Reasons for Variance Request
This unique property at 510 Royal Palms drive is in desperate need of a circular driveway variance for many reasons,
other than just wanting one. Reasons are as follows:
1) Existing drive backs into MAJORMEAVY TRAFFIC ROAD from both directions, in addition linked to a three
way intersection has created a liability, safety issues, and hazards.
a) Backing out of the driveway has caused several near collisions and accidents, horns honking, and
panic drivers swerving into oncoming traffic and jeopardizing pedestrians nearly every time
someone backs out of the driveway.
b) Not to mention distracted drivers texting, tweeting, and cell phone use while driving.
c) Also to mention the cyclist; pedestrians, city workers, and skateboarders coming out of now where.
In fact city buses scream by without warning: Sidewalks are on opposite side, but people don't
always use them.

a) By the time it is safe to back out into lanes of opposite traffic a vehicle comes to the three way
intersection to turn right or left onto Royal Palms drive naturally they are doing a California stop
adding to the unpredictability of drivers intentions.
b) It's hard enough to approach a three way intersection forward reading other drivers minds. Try
doing it backwards and blinded by obstructions and not be able to turn and see them fast enough.
3) OBSTRUCTIONS
a) This property has 2 JEA poles, one on each side of the driveway. One north and one south both
obstructing visinn of +incoming traffic. Example: My truck rear bumper is at the end of the drive dod,
entering the street before any clear vision of oncoming traffic is made,
Note: An attempt was made by me but JEA stated it can't be moved due to it being a
transition anchor pole for corner of Royal Palms and Sabalo power lines.
b) Property next door has medical needs that require wheel chair, oxygen, and other medical supply
trucks/van that park at or near end of their driveway, further impeding vision of oncoming traffic: If
commercial and deliver vehicles have nowhere else to park they park half on/half off the road: This
worsens the situation for all drivers when the traffic goes around these vehicles sometimes in an
aggravated state of mind. This leads to my inability to safely exit my property. Hence if I don't see
them they don't see me!
4) DISABILITIES

a) I have an unfortunate 301 neck and back disability from an old on the job injury serving Jacksonville
Fire Rescue Department. Injury limits my ability to look left and right when backing up.
Note: Documentation if needed.
b) This circular driveway would provide disability access for legally handicap mother and mother in-
law. They require wheel chairs, walkers, and canes. It will also provide access of entering and exiting
of transport and private vehicles in which will also help with ease of enter and exiting the home.
5) BUS STOP
a) On top of all these complexities of this busy street, three way intersection, obstructions, and my
disability there is a school bus stop at the corner of this intersection. Even being retired I come and
go the same time as when kids are present. The worst part is they are not in one spot when waiting
for the bus. They are scattered out and roaming on the corners. More times not paying attention
and playing football or activities. Good kids, just being kids.
6) MULTIPLE DRIVERS
a) I have 4 children 3 of which currently drive. The last one to start driving in 1 more year. THAT WILL
BE 4 KIDS DRIVING PLUS MY WIFE! For a total of 6 DRIVERS enduring the above stated obstacles
daily.
b) In addition any unexpected visitors not expecting the complicating backing are put at unnecessary
risk. I recall your own City workers and Permit vehicles almost getting TKO'd by a bus when leaving
my property after an inspection.
7) It's MY WIFE'S BIRTHDAY TODAY!
It's not hard to see that my family, any visitors and I, have to run a gauntlet just to back out of our driveway. In
conclusion I'm not just asking for a circular driveway but between heavy traffic street and three way
intersection, obstructions; disabilities, life safety concerns it is qualify able, certifiable, and deserves to be
approved.

TELECOMMUNICATIONS INFRASTRUCTURE (WIRELESS DEPLOYMENT)
The Ask: Oppose CS/SB 1000 (Hutson) and CS/HB 693 (Fischer). CS/SB 1000 is up on March 26 at 4:00 p.m. in
Senate Community Affairs. This is NOT a glitch bill. The bills repeal important, agreed to provisions of the 2017 law,
and further strip cities of the ability to regulate the placement of communications equipment on city property and in
public rights-of-way. Don't undermine progress!
PRIVATE PROPERTY RIGHTS (BERT HARRIS ACT EXPANSION)
The Ask: Oppose SB 1720 (Lee) and HB 1383 (Grant). The bills create a universal application of a variance granted
from a Bert Harris claim to all "similarly situated" properties. A variance is designed to be an exception, not the rule.
Changing the intent of the Bert Harris Act is shortsighted and dangerous. Prioritize community needs.
COMMUNITY REDEVELOPMENT AGENCIES
The Ask: Oppose CS/HB 9 (LaMarca) and Watch SB 1054 (Lee). SB 1054 is up on Tuesday, March 26, at 4:00 p.m.
in Senate Community Affairs. Sen. Lee has filed Amendment 895662, which the League supports. CRAs are
uniquely local and critical to Florida's economy, safety and quality of life. CS/HB 9 undoes years of progress in
helping blighted areas grow and thrive without raising taxes. Preserve this vital tool!
SHORT-TERM RENTALS
T�e Ask: Oppose SB 824 (Diaz) and HB 987(Grant). SB 824 is up on Tuesday, March 26 at 1:30 p.m. in Senate
Innovation, Industry, and Technology Committee. HB 987 is also up on Tuesday, March 26, at 12:00 p.m. in the
House Business and Professions Subcommittee. Both bills preempt cities from regulating vacation rentals and
remove the grandfather clause. This is a local zoning issue and should be left to local governments! In fact, nearly
75% of vo ant local -eluted officials -in -charge: Our thanks to Sen. Simmons, Sen. Mayfield and Rep. La Marca
for their work supporting local control of short-term rentals.
MICROMOBILITY DEVICES (E -SCOOTERS)
The Ask: Oppose SB 542 (Brandes) and HB 453 (Toledo). SB 542 is up on Tuesday, March 26, at 4:00 p.m. in the
Senate Infrastructure and Security Committee. The bills mandate local governments regulate micromobility devices
(e -scooters) in the same manner as human -powered bicycles. The bills preempt any other regulation to the state and
do not give cities the flexibility they need to respond to changing circumstances. Keep regulations local!
ATTORNEY FEES AND COSTS
The Ask: Oppose CS/SB 1140 (Hutson) and CS/HB 829 (Sabatini). The bills mandate the award of attorney fees
against a local government if a local ordinance is determined by a court to be preempted by state law. Language is
included in CS/SB 1140 that narrows the scope to express preemptions. The League is also seeking language giving
judges discretion to award attorney fees to the prevailing party.
AFFORDABLE HOUSING
The Ask: Don't sweep the funds! All funds from the Sadowski State and Local Trust Fund should be used ONLY for
Florida's affordable housing programs.
WATER FUNDING
The Ask: Thank you to House and Senate leaders for meeting Gov. DeSantis' call for robust environmental funding!
Senate Proposal: $100M springs restoration, $40M alternative water supply grants, $129M water quality
improvements (including $25M septic -to -sewer conversions), $10.8M water quality monitoring and blue-green algae
task force, $6.6M red tide research, $29.6M local water projects, $45M Florida Forever and $44M beach
restoration. House Proposal: $50M wastewater and stormwater grants, $40M alternative water supply grants,
$10.81VI water quality monitoring and blue-green algae task force, $4.2M red tide research, $26M local water
projects, $20M Florida Forever and $50M beach restoration.
