INVOCATION AND PLEDGE OF ALLEGIANCE
Mayor Glasser led the invocation.
CALL TO ORDER:
Mayor Glasser called the meeting to order at 6:30 PM. Deputy Clerk Diaz called the roll.

1 APPROVAL OF MINUTES
1A. Approve minutes of the Regular Commission Meeting on April 13, 2020.
Mayor Glasser asked if there were any corrections or changes needed. There were no
corrections to the minutes. Mayor Glasser stated the minutes stand as submitted.
2 COURTESY OF FLOOR TO VISITORS
2A. Mosquito Control Presentation by City of Jacksonville
Mosquito Control Division Chief, Randy Wishard and MCD Entomologist, Dr
Benjamin Allen with City of Jacksonville Mosquito Control addressed the Commission
and reported on the benefits of mosquito control. They presented a PowerPoint titled
Jacksonville Mosquito Control, (which is attached hereto and made part of this Official
Record as ATTACHMENT A). All questions were answered.

PUBLIC COMMENT
Mayor Glasser explained the process for public comments and opened the Courtesy of the
Floor to Visitors. Deputy City Clerk Diaz called the speaker to the podium.

Rick Carper spoke regarding COAB's contract with Blue Water for spot mosquito control
and is not in favor of the 18th Street beautification project at this time. The use of police
volunteers and lifeguards is proving effective.
Mayor Glasser closed Courtesy of the Floor.
3 CITY MANAGER REPORTS
3A. City Manager's Report
CM Corbin reported on the following:
Budget cycle is underway.
Selva Marina Dr. odor control was put in place.
Finance Dept. found that incorrect journal entries were the reason for the
unreconciled City monies and have been corrected.
Three employees currently quarantined due to COVID-19, City Hall remains
closed, there is discussion to return to virtual meetings.
Moving forward with racial equity plan.
Commissioner Kelly raised a question to CM Corbin and Interim Chief Gualillo
regarding "Safer Watch" to which Chief Gualillo responded that notifications went to
specific neighborhoods not city-wide.
Mayor Glasser suggested to push -out more information regarding police incidents to
the app.
3B. Accept the 90 -Day Calendar
There was a CONSENSUS to accept the 90 -Day Calendar.
4 REPORTS AND/OR REQUESTS FROM CITY COMMISSIONERS
4A. Update Commission Priorities to include our efforts on promoting racial equity.

Commissioner Norris requested Commission feedback regarding her request to update
Commission priorities to include efforts on promoting racial equity.
Commissioner Norris inquired if this required formal action. DCM Hogencamp stated
it did not.
Discussion ensued and it was agreed to email requested revisions to DCM Hogencamp.
4B. Proclamation Recognizing Juneteenth Freedom Day. (Mayor Glasser)
Mayor Glasser read the Proclamation of the City of Atlantic Beach in recognition of
June 19th as Freedom Day in Atlantic Beach.

Commended Bike Safety program.
Requested to hear from the community regarding racial equity solutions.
Commissioner Norris
Requested more trash cans at 18th and 19th street and additional monitoring of
trash.
Requested an estimate to implement a smart parking system.
Thanked City Staff and Mr. Loretta for 18th Street project.
Requested Mr. Bodge to provide explanation/clarification of the typo in the
15DU1 agreement regarding 18th Street listing.
Not in favor of removing any parking.

Requested more education efforts to wear facemasks.
Aquatic Gardens Phase II allocation is uncertain.
18th Street has been and will remain in discussions.
5 UNFINISHED BUSINESS FROM PREVIOUS MEETINGS

6 CONSENT AGENDA
6A. Acknowledge receipt of the Building Department Monthly Activity Report
FY2020 through Q2.
6B. Acknowledge receipt of the Monthly Financial Report for May 2020.
ACTION: Motion to pull Item 6A. for discussion.

Commissioner Kelly wished to speak to clarify reasons for the excess in the Building
Department budget this year comparing previous year's spending/revenue versus the excess
funding this year.

8A. RESOLUTION NO. 20-20
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE CITY TO ENTER INTO THE 2020 CORONAVIRUS
EMERGENCY SUPPLEMENTAL FUNDING PROGRAM.
Mayor Glasser read the Resolution by title.
Interim Chief Gualillo provided a summary of the Resolution as detailed in the agenda
packet. All questions were answered.

