INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was led by Associate Pastor Holly Inglis, Palms Presbyterian Church, Atlantic Beach.
CALL TO ORDER:
Mayor Glasser called the meeting to order at 6:30 PM. City Clerk Bartle called the roll.

1. APPROVAL OF MINUTES
A. Approve Minutes of the Regular City Commission Meeting on May 13, 2019
B. Approve Minutes of the Joint Commission/Community Development Board
Workshop on May 15, 2019
Mayor Glasser asked if there were any corrections or changes needed. There were no
corrections to the minutes.
ACTION. • The minutes stand as submitted.
2. COURTESY OF FLOOR TO VISITORS
PUBLIC COMMENT
Mayor Glasser explained the process for public comments and opened the Courtesy of the Floor
to Visitors. City Clerk Bartle called each speaker to the podium.

Lisa Herrold spoke about the Atlantic Beach Police Department (ABPD) escorting
children to school and the great job that Chief Cook and the Police Department do for
the community.
3. CITY MANAGER REPORTS
A. City Manager's Report
CM Gerrity stated the City received $105,000 from FEMA for hurricane reimbursement.
This leaves approximately $307,000 pending to the City from FEMA.
Mr. Gerrity stated that the milling and paving projects will start June 3, 2019. The streets
scheduled for resurfacing are listed on the Public Works website.
The Skate Road sidewalk project is underway and expected completion in a couple
weeks.
The ThorGuard Lightning Protection System is installed and scheduled for testing.
CM Gerrity stated there will be a new Planner joining the City on June 10, 2019.
CM Gerrity and Chief Cook spoke about the recent parking issues in the areas around
Saturiba Drive and 18th Street. The immediate short-term solution is posting 'No
Parking' signs on Saturdays and Sundays. The long-term solution is to install fencing to
prohibit parking.
There was a brief discussion about right-of-way parking, street parking and the various
definitions and terms used for streets and roadways in the Ordinance. All questions were
answered.
B. Actuary Reports - Police and General Employee's Pension Plans
Russell Caffey, Director of Finance, reported on the Police and General Employee's
Pension Plans as detailed in the agenda Staff Report. Mr. Caffey also provided a copy of
the Florida Department of Management Services Pension Analysis for the three beaches
cities for the previous year, showing the funded ratio, actual market value, and the rate
of return. Mr. Caffey answered all questions.
C. Accept the 90 -Day Calendar (June - August 2019)
There was a brief discussion about scheduling a speaker from Senator Bean's office to
attend a Town Hall meeting.
Consensus was given to accept the 90 -Day Calendar.

4. REPORTS AND/OR REQUESTS FROM CITY COMMISSIONERS
Commissioner Felly
® Spoke about the legislative changes and those affecting our City.
City Attorney Durden
® Spoke about the Legislative changes affecting financial issues, the Building Department,
Land Development Regulations and several others that will go into effect July 1, 2019.
Mayor Glasser
® Spoke about Memorial Day traditions of recognizing our fallen soldiers.
® Stated the plaque at Bull Memorial Park includes four local names - Solomon Sturdivant,
Richard Bull, Jack Ahern, and Robert David. Mayor Glasser stated a soldier who died in
Viet Nam, Leroy Everett, will also be memorialized. The City will continue to update
our records for honoring our Veterans.
® Commended the Police Department and spoke about children's safety.
® Proposed re -naming the theatre at the Adele Grage Cultural Center to "Gulliford Hall"
via a Resolution. This was also the site of the old City Hall where Mr. Gulliford served
as a Commissioner, and then as Mayor.
® Stated there will be a reception at the Adele Grage Cultural Center honoring the retiring
Jacksonville Councilman, Bill Gulliford. It will be hosted by the three Beaches Mayors
and Rory Diamond, his replacement on Jacksonville City Council. This will be held on
June 24, 2019, 4:00 PM - 5:30 PM.
® Announced a Sea Level Rise Symposium is scheduled, hosted by the three Beaches
Mayors, on June 19, 2019 at Fletcher High School Auditorium.
® Stated there is an Open House on May 30, 2019, for the results of our City's Vulnerability
Assessment.
® Spoke about adding part-time, in-house legal counsel for the City and is proposing this
for an upcoming budget workshop session.

8. ACTION ON RESOLUTIONS
A. RESOLUTION NO. 19-23
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE POLICE DEPARTMENT TO PURCHASE ONE POLICE
FLEET VEHICLE TO REPLACE A CAR THAT WAS DAMAGED IN A
TRAFFIC CRASH.

CM Gerrity stated this vehicle was involved in an accident, the City was not at fault, and
the vehicle needs to be replaced.
MOTION. • To adopt Resolution No. 19-23 authorizing the Police Department to purchase
one police fleet vehicle to replace a car that was damaged in a traffic crash.

