Mayor Glasser recognized Mayor Latham from the City of Jacksonville Beach. 1. LAND DEVELOPMENT REGULATIONS UPDATE A. Welcome CM Gerrity explained the process for this two hour workshop, which will begin with the Land Development Regulations (LDR) Update presentation, followed with questions and discussion from the Commission, and then allowing for public comment. The City, along with Kimley Horn, has been working on the LDR Update for approximately one year, this being the 7th workshop. It will be presented next month for formal action by the Community Development Board (CDB), then scheduled for Public Hearing with the Commission. Commission workshop May 15, 2019 Page 1 of 4 PCDD Corbin reviewed the history of the workshops and explained this presentation is a working draft of the LDR Update. The Amendment Matrix covers the major changes and will also be reviewed. B. PowerPoint Presentation of Major Issues Following are the Representatives from Kimley Horn Associates: • Mark Shelton • Allison McGraf • Brian Teeple Following is the Representative from Northeast Florida Regional Council: • Margo Mooring Mr. Shelton and PCDD Corbin presented a slide show highlighting the major issues and the process to implement the City's vision for growth while maintaining consistency with the Comprehensive Plan. Conditions change, the statutes change, and the code changes which requires updates. (Commissioner Kelly left the meeting at 6:19 p.m. and returned at 6:23 p.m.) Mr. Shelton and Mr. Corbin provided a detailed review of the proposed changes as follows: • Nonconforming Lots and Structures • Townhomes • Landscaping • Traditional Marketplace District • Parking ratios • Garage apartments • Permitted use table • Expanded/Clarified Definitions • Single Family Residential • Two -Family and Multi -Family Residential • Commercial • Process Improvements C. Discussion Linda Lanier, CDB, inquired about: • Nonconforming Lots, Uses, and Structures. • Setbacks for mechanical equipment, Single -Family Residential Zoning District. • Minimum parent lot size, Two -Family & Multi -Family Residential Zoning District. CA Durden and PCDD Corbin responded to Ms. Lanier. Commissioner Kelly inquired about: Commission Workshop May 15, 2019 Page 2 of 4 • Costs and labor of notifications/advertising requirements for the Public Hearings. PCDD Corbin and CM Gerrity responded to Commissioner Kelly. Commissioner Waters inquired about: • Traditional Marketplace District, decreasing buffering and parking requirements for mixed use development. PCDD Corbin responded to Commissioner Waters. Mayor Glasser inquired about: • Process Improvements, Administrative Variances. • Parking Requirements, shared parking agreements. • Traditional Marketplace District, Short-term rentals and Use -by -exception. • Corner lots front yard designations. • Circular driveways, Waivers. • FL -friendly use of fertilizer on urban landscape. • Enforcing timely completion and maintenance of residential construction, FL Building Codes and building permits. PCDD Corbin and CA Durden responded to Mayor Glasser. CM Gerrity instructed PCDD Corbin to prepare language about types of conditions that will allow for Administrative Waivers. Brian Major, CDB, inquired about: • Use of other FL cities regulations for reference. Mr. Shelton, PCDD Corbin, and CA Durden responded to Mr. Major. Kelly Elmore, CDB, inquired about: • Traditional Marketplace District, enticing development. PCDD Corbin responded to Mr. Elmore. Mayor Glasser inquired about: • Defining low intensity, high intensity, meeting density requirements as it pertains to development of businesses. • What triggers additional traffic. • Businesses abutting residential neighborhoods. PCDD Corbin and CA Durden responded to Mayor Glasser. Commissioner Waters inquired about: • Zoning map for Single -Family Residential and Two -Family & Multi -Family Residential Districts, Commission Workshop May 15, 2019 Page 3 of 4 PCDD Corbin responded to Commissioner Waters. Congratulations were extended from the Commission and the Community Development Board to the LDR Re -Write Team for their excellent presentation. D. Next Opportunities for Public Participation • Community Development Board Public Hearing, June 18, 2019, 6:00 p.m. • City Commission Public Hearing/First Reading, June 24,2019,6:30 p.m. • City Commission Public Hearing/Second Reading, July 8,2019,6:30 p.m. 2 PUBLIC COMMENT Pam White - spoke about the meeting notification process and utilizing the City website to access information. Rick Carper - spoke about impervious surface ratios, requirements of the consumptive use permit, circular driveways. Rocky Russell - spoke about rezoning of lots in Old Atlantic Beach. Georgina Sloat - spoke about new construction and lot coverage for residential use. Fred Kerber - spoke about parking for single family homes, Town Center patrons on -street parking blocking residences. CM Gerrity expressed that the City is available and here to work for its residents. Mr. Gerrity extended his thanks to Kimley Horn, City staff, and Derek Reeves, former Planner, for all the hard work put into this project.
