CALL TO ORDER
Followed by the Pledge of Allegiance, Mayor Glasser called the workshop to order at 5:30
PM.
1. TOPICS RELATED TO THE NORTH BEACHES PILOT PARKING MANAGEMENT
PROGRAM

A. Pay for Parking Program Background
Planning Director Amanda Askew presented a Powerpoint reviewing the history on
paid parking between Atlantic Beach and Neptune Beach, Beaches Town Center
BTC), and the recent legislation passed in 2019 by both cities. Ms. Askew provided a
review and comparison of the differences between the two cities' parking programs.
B. Program Status and User Data
Planning Director Askew stated there is a proposal to structure the Atlantic Beach
Resolution to be similar to the regulations of Neptune Beach (NB) as follows:
Parking between 3:00 AM - 5:00 AM - mirror NB policy and put a time limit on
that parking.
Parking more than three hours - strike out prohibiting parking for more than 3 hours
from 8:00 AM to 12:00 PM (midnight).

Ms. Askew stated these two proposed changes should make it less confusing for BTC
patrons. Questions and discussion ensued regarding the proposed modifications.
C. Neptune Beach — Mayor Brown
Neptune Beach Mayor Brown addressed the Commission. She expressed that she is
impressed with the start- up of the pilot program and looks forward to working together
with Atlantic Beach now and in the future to keep improving on the parking program.
D. Beaches Town Center Agency — Richard Arthur
Richard Arthur, Beaches Town Center (BTC) Agency President, addressed the
Commission. He reported on feedback received from BTC merchants, local residents,
and the employee parking program. He spoke about working with the changing
environment, having uniform parking programs, the Merchant Validation program, and
the benefits of a license plate recognition program.
Mark Rimmer, North Beaches Parking, spoke about the 3 -hour time limit between
12:00 PM (midnight) to 8:00 AM is to discourage overnight parking. Mr. Rimmer
explained there could be special circumstances for a person to leave their vehicle
parked overnight. When this happens the parking violation will have information on
what to do to have the violation voided, if so desired. This does not apply to a
ticket/citation issued by the COAB Police department.
There was a lengthy discussion and questions about parking after 12:00 PM (midnight)
and enforcement.
Richard Arthur spoke to questions regarding hotel guests, overnight parking issues,
rates affecting parking, customer parking spaces for tenants above Ocean 60 and
Ragtime, employee parking, and BTC overnight parking.
There was questions and discussion about the visibility around the parking kiosks. Mr.
Rimmer responded stating that issue is being addressed. He stated that reflective paint
and lighting is forthcoming.
E. Opportunities for Having a Seamless Program
Mayor Glasser asked for the Commissioners input on proceeding with the Resolution.
Consensus from the Commission was that the parking program needs to be
seamless.
