08-19-19 Minutes Commission WorkshopATTENDANCE: Present: Also Present: MINUTES Commission Workshop Meeting Monday, August 19, 2019 - 6:00 PM Commission Chamber Ellen Glasser, Mayor - Seat 1 Cindy Anderson, Commissioner - Seat 2 Blythe Waters, Mayor Pro Tem / Commissioner - Seat 3 Candace Kelly, Commissioner - Seat 4 Brittany Norris, Commissioner - Seat 5 Joe Gerrity, City Manager (CM) Brenna Durden, City Attorney (CA) Donna Bartle, City Clerk (CC) Kevin Hogencamp, Deputy City Manager (DCM) CALL TO ORDER Mayor Glasser called the workshop to order, followed by the Pledge of Allegiance to the Flag. 1. TOPICS A. Discussion on City Manager Selection Process CM Gerrity reported that at the August 12, 2019 Regular City Commission meeting it was agreed to advertise the City Manager position internally from Tuesday, August 13 until 9:00 a.m. Monday, August, 19, 2019 and that only one internal candidate, Planning and Community Development Director Shane Corbin, applied. Mr. Corbin's resume, which is attached hereto and made part of this Official Record as Attachment A, was distributed and reviewed. CM Gerrity read Article III -The City Manager, Sec. 22- Qualifications from the City Charter, which is attached hereto and made part of this Official Record as Attachment B. Discussion and questions ensued about the vacancy announcement, qualifications and process of selection. Commissioner Anderson asked CM Gerrity for suggestions that could assist in the selection of his replacement. Commissioner Waters spoke about citizen involvement through an Open House during prior selection process. Mayor Glasser commented on the Open House as part of the prior selection process. Commissioner Waters commented on reproducing a list made by Linda Lanier. City Clerk Bartle agreed to follow up. Commission Workshop August 19, 2019 There was consensus that candidate Mr. Corbin meets the qualifications delineated in the City Charter. Discussion ensued on whether to continue the process to consider Mr. Corbin as a candidate with the agreement that a new candidate search can be initiated at any point if needed. There was consensus to proceed with the internal candidate for now and having a process to go through before deciding to advertise regionally. Discussion ensued regarding the following points: conducting due diligence on Mr. Corbin's background and references one-on-one interviews holding an Open House holding a Public Meeting for public interview CA Durden stated that Commissioners should not attend the Open House due to they will be voting on the candidate and explained the purpose of the Open House. Discussion ensued regarding the need for holding an Open House. The following timeline was established: August 20th -28th - If desired, City Commission members will individually interview Mr. Corbin. August 29 (6 to 7:30 p.m.) -The City will host a public meet -and -greet with Mr. Corbin at Adele Grage Cultural Center. September 3 (6:30 p.m.) -The City Commission will hold a special -called meeting for the purpose of collectively interviewing Mr. Corbin and, potentially, taking action on the city manager appointment. It was agreed to post timeline dates and Commissioner emails on social media. 2. PUBLIC COMMENT Rick Carper suggested the City not wait to fill the vacancy and Mr. Corbin's involvement in the City's goals. ADJOURNMENT There was no further discussion. The city manager shall be chosen by the city commission solely on the basis of administrative qualifications and with special reference to education and experience in and knowledge of accepted practice with respect to the duties of this office as set forth hereinafter and in the city code. Applicants for the position of city manager shall meet the following educational and experience requirements: Possession of at least a baccalaureate degree preferably in Public Administration or a directly related field from a college or university accredited by a recognized accreditation agency in the United States or from a recognized college or university outside of the United States, which is acceptable to the city commission; and 1) 2) Not Tess than five (5) years of experience as a city, municipal, county, or state government administrator serving in at least an assistant department head or the equivalent in responsibility; and 3) A graduate degree acceptable to the city commission may be substituted for not more than one year of the required experience. At the time of appointment, the new city manager need not be a resident of the city or state, but within six (6) months the city manager shall reside within the city of Atlantic Beach. Ord.
