and the phases of the Complete Count Committee:
Educational; Promotional and Motivational. The committee would start by researching
ways to encourage residents to self -respond and, based on the results of those responses,
will go to the next appropriate phase.

B. Parking Update
CM Gerrity reported on the draft pilot program for Mobility Parking Management. He
informed the Commission he attended a Neptune Beach Committee Meeting wherein it
was agreed to move forward with the Paid Parking Program, hiring Mark Rimmer as a
contract employee to manage the program. CM Gerrity stated there are about 68 parking
places at the Town Center and the beach accesses (19th Street, 18th Street and 10th
Street) that will become Paid Parking. He asked the Commission to begin thinking about
rates for the Paid parking Program.
Discussion ensued regarding when the next Commission Workshop can be scheduled so
that Paid Parking can be publically discussed, rate structures, application software, using
cash versus credit, kiosk cost/setup, cost research, interlocal agreement, and season
passes.
Mayor Glasser confirmed the sun -setting of the Parking and Pedestrian Safety Advisory
Resource Committee (PPSARC). She asked Commissioner Anderson, as the liaison to
the PPSARC, her thoughts on re-establishing that group. Commissioner Anderson stated
the group should not be re-established nor should the Commission start a new group until
such a time as the Paid Parking is in place. This will give the Commission a better
understanding of the parking issues resolved by the Paid Parking Program.
Mayor Glasser asked if any of the other Commissioners wanted to provide input on this
issue. Commissioner Norris expressed her opinion that the PPSARC has fulfilled its role
in providing data and making recommendations. All were in agreement.
CM Gerrity reported on three (3) other projects the City is working on; 1) re -designing
18th Street and getting the figures together before next budget season, 2) the City has
started marking parking spots, 3) budgeting next year for interlocking pavers in areas in
front of residents' homes.
2 PUBLIC COMMENT
Paula O'Bannon suggested the Commission request help from the Cultural Arts and Recreation
Advisory Committee (CARAC) in forming a 'Complete Count Committee' as presented earlier
in this meeting on the Census 2020, and suggested the four (4) parking spaces at the end of First
Street (between Ocean and Beach Avenue) be included in the Paid Parking Program.
