INVOCATION AND PLEDGE OF ALLEGIANCE
CALL TO ORDER:
Mayor Glasser called the meeting to order at 6:30 PM. City Cleric Bartle called the roll.

1. APPROVAL OF MINUTES
Mayor Glasser asked if there were any corrections or changes needed. There were no corrections
to the minutes. Mayor Glasser stated the minutes stand as submitted.
A. Approve minutes of the Commission Workshop on April 22, 2019.
B. Approve Minutes of the Regular City Commission Meeting on April 22, 2019.
2. COURTESY OF FLOOR TO VISITORS
A. Recognition of the promotion of Adrian Moore to City of Atlantic Beach Police
Department (COABPD) Sergeant.
Chief Cook addressed the Commission and explained the process for the Sergeant
Promotion Exam. She announced the promotion of Adrian Moore to COABPD Sergeant,
introducing Officer Moore and his family. In closing, Chief Cook spoke about National
Police Week to honor and remember the dedicated law enforcement officers who made
the ultimate sacrifice.

B. Proclamation in Recognition of National Public Works Week
Mayor Glasser read the Proclamation into the record and presented it to Scott Williams,
Public Works Director (PWD).
C. North Florida Transportation Planning Organization Presentation of
Transportation Improvement Program for fiscal years 2018/2019 through
2022/2023
Denise Bunnewith, Planning Director with North Florida Transportation Planning
Organization, addressed the Commission and reported on the projects planned for the
area as detailed in the presentation.
® Atlantic Boulevard and San Pablo Road traffic signal update (construction in
2021/2022)
® Atlantic Boulevard and Third Street intersection modifications (new fiscal year)
® Atlantic Boulevard and San Pablo River (near the bridge) rehabilitation
(2021/2022)
® J. Turner Butler (JTB) Boulevard (from I95 to AlA) planning study for adding
lanes and reconstruction (to be completed over four fiscal years)
® JTB and San Pablo reconstruction of the interchange (new fiscal year)
® JTB to Phillips Highway to Al installation of Intelligent Transportation System
(ITS) equipment (2020/2021)
® Mayport Road (from Atlantic Boulevard to the Naval Base) safety project for
intersection improvements
® Wonderwood Road (intracoastal waterway) drainage improvements (2021/2022)
Ms. Bunnewith informed there will be a Parking Management Study involving the
Atlantic and Neptune Beach Town Center area which goes to the North Florida TPO
Board for approval this June.
Mayor Glasser opened the floor to the Commissioners for questions. All questions were
answered.
PUBLIC COMMENT
Mayor Glasser explained the process for public comments and opened the Courtesy of the Floor
to Visitors. City Cleric Bartle called each speaker to the podium.
Lauren Allison Burke, new Atlantic Beach resident, spoke about public safety, and learning
more about the laws and regulations in the area.
Angelica Pantoja-Pate and JaNett Sampson spoke about getting speed bumps and one-way
signs put up in the Ocean Gate Community.

3. CITY MANAGER REPORTS
A. City Manager's Report
CM Gerrity reminded everyone of the joint meeting with the Community Development
Board this Wednesday at 6:00 pm and the Paid Parking Workshop at 6:00 pm next
Monday. He spoke about the water main break that occurred over the weekend at Royal
Palm Drive and Atlantic Boulevard and the great job City staff did to correct the
situation.
B. Accept the 90 -Day Calendar (May through July, 2019)
There was CONSENSUS to accept the 90 -Day Calendar,

7. COMMITTEE REPORTS
A. Police Officers' Pension Board of Trustees - Tim Anderson
Commissioner Anderson introduced Tim Anderson, Police Officers' Pension Board of
Trustees. Mr. Anderson reported on the status of the Police Pension Plan and provided
handouts of his presentation. Mr. Anderson reviewed the Actuarial Assessment
Investment Return Rate, the history of the funded ratio, and opportunity for
improvement. All questions were answered.
Russell Caffey, Finance Director, addressed the Commission about the Police Pension
Plan presentation. All questions were answered.
8. ACTION ON RESOLUTIONS
A. RESOLUTION NO. 19-27
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, FOR THE
SKATE ROAD SIDEWALK INSTALLATION.
Mayor Glasser read the Resolution by title.
CM Gerrity addressed the Commission and reviewed the bid process which came in at
$62,822.00 for this budgeted sidewalk project. The plan is to piggy -back off the City of
Jacksonville's contract with Jax Utilities Management, Inc., which is explained in detail
in the agenda Staff Report.

