She explained this is an emergency meeting of the City Commission for the purpose of notification and a vote on the Resolution related to emergency preparations. Commissioner Anderson gave the invocation. CALL TO ORDER Mayor Glasser called the meeting to order. City Manager Joe Gerrity reported that the City Code allows for a Proclamation of a State of Emergency by both the Mayor and the City Manager. He stated action was taken last night which consisted of a Declaration of a State of Emergency, a daily curfew between 10 p.m. and 6 a.m., and suspension of alcohol sales within the city limits as of 10 p.m. on Monday, September 2, 2019 until further notice. CM Gerrity explained that Resolution No. 19-53 (which is attached and made part of this Official Record as Attachment A) states that the City Commission supports and endorses these actions and gives the City Manager and the Mayor the power to cancel these emergency declarations. Mayor Glasser spoke about the meeting of the beach mayors regarding uniform actions across the beaches in response to evacuation orders by Jacksonville Mayor Curry. Chief Michelle Cook provided an update on Hurricane Dorian's conditions. She asked people to stay off the beach. She stated that evacuations started at 8 a.m. and shelters opened throughout the City of Jacksonville at 10 a.m. She asked residents to air on the side of caution. Miscellaneous Public Meeting September 2, 2019 Staff answered questions regarding debris removal, the process of bridge closings, and the seriousness of the beach closings. Mayor Glasser read the Resolution by title, stated that CM Gerrity explained how action through this Resolution is provided for in the City Code, and asked the Commissioners if they have sufficiently reviewed the Resolution. All questions were answered. RESOLUTION NO. 19-53 A RESOLUTION OF THE CITY OF ATLANTIC BEACH ENDORSING AND SUPPORTING EMERGENCY DECLARATIONS PERTAINING TO HURRICANE DORIAN ISSUED BY THE MAYOR OF THE CITY OF JACKSONVILLE, AND THE MAYOR AND CITY MANAGER OF THE CITY OF ATLANTIC BEACH; ENDORSING AND SUPPORTING THE MAYOR OF THE CITY OF ATLANTIC BEACH'S ALCOHOL SALES SUSPENSION AND CURFEWS PERTAINING TO HURRICANE DORIAN; AUTHORIZING THE MAYOR AND CITY MANAGER OF THE CITY OF ATLANTIC BEACH TO CANCEL EMERGENCY DECLARATIONS AND OTHER EMERGENCY ORDERS PERTAINING TO HURRICANE DORIAN AS THEY DEEM APPROPRIATE AND NECESSARY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Hurricane Dorian threatens to disrupt normal city activities and services throughout the City of Atlantic Beach; and WHEREAS, the approach of Hurricane Dorian with potentially damaging winds, heavy rains and forecasted storm surge creates has created a disaster emergency endangering the safety, health, and welfare of the City of Atlantic Beach, its citizens, and its visitors; and WHEREAS, as such, the Mayor of Jacksonville, has instituted the statutorily required steps for activation of the City of Jacksonville's Declaration — Emergency Proclamation and the State of Preparedness Procedures pertaining to Hurricane Dorian; and WHEREAS, the Mayor of Atlantic Beach and City Manager of Atlantic Beach, by the authority vested by Chapter 2, "Administration", and Article VIII. "Emergency Management", Section 2-403 of the Code of Ordinances of the City of Atlantic Beach, have issued a Declaration of Emergency due to Hurricane Dorian"; and WHEREAS, additionally, as authorized by city ordinance, the Mayor of Atlantic Beach has ordered alcohol sales within the city limits be suspended as of 10 p.m. Monday, September 2, 2019 until further notice; and have ordered a daily curfew between 10 p.m. and 6 a.m. to be put in effect beginning Tuesday, September 3, 2019, until further notice. NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as follows: SECTION 1. The City Commission endorses and supports the emergency declarations issued by the Mayor of the City of Jacksonville, and the Mayor and City Manager of Atlantic Beach. SECTION 2. The City Commission also endorses and supports the orders to suspend alcohol sales and issue a curfew in Atlantic Beach. SECTION 3. The City Commission hereby authorizes the Mayor and City Manager of the City of Atlantic Beach to cancel the "Declaration of Emergency due to Hurricane Dorian", and Attachment A September 2, 2019 Minutes terminate the orders to suspend alcohol sales and issue a curfew, as they deem appropriate and necessary. SECTION 4. This Resolution shall take effect immediately upon its passage and adoption. PASSED AND ADOPTED by the City of Atlantic Beach, this 2nd day of September, 2019.
