A. Presentation by Mark Rimmer, City of Neptune Beach, regarding paid parking
solution
Mayor Glasser called on CM Gerrity to introduce the first topic of discussion.
CM Gerrity introduced Mark Rimmer who is under contract with the City of Neptune
Beach to begin implementation of the North Beaches Pilot Program.
Mr. Rimmer, consultant for the Beaches Town Center Agency, presented a slideshow
introducing the North Beaches Pilot Parking Program and gave a brief synopsis. The
overall goal is to create a permanent parking management program for the Beaches area
for citizens, beach visitors, customers, merchants, hotel guests, etc.
CM Gerrity asked Mr. Rimmer review his professional background and to explain how
he came to be hired for this project.
Mr. Rimmer stated he has been in the business for thirty (30) years, working in studies
and planning all over the southeast (Jacksonville, Nashville, Orlando, Key West, Fort
Myers, St. Augustine, Charleston, and Atlanta). He currently manages about 4,000
parking spaces and approximately 8,000 cars per day. He explained his partners have
similar experience with on -street parking, hotel, and valet.
Mr. Rimmer talked about a revenue component being part of the plan, however, it is not
the main focus. He explained that nothing in the Pilot Program is "fixed" and things
could change as the program is implemented. Public meetings will be held with

merchants and residents to discuss the details and, over the next month or two, a program
will be decided upon wherein we have had input from all the various stakeholders in the
area. He spoke about the methods of enforcement and payment (not parking meters).
Kiosks will be placed in strategic locations within the Center, with twelve (12) to thirteen
(13) kiosks to cover the entire area. Customers will be able to pay at any kiosk regardless
of where they park (GPS based), and will be able to pay with cash or credit. Incentive
programs (coupons and season passes) will be introduced and a mobile phone
application will be available. Mr. Rimmer explained the enforcement will be through a
license plate recognition program (electronic permitting). For now, Atlantic Beach
spaces will consist of on -street spaces in the Town Center area. Research on controlling
beach access will also be explored with the program.
Mayor Glasser requested more detailed information with regard to enforcement.
Mr. Rimmer explained that, for the pilot program, there will be six (6) to eight (8)
contracted employees that are certified by the State of Florida specifically for the
enforcement of parking regulations (parking Ordinances and American Disability Act
Parking). Mr. Rimmer stated Neptune Beach is in the process of creating an Ordinance
for a parking meter district, which will outline specifics on enforcement regulations. A
first offense (forgets to pay, parks in the incorrect space, stays too long, etc.) a Notice
will be issued explaining the violation, how to avoid violations and where they can go
for information on the program. If any future violations occur for any one permit, an
invoice will be issued. If an invoice is not paid by a specific date, the invoice may
convert to a citation. The handling of invoices is determined by each individual city.
B. Discussion and questions from the Commission
Mayor Glasser opened the floor for questions from the Commissioners. All questions
were answered.
A lengthy discussion ensued about enforcement and fees.
Mr. Rimmer reiterated the program is first and foremost a parking management program
to help keep residential neighborhoods from getting negatively impacted by Beach
parking, and it should not be an enforcement -heavy type of operation.
Discussion ensued regarding identifying the responsibilities of each City.
CM Gerrity explained that the City of Atlantic Beach will have an Interlocal Agreement
with Neptune Beach which will define all involved entities and their specific roles in the
project.
Mr. Rimmer gave a projected readiness timeline of mid-May for Neptune Beach's
implementation of the program. However, the decision as to when it actually goes live
is going to be up to the individual cities.
Various possible parking scenarios were explored and discussion ensued about towing
and rate structure rules for public and private lots.

Mayor Glasser suggested three (3) talking points to start discussions.
1) Rates
2) Time limits
3) Peak season versus non -peak season

CM Gerrity announced that the Special -Called Meeting scheduled for 4:30 pm on
Monday March 25, 2019, has been changed to 5:30 pm.
ADJOURNMENT