EQUIPMENT BUILDING.
Mayor Glasser read the Resolution by title.
Public Works (PW) Director Scott Williams provided a summary of the Resolution as
detailed in the agenda packet. Discussion ensued regarding budget, need and use of the
building. All questions were answered.

8C. RESOLUTION NO. 20-22
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
APPROVING THE REPAIRS OF THE COURTYARDS LIFT STATION BY
GRUHN MAY, INC.
Mayor Glasser read the Resolution by title.
Interim Public Utilities (PU) Director Troy Stephens reported on the recommendation
to approve the invoice for repairs of the Courtyards Lift Station as detailed in the
agenda packet. He explained the need for the repair and it being an environmental
emergency issue. City staff is discussing next steps for preventative maintenance or
pipe replacement at the additional lift stations. All questions were answered.

8D. RESOLUTION NO. 20-23
A RESOLUTION OF THE CITY OF ATLANTIC, FLORIDA ADOPTING A
TELEPHONE ATTENDANCE AND PARTICIPATION POLICY FOR THE
CITY COMMISSION AND CITY BOARDS AND COMMITTEES.
Mayor Glasser read the Resolution by title.
Mayor Glasser recognized misspellings in the Resolution title and requested add "the
ability to correct scrivener's errors" to the motion.
CM Corbin reported this item was submitted by CA Durden in response to virtual
meetings.

CA Durden explained the purpose for this policy and provided a summary as detailed
in the agenda packet.
Discussion and questions ensued regarding "extraordinary" circumstances, the
importance of in-person access to elected officials and participation by the Chair
member.
CA Durden answered questions regarding "extraordinary", stated that a member may
participate telephonically no more than three (3) times within 12 months and reiterated
the need for a policy.
There was further discussion regarding issues and concerns.
MOTION: To table Resolution No. 20-23 until next regular Commission meeting to allow
for updates of reducing the number of times to participate telephonically to one (1) and
removing the ability for Chair position to participate electronically.

Motion died for lack of a second.
MOTION: To table Resolution No. 20-23 to allow for updates of reducing the number of
times to participate telephonically to two (2) per year, specify interviews may be held
telephonically by the Board Member Review Committee and specify that does not apply to
committee Chairman.

CA Durden spoke regarding BMRC and interviewing of a potential candidate.
Motion died for lack of a second.
MOTION: To deny proposed Resolution No. 20-23.

MOTION: To table Resolution No. 20-23 until next regular Commission meeting to
allow for updates of incorporating restrictive language that will allow policy use only in truly
extreme circumstances.

Commissioner Waters is in favor of one (1) or two (2) meetings allowed, and only used in
extenuating circumstances.

Commissioner Kelly is in favor of the amendment.
Commissioner Norris is in favor of one (1) meeting allowed, removing the ability of Chair to
participate telephonically and used only in extenuating circumstances.
Mayor Glasser is in agreement with Commissioner Anderson's input regarding the public's
right to be in front of their elected officials. She stated Mayor should not participate
telephonically, as the Mayor Pro Tem would attend in her place. She is concerned with issues
regarding tie votes.
Commissioner Anderson spoke regarding tie votes and the possibility for abuse. She is not in
favor of this policy.
Commissioner Norris added the policy could open up a possible need for equipment
purchases.

CA Durden spoke regarding the need for a policy, whether to allow or not allow telephonic
participation.
9 ACTION ON ORDINANCES

10 MISCELLANEOUS BUSINESS
10A. Bicycle Safety Program
DCM Hogencamp reported that the Bicycle Safety Program, specifically identified in
the Commission's Priorities for 2020, is underway. The program is receiving very good
response and feedback.
Mayor Glasser requested to explore grants for this, as proposed previously by Chief
Cook. DCM Hogencamp to follow up with our grant writers and City staff. Noted that
enforcement should be included in discussions.
11 CITY ATTORNEY/CITY CLERK REPORTS AND/OR REQUESTS
CA Durden reminded of ethics training still available for participation and the authorization
for virtual meetings will end on June 30th unless extended by the Governor.

12 CLOSING COMMENTS BY CITY COMMISSIONERS AND CITY MANAGER
Commissioner Norris requested CM Corbin and Finance Director (FD) Burns to provide a
report for the public which includes an explanation of the finding of the unreconciled City
monies.
Mayor Glasser briefly shared her experience attending the ethics seminar and stated that it is
not required that public comments report their address in order to speak.
13 ADJOURNMENT
There being no further discussion, Mayor Glasser declared the meeting adjourned at 9:19 p.m.
