A Codes/Land/Permitting and Quality of Life initiative to renew land development
regulations, including the maximum impervious surface ratio, to ensure that new
development is suited in scale and character to the existing neighborhood.

MAYPORT ROAD CORRIDOR IMPROVEMENTS
A Public Safety, Quality of Life and Revitalization initiative to improve safety and the
area's character, including reducing the speed limit, traffic engineering enhancements,
and streetscaping. Accomplished via FDOT Decisions/Funding, Commission
Lobbying/Funding, Staff planning/implementation
Complete: Mayport Road Visioning Implementation Plan; Speed Limit reduced to 40 mph
PARKS MASTER PLAN
A Quality of Life and Environmental initiative planning for and encouraging recreation,
conservation and community health opportunities. Accomplished via Commission
Funding; Staff implementation In Process: Currently being drafted
STORMWATER MASTER PLAN
An infrastructure initiative with specific focus on resolving Sherman and Hopkins Creeks
choke points. Accomplished via Commission funding; Staff implementation Completed: Completed in 2019
ENVIRONMENTAL STEWARDSHIP
An environmental initiative demonstrating the COAB's commitment to being a
sustainable community through the Environmental Stewardship Committee's work,
dune protection and restoration efforts, and the pursuit of Tree City USA and LEED for
Cities certification. Accomplished via Committee work, Commission and City of
Jacksonville funding, and Staff implementation
Complete: Tree City USA designation; tree plantings; and outreach/education
ATLANTIC BEACH CITY COMMISSION PRIORITIES
FUND BALANCE MANAGEMENT AND ALLOCATION
A Commission effectiveness initiative to ensure that the COAB establishes and follows
best practices governing the amount of resources to be held in reserve and the
restrictions for spending reserves. Accomplished via Staff research, Commission
decision
Not Complete: General fund balance policy can be addressed at anytime. Addressing the Police Pension
needs to wait until after recipet of the financial actuary report in May 2020.
BEAUTIFICATION AND SIGNAGE
A branding initiative encompassing parks, beach accesses and neighborhoods with vital
input from the Environmental Stewardship and Cultural Arts & Recreation Committees.

ENVIRONMENTAL LEADERSHIP
An Environmental initiative demonstrating the COAB's commitment to being a
sustainable, environmentally responsible and healthier community. This initiative will be
accomplished via COAB becoming a LEED-certified city; promoting the three Rs
(reduce, reuse, recycle); COAB maintaining its Tree City USA designation; tree planting
and preserving the tree canopy; engaging youth in environmental activities; and public
eduction. Accomplished via Public input; Committee work; Partnerships; Commission
funding, policy and/or legislation; and Staff planning/implentation
Complete: LEED Silver-certified community certification; Tree City USA designation; Arbor Day event;
education and outreach initatives under way; about 200 trees planted in 2019; ESC developed an outreach
subcommittee; added recycle containters and beach litter baskets to beach accesses; Heritage Tree
designated in a city park; parks master planning initiated
FLOOD AND STORM RESILIENCE
An Infrastructure and Planning Resiliency initiative to manage and reduce urban risks.
This initiative is accomplishable via flood mitigation (with specific focus on Aquatic
Drive/Hopkins Creek); developing a stormwater master plan capital improvement
program; enforcement of onsitestormwater retention requirements; and undergoing a
coastal vulnerability and adaptation assessment. Accomplished via Public input;
Commission, State and Federal funding; and Staff planning/implementation
Complete: Storm Water Master Plan/Stormwater Capital Improvment Plan; Sea Level Rise Vulnerability
Assessment; Adaptation Plan grant application submitted; revised impervious surface ratio and included
restrictive covenants for enforcements; 60% design for phase I stormwater improvements in Aquatic Drive
($1.5M federal and $300K state funding); North Seminole Road drainage improvements; ditch cleaning in
Marsh Oaks In Process: Discussions with Neptune Beach on Hopkins Creek improvements; South Seminole
Road and Donner Road improvements being engineered

be accomplished via developing an East Coast Greenway activation plan to provide
safe, convenient and efficient automobile, bicycle and pedestrian travel ways along the
corridor; and instituting facade and public art grant programs. Accomplished via Public
input; Partnerships; Commission lobbying/funding; and Staff planning/implementation

BEACH-TO-MARSH PARKS MASTER PLAN
ATLANTIC BEACH CITY COMMISSION PRIORITIES
A Quality of Life, Recreation, Environmental and Education initiative to establish a
strategy to create a sustainable and inerconnected communitywide system of parks,
recreation facilities, programs and services that promote recreation, health, access and
environmental conservation as integral elements of the community. Accomplished via
Public input; Staff, Commission and Environmental Stewardship Committee planning;
Community engagement; Commission funding; and Staff planning/implementation
In Process: First draft will be available for Commission and public imput in spring 2020.
NEIGHBORHOOD IMPROVEMENT AND COMMUNITY IDENTITY
A Land Use, Quality of Life and Branding/Signage initiative to improve neighborhoods
and public spaces, and advance community idenify and pride. This initiative will be
accomplished by adopting new land development regulations, updating the
comprehensive plan, and undertaking a community identify program that focuses on
improving public spaces with landscaping and viewer-friendly and aesthetically pleasing
signage. Vital input is expected from residents, the Community Development Board,
and the Environmental Stewardship and Cultural Arts & Recreation Advisory
Committees. Accomplished via Public input, Committee, Staff and Commission
planning; Partnerships; Commission funding; and Staff planning/implementation
Complete: Update of land use reguations; update of comprehensive plan; multiple tree plantings;
enhancements at Dutton Island and Tideviews preserves, and at Donner, Jordan, Veterans, Rose, Howell and

PARKING AND MOBILITY
A Public Safety and Quality of Life initiative to improve parking and provide safe,
convenient, efficient and accessible automobile, bicycle and pedestrian travel ways.
This initiative will be accomplished via identifying and adequately marking public parking
spaces throughout the community; instituting a paid parking system in beaches town
center and at some beach accesses; installing pedestrian safety devices; and adding
sidewalks. Accomplished via Public input; Staff and Commission planning;
Commission funding; and Staff planning/implementation
Complete: Launch of paid parking program; Sherry-Seminole Safe Routes to School multi-use path; parking
plan for Waters Park; sidwalk improvements on Levy Road and Orchid Street; Veterans and Jordan park
