AGENDA ITEM : Refer plan for Bull Memorial Park prepared by Genesis,
Inc. to the Recreation Advisory Committee for review and
public comment.

At the Parks workshop held Saturday, February 20, the Parks and
Recreation Advisory Board expressed interest in plan review as did
several members of the public. The plan is nearly one year old (April '98)
and many of the board members are new, and have not had a chance
to review it. We have also received several letters from citizens over the past
months seeking an opportunity for further public input/citizen comment.
t - The design is to be reviewed with regard to function, aesthetics,
anticipated use, and preservation of green space, or any other aspect
which the Board in its collective judgement deems appropriate.
It is anticipated that the Board will submit its findings and
recommendations at the April 12"' Commission Meeting. If additional time is
needed, a new date shall be requested through the Board's Commission
Liaison, Commissioner Beaver, by the Wednesday preceding the meeting (the
7"') in time for the City Clerk to remove it from the Agenda before it is published
on the 8"'.
Please make every effort to give aggressive public notice of the Board
meeting at which this will be considered, including use of the leader board at
city hall, to facilitate public awareness and participation in this event. This will
be one of the last opportunities for public comment before plan options are
selected and finalized by the City Commission.
Please forward a copy of this agenda item to City Manager/Chief
Thompson so that he may add staff comments if he wishes.

.AGENDA ITEM: Refer Bull Park to Pazks and Recreation Boazd

BACKGROUND: At the City Commission Workshop on February 20, 1999, the
Pazks and Recreation Boazd requested the opportunity to review
the Bull Pazk design. There has been turnover on the Boazd, and
they would like to take another look at the plans for Bull Park.
One of the problems with bidding the Bull Park project has been
the limited budget for the extensive improvements that have been
designed. Based on the figures that were provided at the
workshop, and considering other projects that may not be
constructed, there may be additional funding for increasing the
Bull Park budget.
When the Parks and Recreation Board provides their
recommendations to the City Commission, the funding aspects of
the project may be reconsidered at that time to provide additional
funding if necessary.
RECOMMENDATION: We recommend refemng the Bull Park Project to the Parks and
Recreation Board for their review and recommendations.
