(Commissioner Anderson arrived at 5:40 p.m.) Due to extraordinary circumstances, the meeting will be held via videoconference, pursuant to Governor DeSantis' Executive Order Number 20-69 issued March 20, 2020, and adopted by the COAB Emergency Order executed March 27, 2020. Mayor Glasser briefly spoke about the process to hold electronic public meetings during the COVID-19 emergency including instructions for Public Comments. 1. TOPIC: PROPOSED SIGN CODE A. Discuss the Proposed Sign Code — Ordinance No. 60-20-21. CM Corbin discussed the proposed Sign Code Ordinance No. 60-20-21 including revisions and input proposed by the Community Development Board (CDB) and the COAB community. He introduced Planning and Community Development Director (PCDD) Amanda Askew who provided a presentation and details on the proposed Sign Code. PCDD Askew presented a PowerPoint, Sign Code Update, April 2020 which is included in the Agenda Packet. She explained the Sign Code changes result from a 2015 Supreme Court ruling that Sign Codes can no longer be content based. In 2016, COAB elected to cease enforcement on sign regulations in conflict with the Supreme Court Commission Workshop April 27, 2020 ruling. PCDD Askew discussed examples of COAB content and non -content based regulations, what information can be regulated, proposed sign code changes by section, comparisons made to nearby communities and the visual preference survey. CA Durden supported the proposals made by PCDD Askew. CM Corbin discussed the Visual Sign Survey stating it served to engage and inform the community. He spoke about the development of a comprehensive web -page developed for this project. It includes COAB Sign Code changes since 1960, and the 2015 Resolution suspending the enforcement of the Sign Code in response to the Supreme Court ruling. This information was also disseminated on social media. Discussion ensued regarding the number of signs and/or banners, clarifying language regarding duration of signs, and enforcement. PCDD Askew responded to all questions. Mayor Glasser asked if each Commissioner would give thoughts on their base number for temporary signs. Commissioner Kelly - Six is a good starting point Commissioner Norris- Six (if banner is not included), Eight (if banner included). Commissioner Waters - Six (but address size) Commissioner Anderson - Depends how banners are counted into equation and total square feet of flags. Mayor Glasser - Six is a good starting point, but has concerns. 2. PUBLIC COMMENT Mayor Glasser gave biief instructions regarding public comments. Bob Cimon, IT Senior Systems Engineer called on each registered speaker Suzanne Barker spoke about the Sign Code Ordinance and proposed a number of eight signs; she opposed banners. There were no additional speakers. DCM Hogencamp read an email submitted as written comments from Timothy J Anderson (which is attached hereto and made part of this official record as Attachment A). Mayor Glasser thanked the public for their comments. CM Corbin responded to the email comment fiom Mr. Anderson stating the City had not received any complaints regarding the size of the flag. Thanks for coordinating my recent lien request, everything went off without a hitch! I have a public comment I would like read at the appropriate time at each meeting today, April 27th, 2020: Tim Anderson, 824 Sherry Drive, Atlantic Beach, Florida. With regards to the new sign ordinance and proposed limitations on the flying of the United States Flag, I have been displaying a large flag for Flag days and times of national strife and worry for over a decade. My flag is much larger than allowed in the new sign ordinance being passed in the coming months. I have contacted the City of Atlantic Beach with regards to my concern about flag size and have not received a comment back. A more freedom loving read of Reed would allow for any sized United States flag as there is no "content" being conveyed with the display of our nations flag, rather our flag is a symbol of freedom, liberty, and more simply, where we live. Limitations on the display of our nation's great flag by this commission on one hand while specifically allowing a massive cock rooster on the side of restaurants on the other flies in the face of reason. Section 17-34 should be amended to exempt the flags of Florida and the United States. Please understand, regardless of passage of a new sign ordinance, I will continue to fly my flag on the appropriate days and will spare no expense in defending my right to do so.