B. RESOLUTION NO. 19-29
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
APPROVING A NEW SCHEDULE OF GARBAGE RATES IN ACCORDANCE
WITH THE CITY'S FRANCHISE AGREEMENT WITH ADVANCED
DISPOSAL FOR SOLID WASTE, YARD WASTE AND RECYCLING
COLLECTION AND DISPOSAL SERVICES; AUTHORIZING THE CITY
MANAGER TO EXECUTE CONTRACTS AND PURCHASE ORDERS IN
ACCORDANCE WITH AND AS NECESSARY TO EFFECTUATE THE
PROVISIONS OF THIS RESOLUTION; AND PROVIDING AN EFFECTIVE
DATE.
Mayor Glasser read the Resolution by title.
CM Gerrity reviewed the contract language for a rate adjustment as detailed in the Staff
Report of the agenda. This will equate to an additional 17 cents per household per month.

C. RESOLUTION NO. 19-22
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE POLICE DEPARTMENT TO ENTER INTO CONTRACT
WITH SAFERWATCH, LLC.
Mayor Glasser read the revised Resolution by title.
Chief Cook spoke about the current system, "Code Red," and a new system called
SaferWatch. As detailed in the Staff Report of the agenda, Chief Cook explained how
the SaferWatch system works in real time, how it is monitored, and the many benefits to
both law enforcement and the community. Chief Cook answered all questions.
CA Durden reviewed the contract language, noting the contract is subject for approval
each year in the budget.
Mayor Glasser stated for the record there is a revised Resolution No. 19-22 (which is
attached hereto and made part of this official record as Attachment A) before the
Commission for action.

A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
APPROVING THE FINAL DESIGN FOR DRAINAGE IMPROVEMENTS FOR
SEMINOLE ROAD.
Mayor Glasser read the Resolution by title.
CM Gerrity reported on bringing the design up to 100% and getting a return on the
investment, as detailed in the Staff Report of the agenda. All questions were answered
by CM Gerrity.

11. CITY ATTORNEY/CITY CLERK REPORTS AND/OR REQUESTS
City Attorney Durden:
• Reminded the Commissioners about the July l't deadline for Ethics Training and an
opportunity for training on June 5, 2019 at 8:30 a.m. downtown Jacksonville City Hall
12. CLOSING COMMENTS BY CITY COMMISSIONERS AND CITY MANAGER
Commission Kelly:
• Thanked City Staff for the Memorial Day display at City Hall.
Mayor Glasser:
• Spoke about a public hearing held by the Department of Transportation (DOT) on June
18, 2019 for the concept of Third Street and Atlantic Boulevard.
• Informed that Jacksonville Transit Authority (JTA) has sent notification about holding
public hearings regarding their rate increases for their bus and ferry travel.
• Stated Jacksonville Electric Authority (JEA) is doing their second round of switching to
LED lights.
There was a brief discussion about JEA.

ATTACHMENT A
RESOLUTION NO. 19-22
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AUTHORIZING THE
POLICE DEPARTMENT TO ENTER INTO CONTRACT WITH SAFERWATCH, LLC.
2018-2019 FISCAL YEAR.
WHEREAS, each year the Atlantic Beach Police Department continually seeks out and evaluates the
technologies available to assist in public safety and provide for efficient and timely communication with our residents
in response to emergency situations; and
WHEREAS, the Police Department has evaluated this technology platform for use within our community and
deemed it to be valuable; and
WHEREAS, the Police Department has determined that this technology is sole source from SaferWatch; and
WHEREAS, this technology is being made available to the City of Atlantic Beach and the Atlantic Beach Police
Department for use at no charge for the first 18 months of this contract; and
WHEREAS, the City of Atlantic Beach or the Atlantic Beach Police Department may terminate the contract,
with written notice, at any point during the first 18 months of this contract; and
WHEREAS, After the initial 18 -month Term and contingent the City of Atlantic Beach nor the Atlantic
Beach Police Department does not cancel the agreement, the Atlantic Beach Police Department shall pay Provider for
18 months -worth of service in advance, Eleven Thousand Two Hundred Fifty and 00/100 Dollars ($11,250), which
will cover the initial three (3) of six (6) year Term, inclusive, of Seven Thousand Five Hundred and 00/100 Dollars
($7,500.00) per year. For years four (4), five (5), and six (6), the annual fee will be invoiced in advanced on each
anniversary of the effective date for a total cost of THIRTY THREE THOUSAND SEVEN HUNDRED FIFTY
DOLLARS $33,750.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as follows:
SECTION 1. The City Commission hereby authorizes the City Manager to engage in the necessary process to
approve the contract.
SECTION 2. This Resolution shall take effect immediately upon its passage and adoption.