B. RESOLUTION NO. 19-28
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE EXPENDITURES OF FUNDS FROM THE TREE
CONSERVATION TRUST FUND FOR EDUCATION AND OUTREACH
REGARDING REQUIRED TREE PERMITTING WITHIN THE CITY OF
ATLANTIC BEACH.
Mayor Glasser read the Resolution by title.
PCCD Corbin addressed the Commission and gave a presentation regarding the City's
plan to educate citizens about tree removal permits.

10. MISCELLANEOUS BUSINESS
A. UBEX19-0002-Public Hearing
Request for a use -by -exception as permitted by Section 24-111(c)(3) to allow on
premises consumption of alcoholic beverages in accordance with Chapter 3 of the
code within the Commercial General (CG) zoning district at 25 West 6th Street.
Mr. Corbin addressed the Commission and gave a presentation of this request for on -
premises alcoholic beverage consumption for the business, Pubs n' Pits, as detailed in
the agenda Staff Report. This is primarily a retail business for home grilling products,
and will not operate as a bar.
The applicant, Thomas Horn, addressed the Commission and spoke about the business
of outdoor kitchens installations, beverage draught systems, onsite tastings, and package
sales of beer and wine to customers.
Mayor Glasser opened the Public Hearing. There were no speakers. Mayor Glasser
closed the Public Hearing.
Discussion ensued about fagade improvement grants, business hours of operation,
timeline, state alcohol licenses, and placing conditions for use -by -exceptions.
CA Durden addressed the Commission about placing conditions and reviewed the
criteria used for an application for use -by -exception, Exhibit A of the application. CA
Durden stated it is not recommended to place the condition to apply for a fagade
improvement grant, but it is appropriate for staff to inform the applicant of this
opportunity.
MOTION.- To approve UBEX19-0002 as read.

Discussion ensued about the state alcohol license and if there is any language in the Code
pertaining to businesses with the 2COP license and distance from a church.
Commissioner Waters: Requested the hours of operation as a stipulation in the motion.
Commissioner Norris: Agreed with having a stipulation on hours.
Commissioner Anderson: In favor of having a stipulation on hours.
Mayor Glasser: Stated she thinks this is over -managing this application.
Continued discussion resulted with comments about over -managing, and stipulating hours
would provide protection to surrounding neighborhoods.

hours should not go past 10:00 PM any day of the week.

B. Pledge of Civility and Respect (Mayor Glasser)
Mayor Glasser explained the Pledge and stated this document is provided for the current
Commission (including Cindy Anderson, Seat 2) to sign.
CITY ATTORNEY/CITY CLERK REPORTS AND/OR REQUESTS
City Clerk Bartle
® Thanked the Mayor for recognizing Municipal Clerk's Week and for the flowers.
City Attorney Durden
® Reminded the Commission about Ethics Training, which is mandatory for elected
officials and must be completed by July 1, 2019. There will be a class on June 5, 2019,
held at the Jacksonville City Hall from 9:30 AM to 1:00 PM. There is also a video
available on the Florida League of Cities (FLOC) website.
® Stated the FLOC is conducting a free webinar tomorrow, May 14, 2019, from 2:00 PM
to 3:00 PM, covering legislation that was adopted. CA Durden will provide the link or
go to the FLOC website.
® Distributed copies of the 2019 Legislative Update to the Commission, which explains
the bills that were passed. CA Durden also provided copies to staff.
CLOSING COMMENTS BY CITY COMMISSIONERS AND CITY MANAGER
Commissioner Anderson
® Expressed concern about public safety for bicycles and pedestrians and the lack of
sidewalks on Main Street.
A lengthy discussion ensued about this issue and various ways to address and resolve the safety
issues.

• Spoke about the upcoming census report.
• Spoke about testing for fertilizers.
• Spoke about the discussions on banning straws and other single -use plastics and
suggested canvassing businesses about their recycling practices prior to writing
legislation.
Commissioner Norris
• Agreed with Commissioner Kelly about canvassing businesses about their recycling
practices prior to writing legislation on single -use plastics.
Mayor Glasser
• Congratulated Chief Cook on her completion of Leadership Executive Development
Seminar.
• Distributed copies of honorary street sign photos to the Commission and spoke about
doing a Proclamation for Bill Gulliford, Jacksonville City Council representing the
Beaches, who will be leaving this position at the end of June 2019.
